रामकृष्ण केयर ने गरीब मरीज से दबावपूर्वक रकम वसूली, बाकी भुगतान न कर पाने पर डिस्चार्ज से इंकार
खूबचंद बघेल योजना का लाभ भी नहीं दिया
रायपुर- यह एक ऐसा मामला है जिसमें प्रदेश के सबसे बड़े निजी अस्पताल रामकृष्ण केयर प्रबंधन ने मरीज को सरकारी योजना का लाभ देने से न सिर्फ मना कर दिया, बल्कि राशि अदा नहीं करने पर मरीज को छुट्टी देने से इंकार कर दिया है। अस्पताल प्रबंधन के खिलाफ इस तरह की शिकायतें पहले भी आई है। इस पर सरकार ने सख्त रूख अपनाया है और अस्पताल प्रबंधन को जवाब तलब किया है। सरकार ने आयुष्मान भारत योजना को डॉ. खूबचंद बघेल स्वास्थ्य सहायता योजना में समाहित किया है। इस योजना के जरिए मरीजों को गंभीर बीमारियों के लिए 20 लाख तक की उपचार की सुविधा मुहैय्या कराई गई है। इस योजना में हर वर्ग के लोगों को शामिल किया गया है। प्रदेश के ज्यादातर अस्पतालों ने भी इस योजना के जरिए उपचार के लिए सहमति दी है। मगर प्रदेश के बड़े अस्पताल रामकृष्ण केयर प्रबंधन ने न सिर्फ मरीज को योजना का लाभ देने मना कर दिया, बल्कि दबावपूर्वक राशि भी वसूल लिए।
अस्पताल का प्रबंधन अमरीकी कंपनी टीपीजी और डॉ. संदीप दवे के हाथों में हैं। बताया गया कि बलरामपुर जिले के रामानुजगंज रहवासी अरविन्द कुमार पाण्डेय को कुछ दिन पहले रामकृष्ण केयर अस्पताल में दाखिल कराया गया। अरविन्द कुमार बीपीएल कार्डधारी है और उनके परिजनों ने गरीबी रेखा का कार्ड और अन्य सभी दस्तावेज अस्पताल प्रबंधन को उपलब्ध करा दिए। इसके बाद भी अस्पताल प्रबंधन ने मरीज को खूबचंद बघेल स्वास्थ्य सहायता योजना का लाभ देने से मना कर दिया। साथ ही मरीज से 1 लाख 5 हजार रूपए दबावपूर्वक वसूल लिए। यही नहीं, 27 अप्रैल को उपचार कर रहे चिकित्सक ने मरीज को डिस्चार्ज कराने की सलाह दी। किन्तु बिलिंग साखा द्वारा बकाया राशि 1 लाख 70 हजार रूपए भुगतान नहीं करने के कारण मरीज को अस्पताल प्रबंधन द्वारा छुट्टी नहीं करने की शिकायत की गई है। इस आशय की शिकायत के बाद स्वास्थ्य संचानालय हरकत में आया है और अस्पताल प्रबंधन को नोटिस जारी किया है। नोटिस में इस बात का भी जिक्र किया गया है कि पहले भी योजना से संबंधित मरीजों से अस्पताल प्रबंधन द्वारा दबावपूर्वक नगद राशि वसूल की गई है। योजना का लाभ नहीं दिए जाने की मौखिक शिकायत प्राप्त हुई है।
रायगढ़ जिले के बरमकेला के गांव देवगांव रहवासी शिवम साव को भी योजना का लाभ नहीं दिया गया। जबकि वह बीपीएल कार्डधारी था। उप संचालक, स्वास्थ्य संचानालय ने रामकृष्ण अस्पताल प्रबंधन से मरीज अनिल पाण्डे के इलाज से जुड़ी प्रक्रिया और भुगतान आदि की तमाम जानकारी सहित उपस्थित होने के निर्देश दिए हैं। इस पूरे मामले की जांच के बाद आगे की कार्रवाई की जाएगी।
