बिलासपुर । तखतपुर परिक्षेत्र में सिंगरौल कुर्मी समाज छत्तीसगढ़ कुर्मी समाज की उपजाति है, जहां आज भी अपने ही कुर्मी समाज की उपजाति से विवाह करने पर उसे अपराध की श्रेणी में माना जाता है ।जिसमे शादी करने या दुख सुख ने शामिल होने पर 5 हजार से 50हजार तक जुर्माना देना होता है । जुर्माना नहीं देने पर जीवन पर्यंत समाज से बहिष्कृत कर दिया जाता है।
इसी कड़ी में पीड़ित परिवार ने जनवरी दे जनवरी में शादी कार्यक्रम में शामिल हुए थे समाज के मुखिया / ठेकेदार बिरझेराम सिंगरौल एवम पदाधिकारी कृष्णा सिंगरौल, बलीराम सिंगरौल, चेतन सिंगरौल, चैतराम सिंगरौल, प्रेमलाल सिंगरौल के विरूद्ध उचित व सख्त कानूनी कार्यवाही करने की मांग प्रताड़ित परिवार ने की है।
जिला मुख्यालय के सभी प्रमुख प्रशासनिक अधिकारियों को पीड़ित परिवार ने लिखित ज्ञापन प्रेषित किया । जो विषयांतर्गत निम्नानुसार है सिंगरौल कर्मि समाज के पदाधिकारीगण के द्वारा हमें सामाजिक बहिष्कार करते हुए मानसिक प्रताड़ना एवं सामाजिक रूप से जलील किया जा रहा है। उनके द्वारा लगातार अपमानित करते हुए हमें सामाजिक कार्यक्रम में शामिल होने पर प्रतिबंध लगाकर हमारे परिवार को लगातार प्रताड़ित करते हुए पांच हजार रूपए का सामाजिक दण्ड स्वरूप जुर्माना राशि जमा करने का दबाव बनाया जा रहा है तथा समाज में नहीं मिलोगे तो हमारे परिवार को चैन से गांव में नहीं रहने की धमकी दिया जा रही है। उपरोक्त सामाजिक पदाधिकारियों से जब भी गांव के रास्ते में मुलाकात होता है हमें सामाजिक दबाव, मानसिक व सार्वजनिक प्रताड़ित किया जाता है। कई बार बातचीत के दौरान मारपीट की स्थिति निर्मित हो जाती है। इस प्रकार की स्थिति में हम व हमारे परिवार हमेशा किसी अप्रिय घटना होने के डर से भयभीत रहते हैं, जिससे हमें जान-माल का खतरा है। प्रकरण का प्रमुख तथ्य निम्नानुसार आपके समक्ष साक्ष्य सहित प्रस्तुत करते हुए निवेदन कर रहे है
- यह कि ग्राम मोछ निवासी जनकराम सिंगरौल पिता स्व. गोकुल प्रसाद सिंगरौल के सपुत्र चि. संजू सिंगरौल का विवाह दिनाँक 23 जनवरी 2022 कुर्मी समाज के चंद्राकर उपफिरका अंतर्गत दुर्ग में संपन्न हुआ। उक्त शादी में निमंत्रण मिलने पर सिंगरौल समाज से आवेदक द्वय के अलावा श्री में मनीराम सिंगरौल शादी में शामिल हुए थे, जिसके कारण सिंगरौल समाज के पदाधिकारीगण सर्वश्री विरझेराम सिंगरौल, कृष्णा सिंगरौल, बलीराम सिंगरौल, चेतन सिंगरौल, चैतराम सिंगरौल, प्रेमलाल सिंगरौल के द्वारा दिनांक 24 फरवरी 2022 के सिंगरोल कर्मि समाज की बैठक आहूत कर सामाजिक नियम के विरूद्ध कार्य करने का हवाला देते हुए हमें पांच-पांच हजार रूपए का सामाजिक दण्ड स्वरूप जुर्माना देने का निर्णय सुनाया गया तथा उक्त राशि नहीं देने पर सामाजिक बहिष्कार करने की चेतावनी दी गई।
- यह कि समाज के पुनः बैठक में उक्त पर हमारे द्वारा कोई अपराध नहीं किया गया है करके अपने पक्ष में तमाम स्पष्टीकरण व दलील प्रस्तुत करते हुए उपरोक्त निर्णय एवं सामाजिक दण्ड/ जुर्माना राशि को जमा नहीं करने में असमर्थता व्यक्त करते हुए जुर्माना नहीं करने का निवेदन व आवेदन किया गया तथा हमारे निवेदन को नजरअंदाज करते हुए जुर्माना राशि नहीं जमा करने पर समाज के उक्त पदाधिकारियों द्वारा हमको समाज से बहिष्कृत करते हुए समाज के किसी भी कार्यक्रम में शामिल होने से सामाजिक प्रतिबंध लगाया गया।
- यह कि उक्त समाज से बहिष्कृत होने के कारण तथा किसी भी कार्यक्रम में शामिल होने की सामाजिक प्रतिबंध के फलस्वरूप दिनॉक 8 से 10 अप्रैल 2022 को आवेदक रामप्रसाद सिंगरौल के छोटे भ्राता हरप्रसाद सिंगरौल पिता स्व. जेठूराम सिंगरौल, निवासी तिफरा जिला बिलासपुर के सुपुत्र के वैवाहिक कार्यक्रम में शामिल होने से बंचित किया गया, जो कि एक ज्येष्ठ भाई होनेके कारण पारिवारिक कार्यक्रम में शामिल नहीं करने का सामाजिक दबाव, मानसिक व सार्वजनिक प्रताड़ना दिया गया।
- यह आवेदक रामप्रसाद सिंगरौल की बढ़ी माँ के सुपुत्र मनराखन सिंगरौल पिता स्व. मंगलू सिंगरौल, निवासी ग्राम पचबहरा थाना तखतपुर, जिला बिलासपुर (छत्तीसगढ़) के दिनाँक 25-26 अप्रैल को उनके सुपुत्री के विवाह कार्यक्रम के दौरान शामिल होने पर उनके रिश्तेदार मनराखन सिंगरौल को भी समाज के ग्राम पदाधिकारियों द्वारा सामाजिक रूप से वहिष्कृत व्यक्ति को निमंत्रण देने का हवाला देते हुए उन्हें भी पांच हजार रूपए का सामाजिक दण्ड स्वरूप जुर्माना देने का निर्णय सुनाया गया तथा उक्त राशि नहीं देने पर सामाजिक बहिष्कार किया गया है।
- यह कि आवेदक फागूराम सिंगरौल के परिवारिक रिस्तेदार श्री रेवाराम सिंगरौल की पत्नि स्व. •मनटोरा बाई सिंगरौल के दशगात्र कार्यक्रम में दिनाँक 30 मार्च 2022 को फागूराम सिंगरौल के सुपुत्र बलदेव सिंगरौल को कार्यक्रम से अपमानित करते हुए निकाला गया तथा बोला गया कि जब तक तुम्हारे पिताजी द्वारा पांच हजार रूपए का सामाजिक दण्ड स्वरूप जुर्माना राशि जमा नहीं करेगें तब तक सामाजिक रूप बहिष्कार जारी रहेगा।
- यह कि उक्त समाज से बहिष्कृत होने के कारण तथा किसी भी कार्यक्रम में शामिल होने की सामाजिक प्रतिबंध के फलस्वरूप हमें लगातार सामाजिक रूप से अपमानित किया जा रहा है तथा सभी गांव में हमारे रिस्तेदारों को कोई भी कार्यक्रम में निमंत्रण नहीं देने का दबाव बनाकर निमंत्रण देने की स्थिति में हमारे रिस्तेदारों को भी सामाजिक रूप बहिष्कार किए जाने की धमकी दी जा रही है।
- ज्ञातव्य हो कि चेतन सिंगरौल व चैतराम सिंगरौल पूर्व में स्व. गोकुल प्रसाद सिंगरौल के हत्या में अपराधी थे तथा कई वर्षों से जेल में कैद थे, जो कि वर्तमान में छूट गए है। उनके द्वारा हमें अपने पूर्व हत्या की घटना को स्मरण कराते हुए “तुम लोगों को भी उसी प्रकार मार देंगे और हमारा कुछ नहीं होगा बोला जाता है”। उक्त समस्त घटना की गवाही मनीराम सिंगरौल, प्यारे लाल सिंगरौल तथा अन्य गांववाले भी है
अतः महोदय से सनम्र निवेदन है कि उक्त व्यक्तियों प्रमुख बिरझेराम सिंगरौल, कृष्णा सिंगरौल, बलीराम सिंगरौल, चेतन सिंगरौल, चैतराम सिंगरौल, प्रेमलाल सिंगरौल के विरूद्ध उचित कानूनी कार्यवाही करते हुए हमें और हमारे परिवार को कानूनी सुरक्षा प्रदान करने का कष्ट करें। न्याय न मिलने पर हम सामूहिक आत्महत्या कर लेंगे ।
