सौर परियोजनाओं की स्थापना पर कोरबा सांसद ने पूछे सवाल, नवीकरणीय ऊर्जा मंत्रालय राज्य मंत्री ने लोकसभा में दी जानकारी

कोरबा लोकसभा क्षेत्र की सांसद श्रीमती ज्योत्सना चरणदास महंत के द्वारा संसद सत्र में प्रश्नोत्तर काल के दौरान विभिन्न जनहित के मुद्दों और योजनाओं को प्रमुखता से उठाया जा रहा है। लोकसभा में उन्होंने अतारांकित प्रश्न की कड़ी में सौर परियोजनाओं को लेकर नवीन और नवीकरणीय ऊर्जा मंत्रालय के मंत्री गुरजीत सिंह औजला से विभिन्न बिन्दुओं पर सवाल किए। भारत सरकार द्वारा सौर परियोजनाएं स्थापित करने के लिए निवेशकों को आकर्षित करने हेतु मानदण्डों पर किए जाने वाले विचार और उसके ब्यौरे तथा मानदण्डों को सरल बनाने के लिए उठाए जा रहे कदमों की जानकारी सांसद श्रीमती महंत ने चाही। सांसद के प्रश्नों का जवाब नवीन और नवीकरणीय ऊर्जा तथा विद्युत और कौशल विकास एवं उद्यमिता राज्य मंत्री (स्वतंत्र प्रभार) आरके सिंह ने सवालों के उत्तर में बताया कि दिसंबर 2022 तक 175 गीगावॉट अक्षय ऊर्जा क्षमता संस्थापित करने के लक्ष्य की घोषणा सरकार ने की है। दिसंबर 2022 तक शुरू होने वाली परियोजनाओं के लिए सौर तथा पवन विद्युत की इंटर स्टेट बिक्री से नुकसान और इंटर स्टेट पारेषण प्रणाली (आईएसटीएस) शुल्कों को माफ करना तय किया गया है। स्वचलित रूट के अंतर्गत 100 प्रतिशत तक के विदेशी प्रत्यक्ष निवेश की अनुमति देना भी शामिल हैं। वितरक लाइसेंसी धारी को किफायती व पारदर्शी तरीके से सौर और पवन ऊर्जा की खरीद के लिए मानक बोली दिशा निर्देशों की अधिसूचना भी है। वर्ष 2022 तक अक्षय खरीद बाध्यता (आरपीओ) के लिए ट्रेजेक्टरी की घोषणा, हरित ऊर्जा कॉरिडोर परियोजना का कार्यान्वयन, सौर फोटो बोल्टेक प्रणाली/उपकरण लगाने के लिए मानकों की अधिसूचना, किसानों के लिए नई योजना, सीपीएसयू योजना चरण-2 और सौर रूपटॉप चरण-2 कार्यक्रम शुरू करना भी शामिल हैं। राज्य मंत्री श्री सिंह ने सांसद श्रीमती महंत को यह भी जानकारी दी है कि सौर विद्युत परियोजनाओं में समय-समय पर बोलीकर्ताओं की हिस्सेदारी काफी प्रोत्साहत रही है और कुछ निविदाओं में आबंटित क्षमता से 10 गुना से भी अधिक बोलियां प्राप्त हुई। हालांकि पिछले कुछ महिनों के दौरान कुछ सौर निविदाओं के कम बोलीदाता रहे हैं जिसके कई कारण हो सकते हैं जैसे कि वितरण कंपनियों द्वारा राज्यों को भुगतान में देरी, संबंधित राज्य विद्युत नियामक आयोगों द्वारा शुल्क अपनाने में देरी, आंध्रप्रदेश सरकार द्वारा अनुबंध फिर से शुरू करना आदि शामिल हैं। भुगतान में विलंब के समाधान हेतु सरकार ने विद्युत मंत्रालय के माध्यम से 28 जून 2019 को आदेश कर वितरण लाइसेंसधारियों के लिए अनिवार्य किया है कि वे विद्युत खरीद करार के अंतर्गत भुगतान सुरक्षा प्रणाली के तौर पर पर्याप्त लेटर्स ऑफ क्रेडिट तैयार करें और इन्हें बरकार रखे। साथ ही करार संबंधी प्रावधानों को मजबूत करने के लिए सौर विद्युत उत्पादकों और खरीदारों के बीच करार तथा सौर विद्युत परियोजनाएं स्थापित करने को सुविधाजनक बनाने हेतु सरकार ने नवीन और नवीकरणीय ऊर्जा मंत्रालय की 22 अक्टूबर 2019 की अधिसूचना द्वारा ग्रिड संबद्ध सौर पीवी विद्युत परियोजनाओं से विद्युत की खरीद के लिए टैरिफ आधारित स्पर्धात्मक बोली प्रक्रिया के लिए दिशा निर्देश में कुछ संशोधन भी किए हैं।
