बिलासपुर । अखिल भारतीय ग्रामीण डाक सेवक संघ की राष्ट्रीय कार्यकारिणी की बैठक बिलासपुर में आयोजित किया गया जिसमें पूरे देश से डाक विभाग के कर्मचारी और अधिकारी बिलासपुर पहुचे है । उक्त अवसर पर नगर विधायक शैलेश पांडेय पहुंचकर उनकी मांगों को समर्थन करते हुए बैठक में शामिल हुए । केंद्र सरकार की ग़लत नीतियों के कारण डाक विभाग के कर्मचारी दुखी है। उन्होंने अपनी विभिन्न माँगे रखी और अपनी बातें रखी। इस अवसर में सभी सम्मानीय पदाधिकारी और कार्यकारिणी के सदस्य उपस्तिथ थे। विधायक शैलेश पांडे को ज्ञापन देते हुए प्रमुख ज्वलंत मुद्दे को प्रस्तुत किए जो निम्नानुसार है।
ज्वलंत मुद्दे जो जीडीएस के मन को आंदोलित कर रहे हैं, उसे तत्काल निपटाने की आवश्यकता है:
जीडीएस पर सिविल सेवकों की स्थिति प्रदान करना:- भरत के माननीय सर्वोच्च न्यायालय ने राजम्मा के मामले में स्पष्ट रूप से फैसला सुनाया था कि जीडीएस (तत्कालीन ईडीए) सिविल के धारक हैं। सर्वोच्च न्यायालय द्वारा निर्धारित एकमात्र योग्यता यह थी कि जीडीएस नियमित सिविल सेवकों से अलग होगा। अन्यथा एक सिविल सेवकं की सभी सुविधाए । जीडीएस को प्रदान किया जाएगा- पाठ्यक्रम के ग्रहणाधिकार और वरिष्ठता सूची को अलग से बनाए रखा जाएगा।
हालांकि, विभाग ने भारत के संविधान के अनुच्छेद 311 (2) के तहत सर्वोच्च न्यायालय के आदेशों को संरक्षण तक सीमित कर दिया है। ऐसी सीमा एपेक्स द्वारा निर्धारित की गई है। यह उच्च समय है कि सर्वोच्च न्यायालय के निर्णय को पूरे जोरों पर लागू किया जाए और जीडीएस को सिविल सेवक का पूर्ण दर्जा प्रदान किया जाए।
2.डाक सेवाओं का निजीकरण- बंद करना- प्रशासन द्वारा उठाए गए कई कदम जैसे, लाइसेंस प्राप्त एजेंसी प्रणाली, नागरिकों के अनुकूल सेवओं के नाम पर एक हानिकारक प्रक्रिया की शुरूआत और एसबी का आईपीपीबी में स्थानांतरण कुछ ऐसे कदम हैं जो डाक कर्मचारियों विशेषकर जीडीएस के मन में गंभीर आशंका पैदा हो गई है। कर्मचारी विशेष रूप से जीडीएस यह महसूस करने को मजबूर हैं कि विभाग निजीकरण/ निगमीकरण की और बढ़ रहा है। हमें यह उल्लेख करने की आवश्यकता नहीं है कि कोई अन्य विभाग डाक सेवाओं के समान नागरिक अनुकूल नहीं है। नगरिक हितैषी सेवा के नाम पर एक और सेवा शुरू करना अच्छी बात नहीं है। और समझ से परे है।
हमारा दृढ़ मत है कि निजीकरण / निगमीकरण के सभी कदमों को शुरूआत में ही समाप्त कर दिया जाना चाहिए।
- समयबद्ध तीन वित्तीय उन्नयन का तत्काल अनुदान :- श्री कमलेश चंद्र समिति की अध्यक्षता में जीडीएस समिति ने स्पष्ट रूप से सिफारिश की है। कि जीडीएस को 12,24,36 वर्ष की सेवा पूरी होने पर तीन वित्तीय उन्नयन दिया जाना चाहिए, इसके माध्यम से नहीं चाहिए था यह अन्य सिफारिशों के अलावा ठोस औचित्य है क्योंकि जीडीएस के पास पदोन्नति का कोई रास्ता नहीं है। ग्रुप ए तक की अन्य सभी सिविल सेवाओं में पदोन्नति वेतनमान के साथ वित्तीय उन्नयन है। हमारा दृढ़ मत है कि इस मांग को तुरंत पूरा किया जाना चाहिए ।
