अफसोस कि बात है कि भारत के पड़ोसी देश श्री लंका 127, नेपाल 112 वें पर , प्रदर्शन में भारत से बेहतर स्थान
बिलासपुर- छत्तीसगढ़ । आज वर्ल्ड प्रेस की आजादी का दिवस है । दुर्भाग्य की बात है लेकिन इस विषय नहीं इलेक्ट्रॉनिक मीडिया और न ही प्रिंट मीडिया ने नहीं डिबेट चलाई और नहीं उसकी स्वतंत्रता पर अपनी राय रखी। आज लगभग सभी इलेक्ट्रॉनिक व प्रिंट मीडिया किसी ने किसी घराने या राजनीति पार्टी से अनुबंध पर संचालित हो रही है ।
रिपोर्टर्स विदाउट बॉर्डर्स द्वारा प्रकाशित वर्ल्ड प्रेस फ्रीडम इंडेक्स 2020 और द टेलीग्राफ में प्रकाशित लेख ऑन ऑल कोर्स द प्रेस फ्रीडम के सम्मिलित सारांश पर आधारित है । शुरुआत करते हैं प्रेस की आजादी लोकतांत्रिक मूल्यों का सवाल दरअसल पिछले कई सालों से भारत को रैंकिंग में नुकसान हो रहा है 180 देशों और क्षेत्रों के सूचकांक में भारत को 142 वां स्थान हासिल हुआ है । जबकि 2019 में भारत 140 में था । भारत की रैंकिंग में गिरावट का सिलसिला थमने का नाम नहीं ले रहा दूसरे शब्दों में कहें तो लोकतंत्र का चौथा स्तंभ लगातार कमजोर होता दिख रहा है । ऐसे में सबसे बड़ा सवाल है कि दुनिया के सबसे बड़े लोकतांत्रिक देश में मीडिया का लगातार कमजोर होने से हमारा लोकतंत्र सफल कैसे हो सकेगा,,,?
लोकतंत्र में मीडिया की समाज के प्रति भी अपनी जिम्मेदारियां हैं । ऐसे में उसके कमजोर होने से सामाजिक प्रगति की प्रक्रिया भी बाधित होगी । ये समझना भी जरूरी है कि मीडिया को कमजोर करने वाली ताकतें इसके जिम्मेदार है । शुरुआत करते हैं प्रेस की आजादी लोकतांत्रिक मूल्यों का सवाल हाल ही में स्थित गैर सरकारी संस्था रिपोर्टर्स विदाउट बॉर्डर्स सूचकांक जारी किया है ।दुनिया भर में प्रेस की आजादी पर नजर रखने वाली संस्था ने भारत में प्रेस की आजादी पर चिंता जाहिर की है । दूसरे शब्दों में कहें तो लोकतंत्र का चौथा स्तंभ लगातार कमजोर होता दिख रहा है ऐसे में सबसे बड़ा सवाल है कि दुनिया के सबसे बड़े लोकतांत्रिक देश में मीडिया का लगातार कमजोर होना कितना दुर्भाग्य है ,सवाल है कि लोकतांत्रिक व्यवस्था में अगर मीडिया अपने दायित्वों का निर्वहन नहीं कर पाएगा तो हमारा लोकतंत्र सफल कैसे हो सकेगा बल्कि समाज के कमजोर होने से सामाजिक प्रक्रिया भी बाधित होगी या समझना भी जरूरी है कि मीडिया को कमजोर करने वाली ताकतें हैं कहीं ऐसा तो नहीं कि मीडिया के लिए खुद मीडिया ही जिम्मेदार है।
वजह चाहे जो भी हो लेकिन इसमें कोई दो राय नहीं कि मीडिया के कमजोर होने से रहा है और यह एक लोकतांत्रिक के लिए शुभ संकेत नहीं है । सवाल है कि क्या देश में संवैधानिक नैतिकता कमजोर हो गई हैं या फिर प्रजातांत्रिक मूल्यों का अभाव है कुछ ऐसे ही बात करते हैं सबसे पहले रिपोर्ट की मुख्य बातों पर एक नजर डालते हैं आजादी का दस्तावेज़ जारी कर रही है अभिव्यक्ति की आजादी का पता लगाना और मीडिया को सचेत करना है आजादी को बताने के लिए कई मापदंडों पर परखा जाता है यह सूचकांक मीडिया की आजादी मीडिया के लिए वातावरण और स्वयं कानूनी ढांचे और पारदर्शिता के साथ समाचार और सूचना के लिए मौजूद बुनियादी ढांचे की गुणवत्ता के आकलन के आधार पर तैयार किया जाता है ।
