नई दिल्ली – श्रीलंका में जारी आर्थिक संकट के बीच पदभार ग्रहण करने के बाद पहली बार अपने दो दिवसीय भारत यात्रा के दूसरे दिन श्रीलंका के राष्ट्रपति रानिल विक्रमसिंघे ने आज पीएम मोदी से मुलाकात की। इस दौरान राष्ट्रीय राजधानी के हैदराबाद हाउस में दोनों नेताओं के बीच द्विपक्षीय बैठक हुई। बैठक के दौरान रणनीतिक रूप से महत्वपूर्ण ऊर्जा , बिजली और बंदरगाह परियोजनाओं जैसे अहम मुद्दों पर चर्चा की गई। प्रधानमंत्री नरेंद्र मोदी और श्रीलंका के राष्ट्रपति रानिल विक्रम सिंघे ने आज नये बांग्लादेशी क्षेत्रीय और अंतर्राष्ट्रीय समुदाय पर चर्चा की। वहीं प्रधानमंत्री नरेंद्र मोदी और रानिल विक्रमसिंघे ने समझौता ज्ञापनों का आदान-प्रदान किया। इस दौरान दोनों नेताओं की मौजूदगी में दोनों देशों के बीच विभिन्न समझौतों पर हस्ताक्षर हुये। इनमें श्रीलंका में यूपीआई की स्वीकार करने के लिये नेटवर्क-टू-नेटवर्क समझौता भी शामिल है। जिन मुद्दों पर चर्चा हुई उनके बारे में प्रधानमंत्री नरेंद्र मोदी ने कहा कि आज हमने मछुआरों की आजीविका से जुड़े मुद्दों पर चर्चा की। हम इस बात पर सहमत हैं कि हमें इस मामले पर मानवीय दृष्टिकोण के साथ आगे बढ़ना चाहिये। हमने श्रीलंका में पुनर्निर्माण और सुलह के बारे में भी बात की। राष्ट्रपति विक्रमसिंघे ने मुझे अपने समावेशी दृष्टिकोण के बारे में बताया। हमें उम्मीद है कि श्रीलंका सरकार तमिलों की आकांक्षाओं को पूरा करेगी और समानता , न्याय और शांति की प्रक्रिया को आगे बढ़ायेगी।

दोनो देशों के बीच महत्वपूर्ण समसामयिक समझौता – पीएम मोदी

मुलाकात के बाद संयुक्त प्रेस कॉन्फ्रेंस को संबोधित करते हुये पीएम मोदी ने कहा कि मैं राष्ट्रपति रानिल विक्रमसिंघे और उनके प्रतिनिधिमंडल का भारत में स्वागत करता हूं। आज राष्ट्रपति रानिल विक्रमसिंघे ने अपने कार्यकाल का एक वर्ष पूरा किया है , इस पर मैं उन्हें शुभकामनायें देता हूं। पीएम मोदी ने कहा कि पिछला एक वर्ष श्रीलंका के लोगों के लिये चुनौतियों से भरा रहा है। एक करीबी मित्र होने के नाते हमेशा की तरह हम इस संकट के काल में भी श्रीलंका के लोगों के साथ खड़े रहे और जिस साहस के साथ उन्होंने इस चुनौतियों का सामना किया मैं इसके लिये उनका अभिनंदन करता हूं। पीएम मोदी आगे कहा, हमारा मानना है कि भारत-श्रीलंका के सुरक्षा और विकास हित एक दूसरे से जुड़े हैं और इसलिये ये आवश्यक है कि हम एक दूसरे की सुरक्षा और संवेदनाओं को ध्यान में रखते हुये साथ मिलकर काम करें। दोनों नेताओं की मुलाकात के दौरान विजन डॉक्यूमेंट को अपनाया गया। पीएम मोदी ने कहा यह विजन दोनों देशों के लोगों के बीच समुद्री , वायु , ऊर्जा और लोगों से लोगों के बीच संपर्क को मजबूत करना और पर्यटन , बिजली , व्यापार , उच्च शिक्षा और कौशल विकास में आपसी सहयोग को तेज करना है। यह श्रीलंका के प्रति भारत की दीर्घकालिक प्रतिबद्धता का दृष्टिकोण भी बनाता है। वहीं दोनों देशों के रिश्तों पर बात करते हुये पीएम मोदी ने कहा – हमारे संबंध प्राचीन और व्यापक हैं। श्रीलंका और भारत के बीच हवाई कनेक्टिविटी बढ़ाई जायेगी , पैसेंजर फेरी सर्विस शुरु होंगी और इलेक्ट्रिसिटी ग्रिड पर भी काम होगा। मोदी ने कहा- हमें उम्मीद है कि श्रीलंका की सरकार तमिलों की आकांक्षाओं को पूरा करके समानता , न्याय और शांति के प्रोसेस को आगे बढ़ायेगी।

भारत की मजबूती से क्षेत्रीय हितों की रक्षा – रानिल विक्रमसिंघे

प्रेस कॉन्फ्रेंस में श्रीलंकाई राष्ट्रपति रनिल विक्रमसिंघे ने कहा पदभार ग्रहण करने के बाद यह मेरी भारत की पहली यात्रा है। पीएम मोदी के नेतृत्व में भारत लगातार विकास कर रहा है। आर्थिक बुनियादी ढांचे और तकनीक के क्षेत्र में भारत ने नई बुलंदियों को छुआ है , मैं इसके लिये उन्हें शुभकामनायें देता हूं। हमारा मानना ​​है कि भारत की वृद्धि पड़ोस और हिंद महासागर क्षेत्र के लिये फायदेमंद होगी। भारत के दक्षिणी हिस्से से श्रीलंका तक मल्टी-प्रोजेक्ट पेट्रोलियम पाइपलाइन बनने से श्रीलंका में एनर्जी रिसोर्स की सप्लाई बेहतर होगी। पिछले एक साल में श्रीलंका ने कई आर्थिक , समाजिक और राजनीतिक चुनौतियों का सामना किया। मैंने इनसे निपटने के लिये कई मोर्चों पर अलग-अलग रिफॉर्म्स इंट्रोड्यूस किये। मैंने प्रधानमंत्री मोदी को श्रीलंका के सामने आने वाली चुनौतियों और हमारे द्वारा किये गये सुधारों से भी अवगत कराया है। मैंने उन्हें अर्थव्यवस्था में सुधार लाने की अपनी प्रतिबद्धता से भी अवगत कराया , जिससे सभी वर्गों को लाभ होगा। हमें अपनी अर्थव्यवस्था को विकास पथ पर ले जाने की जरूरत है। मैंने प्रधानमंत्री मोदी और भारत के लोगों को हमारे आधुनिक इतिहास में सबसे चुनौतीपूर्ण अवधि में श्रीलंका को प्रदान की गई एकजुटता और समर्थन के लिये गहरी सराहना व्यक्त की है। इससे पहले श्रीलंका के राष्ट्रपति ने राष्ट्रीय सुरक्षा सलाहकार अजीत डोभाल और बिजनेसमैन गौतम अडाणी से मुलाकात की थी। इस दौरान दोनों के बीच कोलंबो पोर्ट को लेकर चर्चा हुई। वहीं अपने भारत यात्रा के अंतिम चरण में श्रीलंकाई राष्ट्रपति ने भारत के महामहिम राष्ट्रपति द्रौपदी मुर्मू से मुलाकात की और स्वदेश लौट गये। बताते चलें पिछले साल श्रीलंका में सिविल वॉर जैसे हालात बन गये थे और जनता ने राजपक्षे की सरकार को विद्रोह कर उखाड़ फेंका था। इसके बाद रानिल विक्रमसिंघे ने देश की कमान सम्हाली थी। दरअसल , रानिल सिर्फ गोटबाया राजपक्षे का बचा हुआ कार्यकाल पूरा करने तक ही राष्ट्रपति रहेंगे , उनका यह कार्यकाल सितंबर 2024 तक ही रहेगा।
