सतीशचंद वर्मा ने रचा इतिहास, छत्तीसगढ़ गौरव को बधाई….

भुवन वर्मा, 28 अगस्त 2019 । देश के इतिहास में पहली बार महाधिवक्ता सतीशचंद्र वर्मा कैबिनेट की मीटिंग में शामिल हुए और आरक्षण को लेकर होने वाले संशोधन पर अपनी राय दी। बता दें कि भारतीय संविधान के अनुच्छेद 165 के अनुसार राज्यपाल द्वारा महाधिवक्ता की नियुक्ति की जाती है। राज्य का सर्वोच्च विधि अधिकारी महाधिवक्ता होता है। महाधिवक्ता राज्य प्रमुख को विधि संबंधी सलाह देने का कार्य करता है। वह विधानसभा और कैबिनेट की बैठक को संबोधित कर सकता है, लेकिन मतदान नहीं कर सकता। मुख्यमंत्री भूपेश बघेल ने आरक्षण के मुद्दे पर रायशुमारी के लिए महाधिवक्ता को कैबिनेट की मीटिंग में आमंत्रित किया था। कैबिनेट की मंगलवार को हुई बैठक में आरक्षण के दो बिंदुओं पर निर्णय लिए गए हैं। पहला छत्तीसगढ़ लोक सेवा (अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों के लिये आरक्षण) अधिनियम-1994 में संशोधन करने हेतु छत्तीसगढ़ लोक सेवा (अनुसूचित जातियों, अनुसूचित जनजातियों और अन्य पिछड़े वर्गों के लिये आरक्षण) अधिनियम संशोधन अध्यादेश, 2019 के प्रस्ताव का अनुमोदन किया गया। इसके तहत अनुसूचित जाति वर्ग का आरक्षण 12 प्रतिशत से बढ़ाकर 13 प्रतिशत एवं अन्य पिछड़ा वर्ग का आरक्षण 14 प्रतिशत से बढ़ाकर 27 प्रतिशत करने का अनुमोदन किया गया। इसके साथ ही आर्थिक रूप से कमजोर वर्ग के लिए छत्तीसगढ़ में लोक पदों एवं सेवाओं में तथा शैक्षणिक संस्थाओं में प्रवेश में सीटों का 10 प्रतिशत आरक्षण करने का निर्णय लिया गया। इस संबंध में जनसंख्यात्मक जानकारी एकत्रित करने के लिये एक आयोग का गठन किया जाएगा। गौरतलब है कि वर्तमान महाधिवक्ता सतीशचंद्र वर्मा से पहले सात महाधिवक्ता रह चुके हैं। वे प्रदेश के 8वें महाधिवक्ता हैं।
