बिजली उपभोक्ताओं को राहत: लेट पेमेंट सरचार्ज की नई व्यवस्था लागू, अब पूरी अवधि का नहीं देना होगा अतिरिक्त शुल्क
रायपुर, 29जून 2026/ छत्तीसगढ़ स्टेट पावर कंपनी ने इस संबंध में तथ्यात्मक स्पष्टीकरण जारी करते हुए कहा है कि राज्य विद्युत नियामक आयोग (सीएसईआरसी) द्वारा लागू की गई नई व्यवस्था वास्तव में उपभोक्ताओं को अतिरिक्त आर्थिक बोझ से राहत देने के लिए तैयार की गई है। छत्तीसगढ़ के बिजली उपभोक्ताओं के लिए लेट पेमेंट सरचार्ज (विलंब अधिभार) को लेकर सोशल मीडिया और कुछ समाचार माध्यमों में चल रही दोहरा झटका या रोज़ाना ब्याज जैसी खबरें पूरी तरह भ्रामक और गलत हैं।
क्या थी पुरानी व्यवस्था और क्यों था नुकसान? पावर कंपनी के आधिकारिक सूत्रों के अनुसार, पुरानी व्यवस्था में यदि कोई उपभोक्ता नियत तिथि के बाद महज एक या दो दिन की देरी से भी बिजली बिल का भुगतान करता था, तो उससे पूरे महीने का 1.5 प्रतिशत सरचार्ज वसूल लिया जाता था। यह व्यवस्था उपभोक्ताओं के लिए नुकसानदेह थी।
नई व्यवस्था से ऐसे होगा उपभोक्ताओं का फायदा – संशोधित नियमों के बाद अब लेट फीस की गणना पूरी तरह पारदर्शी और उपभोक्ता-हितैषी कर दी गई है। अब विलंब अधिभार 0.04 प्रतिशत प्रतिदिन की दर से लिया जाएगा। इसका मतलब है कि उपभोक्ता जितने दिन बिल पटाने में देरी करेगा, उसे केवल उतने ही दिनों का शुल्क देना होगा।
एक दिन की देरी पर मामूली शुल्क – यदि किसी कारणवश उपभेक्ता बिल के भुगतान में केवल एक दिन का विलंब होता है, तो अब पूरे महीने का सरचार्ज नहीं, बल्कि मात्र 0.04 प्रतिशत अधिभार ही देय होगा।
महीने भर की देरी पर भी कम ब्याज – यदि कोई उपभोक्ता पूरे 30 दिन का भी विलंब करता है, तब भी कुल अधिभार केवल 1.2 प्रतिशत (0.04 प्रतिशत × 30 दिन) ही बनेगा, जो कि पुरानी व्यवस्था के 1.5 प्रतिशत से काफी कम है।
भ्रामक खबरों से दूर रहने की अपील
पावर कंपनी ने साफ किया है कि नई व्यवस्था में – अधिभार की दरें कम हुई हैं, बढ़ी नहीं हैं। इसे रोजाना ब्याज लगने या झटके के रूप में पेश करना तथ्यात्मक रूप से गलत है। कंपनी ने सभी समाचार माध्यमों और आमजन से अनुरोध किया है कि वे इस सही और स्पष्ट जानकारी को ही साझा करें ताकि उपभोक्ताओं के बीच फैला अनावश्यक भ्रम दूर हो सके।
