फ्री कोरोना वैक्सीन वादे पर चुनाव आयोग का क्लीन चिट

नई दिल्ली — बिहार में विधानसभा चुनाव को लेकर सभी प्रमुख सियासी दलों ने अपने-अपने घोषणापत्र में कई वादे किये हैं। सत्ताधारी भाजपा ने बड़ा दांव चलते हुये बिहारवासियों को फ्री कोरोना वैक्सीन का वादा किया है। जिसको लेकर सियासी घमासान तेज हो गया। मामले ने तूल पकड़ा और इसकी शिकायत चुनाव आयोग से भी की गई। हालांकि, अब चुनाव आयोग ने इस मामले में स्पष्ट कर दिया है कि बिहार के लोगों को मुफ्त कोरोना वैक्सीन देने भाजपा का वादा चुनाव आचार संहिता का उल्लंघन नहीं है। चुनाव आयोग ने इस बात की जानकारी आरटीआई कार्यकर्ता साकेत गोखले की ओर से दी शिकायत के जवाब में दिया है। साकेत गोखले ने आरोप लगाया था कि इस तरह की घोषणा केंद्र सरकार की शक्तियों का दुरुपयोग है और मतदाताओं को गुमराह करने का प्रयास किया गया है। ये वादा ऐसे समय में किया गया है जिस समय वैक्सीन नीति तक तय नहीं की गई है। विपक्षी दलों ने भाजपा पर चुनाव आचार संहिता के उल्‍लंघन का आरोप लगाया था। हालांकि भाजपा नेता लगातार कह रहे थे पार्टी के वादे से कहीं भी आचार संहिता का उल्‍लंघन नहीं हुआ है। अब चुनाव आयोग ने भी इस पर मुहर लगा दी है।

साकेत गोखले की शिकायत का जवाब देते हुये चुनाव आयोग ने आदर्श आचार संहिता के तीन प्रावधानों का उल्‍लेख किया है। जिसके मुताबिक घोषणा पत्र में संविधान के प्रतिकूल कोई बात नहीं होनी चाहिये। ऐसे किसी वादे से बचना चाहिये जो चुनाव प्रक्रिया की पवित्रता का उल्‍लंघन करता हो या मतदाताओं पर कोई अवांक्षित प्रभाव डालता हो। मतदाताओं का विश्‍वास जीतने के लिये वही वादे किये जाने चाहिये जिन्‍हें पूरा किया जा सकता हो। आयोग ने कहा कि अलग-अलग चुनाव में राजनीतिक पाटियांँ अपना घोषणापत्र जारी करती हैं। चुनाव आयोग ने कहा कि इस मामले में इनमें से किसी प्रावधान का उल्‍लंंघन नहीं हुआ है। कल्‍याणकारी योजनाओं को आचार संहिता से बाहर रखे जाने की पहले भी मिसाल रही है। वर्ष 2019 में लोकसभा चुनाव के दौरान कांग्रेस की NYAY योजना के वादे पर चुनाव आयोग ने यही रुख अपनाया था। तब कांग्रेस के विरोधियों ने चुनाव आयोग से शिकायत की थी NYAY योजना कांग्रेस ने 25 करोड़ लोगों के लिये हर महीने न्यूनतम 6,000 रुपये या प्रति वर्ष 72,000 रुपये आय का वादा किया था।
गौरतलब है कि अभी बिहार के लिये भाजपा ने अपने विजन डाक्यूमेंट में 11 संकल्प किये हैं। इनमें सबसे पहला है कि अगर सत्ता में आये तो कोरोना वैक्सीन का मुफ्त टीकाकरण किया जायेगा।
