छत्तीसगढ़ रजत जयंती महोत्सव; मत्स्य पालन बना ग्रामीण समृद्धि की नई पहचान : तकनीक और परिश्रम से तरक्की की लहर
बिलासपुर, 17 अक्टूबर 2025/छत्तीसगढ़ राज्य के रजत जयंती महोत्सव 2025 का यह विशेष वर्ष, प्रदेश के समग्र विकास की गौरवशाली गाथा को रेखांकित करता है। इन 25 वर्षों में प्रदेश के सभी विभागों ने जनकल्याण और सामाजिक उत्थान की दिशा में महत्वपूर्ण उपलब्धियाँ दर्ज की हैं। इनमें बिलासपुर जिला का मत्स्य पालन विभाग एक ऐसी मिसाल बनकर उभरा है, जिसने जल संसाधनों के माध्यम से गांव-गांव में आजीविका, आत्मनिर्भरता और आर्थिक स्थिरता की मजबूत नींव रखी।
वर्ष 2000 में जब छत्तीसगढ़ राज्य का गठन हुआ, उस समय बिलासपुर जिले में मछली पालन मुख्यतः पारंपरिक विधियों तक सीमित था। ग्रामीण क्षेत्रों में मत्स्य पालन एक सहायक आजीविका के रूप में देखा जाता था। केवल 3 हजार 333 तालाब मछली पालन के लिए पट्टे पर दिए गए थे और मत्स्य उत्पादन 21 हजार 120 मीट्रिक टन था। विगत 25 वर्षों में मत्स्य पालन विभाग, बिलासपुर ने योजनाबद्ध प्रयासों और नवाचारों के माध्यम से इस क्षेत्र को नई दिशा दी है। आज जिले में 4 हजार 946 तालाब मछली पालन के लिए उपयोग में हैं। पट्टे पर जल क्षेत्र की सीमा 5 हजार 679 हेक्टेयर से बढ़कर 10 हजार 960 हेक्टेयर तक पहुँच गई है। ग्रामीण तालाबों की संख्या 227 से बढ़कर 4 हजार 884 हो चुकी है।
इस विस्तार का सबसे बड़ा प्रभाव मत्स्य उत्पादन पर पड़ा है कृ जो अब 48 हजार 488 मीट्रिक टन तक पहुँच गया है। यह केवल आँकड़ों की प्रगति नहीं है, बल्कि यह उन हजारों मछुआ परिवारों की समृद्धि का सूचक है, जिनके जीवन में इन योजनाओं ने स्थायित्व और सम्मान जोड़ा। जिले में मत्स्य पालन को वैज्ञानिक एवं व्यावसायिक दृष्टिकोण से विकसित करने हेतु कई नवीन विधियों को अपनाया गया है। इसमें प्रमुख हैं- प्लेकटान ग्रोवर तकनीक-810 इकाइयाँ, झींगा पालन इकाइयाँ-517, केज कल्चर यूनिट्स-436, बायोफ्लॉक एवं पॉन्ड लाइनर पद्धति-जिनसे उत्पादन की गुणवत्ता और मात्रा दोनों में सुधार हुआ। इन आधुनिक पद्धतियों ने विशेष रूप से छोटे कृषकों और युवाओं को आकर्षित किया है, जो अब मत्स्य पालन को एक लाभकारी उद्यम के रूप में देख रहे हैं।
मत्स्य पालन विभाग ने यह सुनिश्चित किया कि योजनाओं का लाभ हर मछुआरे तक पहुँचे। आज जिले में 8 हजार 980 से अधिक हितग्राही बीमा सुरक्षा और बचत सह राहत योजना जैसी योजनाओं से लाभान्वित हो चुके हैं। साथ ही किसान क्रेडिट कार्ड योजना के माध्यम से वित्तीय सहायता की पहुँच को भी सुलभ बनाया गया है।
हाईटेक फिश मार्केट-एक आधुनिक उपलब्धि
वर्ष 2016 में तोरवा क्षेत्र में राष्ट्रीय मत्स्यकी विकास बोर्ड की सहायता से 1 करोड़ रूपए की लागत से छत्तीसगढ़ का पहला हाइटेक फिश मार्केट विकसित किया गया। इसमें 15 थोक दुकानें, 27 फुटकर दुकानें, आइस प्लांट और सजीव मछली विक्रय जैसी आधुनिक सुविधाएँ उपलब्ध हैं। यह बाजार न केवल व्यवसायिक केंद्र बना, बल्कि मछली विक्रेताओं को सम्मानजनक मंच भी प्रदान करता है।
परंपरागत जल स्रोतों के साथ-साथ नदी आधारित मत्स्य पालन को भी सक्रिय रूप से बढ़ावा दिया गया है। शिवनाथ नदी के ग्राम जोंधरा स्थित एनीकट में 300 हेक्टेयर जल क्षेत्र को मछुआ सहकारी समिति को 10 वर्षों के लिए पट्टे पर आबंटित किया गया है, जिससे संगठित मत्स्य उत्पादन को गति मिली है।
व्यक्तिगत सफलता की प्रेरक मिसाल –
विकासखंड कोटा के ग्राम भैसाझार निवासी इग्नियश मिंज ने यह सिद्ध कर दिखाया है कि तकनीक और मेहनत का समन्वय कैसे बड़े परिणाम ला सकता है। उन्होंने फगेशियस मत्स्य पालन में प्रति वर्ष 55 मीट्रिक टन उत्पादन प्राप्त किया है। उन्हें प्रधानमंत्री मत्स्य संपदा योजना के अंतर्गत मछली परिवहन वाहन भी प्रदान किया गया, जिसका वितरण उप मुख्यमंत्री अरुण साव द्वारा किया गया।
जिले ने मछली पालन के क्षेत्र में अपनी सशक्त उपस्थिति दर्ज कराते हुए छत्तीसगढ़ राज्य का अग्रणी जिला होने का गौरव प्राप्त किया है। यह केवल योजनाओं का क्रियान्वयन नहीं, बल्कि नीतियों को जमीन पर उतारने की जीवंत मिसाल है।
