नई दिल्ली — देश में 34 साल बाद आयी नई शिक्षा नीति पर मानव स़ंसाधन विकास मंत्रालय और विश्वविद्यालय अनुदान आयोग द्वारा आयोजित कॉन्फ्रेंस में आज प्रधानमंत्री नरेन्द्र मोदी ने देश भर के विश्वविद्यालयों के कुलपतियों , उच्च शिक्षण संस्थानों के निदेशकों और कालेजों के प्राचार्यों को शुरुआती संबोधन में कहा कि तीन-चार साल के विचार-मंथन के बाद नई शिक्षा नीति को मंजूरी मिली है। ये सिर्फ कोई सर्कुलर नहीं बल्कि एक महायज्ञ है जो नये देश की नींव रखेगा और एक नयी सदी तैयार करेगा। इसे जमीन पर उतारने के लिये जो भी करना होगा वो जल्द किया जायेगा। इसे लागू करने में जो भी मदद चाहिये , मैं आपके साथ हूंँ। शिक्षा नीति में देश के लक्ष्यों का ध्यान रखना जरूरी है ताकि भविष्य के लिये पीढ़ी को तैयार किया जा सके , ये नीति नये भारत की नींव रखेगी। भारत को ताकतवर बनाने और नागरिकों को सशक्त बनाने के लिये अच्छी शिक्षा जरूरी है। आगे जब नर्सरी का बच्चा भी नई तकनीक के बारे में पढ़ेगा तो उसे भविष्य की तैयारी करने में आसानी होगी। कई दशकों से शिक्षा नीति में बदलाव नहीं होने के कारण समाज में भेड़चाल को प्रोत्साहन मिल रहा था , कभी डॉक्टर-इंजीनियर-वकील बनाने की होड़ लगी हुई थी। अब युवा क्रिएटिव विचारों को आगे बढ़ा सकेगा , अब सिर्फ पढ़ाई नहीं बल्कि वर्किंग कल्चर को डेवलेप किया गया है। दुनियाँ में आज एक नई व्यवस्था खड़ी हो रही है, ऐसे में उसके हिसाब से एजुकेशन सिस्टम में बदलाव जरूरी है। अब 10+2 को भी खत्म कर दिया गया है , हमें विद्यार्थी को ग्लोबल सिटीजन बनाना है लेकिन वे अपनी जड़ों से जुड़े रहें। बच्चों के घर की बोली और स्कूल में सीखने की भाषा एक ही होनी चाहिये ताकि बच्चों को सीखने में आसानी होगी , अभी पांँचवीं क्लास तक बच्चों को ये सुविधा मिलेगी। आज भारत टैलेंट-टेक्नोलॉजी का समाधान पूरी दुनियाँ को दे सकता है, टेक्नोलॉजी की वजह से गरीब व्यक्ति को पढ़ने का मौका मिल सकता है। जब किसी संस्थान को मजबूत करने की बात होती है, तो ऑटोनॉमी पर चर्चा होती है। एक वर्ग सब कुछ सरकारी संस्थान से मिलने की बात करता है तो दूसरा सब कुछ ऑटोनॉमी के तहत मिलने की बात करता है लेकिन अच्छी क्वालिटी की शिक्षा का रास्ता इसके बीच में से निकलता है। जो संस्थान अच्छा काम करेगा उसे अधिक रिवॉर्ड मिलना चाहिये। शिक्षा नीति के जरिये देश को अच्छे छात्र, नागरिक देने का माध्यम बनना चाहिये। उन्होंने कहा कि छात्रों के साथ-साथ नए टीचर तैयार करने पर भी जोर दिया जा रहा है।
क्या है नई शिक्षा नीति में खास ?
मानव संसाधन विकास मंत्रालय का नाम अब शिक्षा मंत्रालय होगा। पांँचवीं कक्षा तक के बच्चों की पढ़ाई स्थानीय भाषा में होगी। पढ़ाई के साथ-साथ बच्चों को स्किल देने पर जोर दिया जायेगा। विदेशी विश्वविद्यालयों के साथ मिलकर नये कैंपस पर जोर दिया जायेगा। एम९फिल के साथ साथ अब 10+2 का फॉर्मूला भी बंद होगा। नई शिक्षा नीति की सबसे बड़ी विशेषता यह है कि स्कूली शिक्षा, उच्च शिक्षा के साथ कृषि शिक्षा, कानूनी शिक्षा, चिकित्सा शिक्षा और तकनीकी शिक्षा जैसी व्यावसायिक शिक्षाओं को इसके दायरे में लाया गया है। पढ़ाई की रुपरेखा 5+3+3+4 के आधार पर तैयारी की जायेगी। इसमें अंतिम 4 वर्ष 9वीं से 12वीं शामिल हैं। सरकार ने वर्ष 2030 तक हर बच्चे के लिये शिक्षा सुनिश्चित करने का लक्ष्य रखा है। स्कूली शिक्षा के बाद हर बच्चे के पास कम से कम एक लाइफ स्किल होगी। इससे वो जिस क्षेत्र में काम शुरू करना चाहेगा तो कर सकेगा। नई राष्ट्रीय शिक्षा नीति 2020 में राष्ट्रीय परीक्षा एजेंसी द्वारा उच्च शिक्षा संस्थानों में प्रवेश के लिये कॉमन एंट्रेंस एग्जाम का ऑफर दिया जायेगा , यह संस्थान के लिये अनिवार्य नहीं होगा। शिक्षा के क्षेत्र में पहली बार मल्टीपल एंट्री और एग्जिट सिस्टम को लागू किया गया है। एक साल के बाद सर्टिफिकेट, दो साल के बाद डिप्लोमा और तीन-चार साल के बाद डिग्री मिल जायेगी। इससे ऐसे छात्रों को बहुत फायदा होगा जिनकी किसी कारणवश पढ़ाई बीच में छूट जाती है। इस दौरान शिक्षा मंत्री रमेश पोखरियाल निशंक, शिक्षा राज्य मंत्री संजय धोत्रे और नीति को तैयार वाली कमेटी के अध्यक्ष के कस्तूरीरंगन भी मौजूद रहे।
