वन मंडल ने पांच साल मेंटनेंस कर छोड़ा तीन करोड़ का आक्सीजोन को : रेलवे भी नहीं दे रही ध्यान-अब बना शराबियों और मवेशियों का अड्डा
बिलासपुर। शहर में हरियाली लाने के उद्देश्य से चुचुहियापारा में रेलवे की भूमि पर वन विभाग ने 3 करोड़ रुपए की लागत से 9,000 से अधिक पौधे लगाकर और पांच साल तक उनका मेंटनेंस किया था, लेकिन अब यह आक्सीजन क्षेत्र शराबियों और असामाजिक तत्वों का अड्डा बनने के साथ मवेशियों के चरने के काम आ रहा है। पांच साल तक देखरेख करने के बाद बिलासपुर वन मंडल ने इसे छोड़ दिया है। वहीं रेलवे की जमीन पर हरे-भरे आक्सीजोन को संवारने की ओर अफसर भी ध्यान नहीं दे रहे हैं।
वर्ष 2014 में राज्य शासन के निर्देश पर वन विभाग ने बिलासपुर के चुचुहियापारा इलाके में रेलवे की 27 एकड़ भूमि पर आक्सीजन ज़ोन विकसित करने के लिए 3 करोड़ रुपए खर्च किए थे। इस परियोजना के तहत मिश्रित प्रजातियों साल, साजा, मुंडी, धावड़ा, पीपल, बहेड़ा, जामुन, आम, सीताफल, आंवला आदि लगभग 8,140 छायादार और फलदार पौधे लगाए गए थे। इस योजना के तहत वन विभाग ने 5 साल तक इन पौधों की देखभाल की, जिसमें पानी का छिड़काव और अन्य रख-रखाव कार्य शामिल थे। पौधों की देखभाल और सुरक्षा के लिए शुरू में दो चौकीदार लगाए गए थे, लेकिन 5 साल के बाद वन विभाग ने इनकी निगरानी पर ध्यान देना बंद कर दिया। इसके बाद चौकीदारों ने भी ड्यूटी छोड़ दी, और कोई भी अधिकारियों ने इस क्षेत्र पर ध्यान नहीं दिया। इसका फायदा असामाजिक तत्वों ने उठाया। आक्सीजन जोन की सुरक्षा के लिए लगाई गई बाउंड्री वॉल और फेंसिंग पोल चोरी हो गए, और असामाजिक तत्वों ने इसे अपना ठिकाना बना लिया। अब यह क्षेत्र शराबियों और जुआरियों का अड्डा बन चुका है, जो सूरज ढलते ही यहां शराब पीने और जुआ खेलने आते हैं। वहीं चारों ओर फेंसिंग और पोल नहीं होने की वजह से मवेशी भी अंदर घुस रहे हैं।

आक्सीजन जोन की देखभाल की कमी के कारण आसपास के लोग पेड़ों की कटाई करने लगे। इस क्षेत्र में लगाए गए 8,140 पौधों में से सैकड़ों पेड़ अब कट चुके हैं, और अब वहां छायादार और फलदार वृक्षों का अभाव है। आक्सीजन ज़ोन पहले हरा-भरा दिखाई देता था, लेकिन अब यह विकृत और अनुपयुक्त हो चुका है।

रेलवे की जमीन पर अनुमति लेने के बाद वन विभाग और नगर निगम की संयुक्त पहल पर इस आक्सीजन जोन का निर्माण किया गया था, लेकिन अब इसकी स्थिति खस्ता हो चुकी है। स्थानीय प्रशासन को इस पर जल्द कार्रवाई करनी चाहिए ताकि इस क्षेत्र को फिर से हरा-भरा और सुरक्षित बनाया जा सके।संबंधित विभाग को किया जाएगा सूचित रेलवे की जमीन पर बेजाकब्जा करने वालों की संख्या काफी हो गई है, जिन्हें नोटिस भी दिया जा रहा है। चुचुहियापारा की ओर आक्सीजोन का स्थिति के संबंध में संबंधित विभाग से जानकारी लेकर सूचित किया जाएगा कि वर्तमान में वहां की वास्तुस्थिति क्या है।
