सुगम और समावेशी निर्वाचन के लिए भारत निर्वाचन आयोग ने पिछले तीन महीनों में शुरू किए 18 नए नवाचार
बिलासपुर. 23 मई 2025/भारत निर्वाचन आयोग ने देश में सुगम और समावेशी निर्वाचन के लिए पिछले तीन महीनों में 18 नए नवाचार प्रारंभ किए हैं। इनमें सुविधाजनक मतदान से लेकर राजनीतिक दलों की सहभागिता बढ़ाने, प्रक्रियागत सुधार से लेकर निर्वाचन कार्यों में लगे अमलों की क्षमता बढ़ाने, सूचना प्रौद्योगिकी के उपयोग से निर्वाचन की पूरी प्रक्रिया को सुगम एवं पारदर्शी बनाने से लेकर ईसीआई मुख्यालय में ई-ऑफिस सिस्टम लागू करने जैसे कई प्रभावी और अभिनव कदम शामिल हैं।
भारत निर्वाचन आयोग ने नई पहल करते हुए एक मतदान केंद्र पर अधिकतम 1200 मतदाताओं की सीमा निर्धारित की है। ऊंची इमारतों एवं कालोनियों में अतिरिक्त मतदान केंद्र स्थापित करने का भी निर्णय लिया गया है। मतदाता सूची के अद्यतनीकरण हेतु मृत्यु पंजीकरण का डेटा रजिस्ट्रार जनरल ऑफ इंडिया (RGI) डेटाबेस से सीधे प्राप्त किया जाएगा और सत्यापन के बाद अद्यतनीकरण किया जाएगा। आयोग ने मतदाता सूचना पर्चियों को और अधिक उपयोगकर्ता अनुकूल बनाने का भी निर्णय लिया है। अब इसमें मतदाता का क्रमांक और भाग संख्या अधिक स्पष्टता के साथ प्रदर्शित किए जाएंगे।
भारत निर्वाचन आयोग निवार्चन की संपूर्ण प्रक्रिया में हर स्तर पर राजनीतिक दलों की सहभागिता बढ़ाने के लिए लगातार काम कर रहा है। इसके लिए मुख्य निर्वाचन पदाधिकारी, जिला निर्वाचन अधिकारी और निर्वाचक रजिस्ट्रीकरण अधिकारी स्तर पर राजनीतिक दलों के साथ देशभर में 4719 बैठकें आयोजित की गई हैं। इन बैठकों में राजनीतिक दलों के 28 हजार से अधिक प्रतिनिधियों ने भागीदारी दी है। सभी राज्यों और केन्द्रशासित प्रदेशों को मिलाकर सीईओ स्तर पर 40, डीईओ स्तर पर 800 तथा ईआरओ स्तर पर राजनीतिक दलों के साथ 3879 बैठकें आयोजित की गई हैं। इन बैठकों में राष्ट्रीय एवं राज्य स्तर के प्रमुख दलों आम आदमी पार्टी, भारतीय जनता पार्टी, बहुजन समाज पार्टी, कम्युनिस्ट पार्टी ऑफ इंडिया-मार्क्सवादी, एनपीपी की मौजूदगी रही है। राजनीतिक दलों के साथ अलग-अलग स्तरों पर बैठकों के साथ ही भारत निर्वाचन आयोग द्वारा राजनीतिक दलों के बूथ स्तरीय एजेंटों के लिए क्षमता निर्माण कार्यक्रम आयोजित किए गए हैं।
भारत निर्वाचन आयोग प्रक्रियात्मक सुधारों (Procedural Reforms) की दिशा में भी सक्रियता से काम कर रही है। आयोग द्वारा निर्वाचन प्रक्रिया के विभिन्न स्टेकहोल्डर्स की सुविधा के लिए नया एकीकृत डैशबोर्ड ईसीआईनेट (ECINET) शुरू किया गया है। इसमें सभी हितधारकों के लिए एक ही स्थान पर सभी सेवाएं उपलब्ध हैं। ईसीआई के 40 से अधिक एप्स एक ही प्लेटफार्म पर मौजूद हैं। इसके साथ ही डुप्लिकेट इपिक (EPIC) नंबर की समस्या के समाधान के लिए ईसीआई द्वारा अब विशिष्ट इपिक नंबर की नई प्रणाली लागू की गई है।
भारत निर्वाचन आयोग ने मतदाता सूची तैयार करने और निर्वाचन कराने की पूरी प्रक्रिया में 28 हितधारकों की पहचान की है। इनमें मतदाता, निर्वाचन अधिकारी, राजनीतिक दल, उम्मीदवार एवं लोक प्रतिनिधित्व अधिनियम 1950, 1951 निर्वाचक रजिस्ट्रीकरण नियम 1960 और निर्वाचन संचालन नियम 1961 और भारत निर्वाचन आयोग द्वारा समय-समय पर जारी दिशा-निर्देशों पर आधारित अन्य शामिल हैं। इन सभी हितधारकों के लिए अधिनियमों, नियमों और आयोग के निर्देशों के आधार पर प्रशिक्षण प्रस्तुतियाँ तैयार की जा रही हैं।
आयोग ने निर्वाचन कार्मिकों (Election Staff) के सशक्तीकरण के लिए भी नए कदम उठाए हैं। बीएलओ को मानक फोटो पहचान पत्र (Standard Photo ID Card) दिए जाने के साथ ही नई दिल्ली स्थित आईआईआईडीईएम (IIIDEM) में लगातार क्षमता निर्माण कार्यक्रम संचालित किए जा रहे हैं। इसमें अब तक 3000 से अधिक बूथ स्तर पर्यवेक्षकों को प्रशिक्षण दिया जा चुका है। अगले कुछ वर्षों में एक लाख से अधिक बीएलओ पर्यवेक्षकों को प्रशिक्षण दिया जाएगा। सभी राज्यों और केंद्रशासित प्रदेशों के मुख्य निर्वाचन पदाधिकारी कार्यालयों के एसएमएनओ (SMNOs) और एमएनओ (MNOs) के लिए ओरिएंटेशन प्रोग्राम भी आयोजित किए गए हैं। निर्वाचन में सुरक्षा संबंधी महत्वपूर्ण पहलू के मद्देनजर बिहार के पुलिस अधिकारियों को भी आईआईआईडीईएम (IIIDEM) में प्रशिक्षण दिया गया है।
नई दिल्ली स्थित भारत निर्वाचन आयोग के मुख्यालय में भी कार्यों में बेहतरी और कसावट के लिए कई सुधार जारी हैं। बायोमेट्रिक उपस्थिति प्रणाली लागू करने के साथ ही वहां ई-ऑफिस का कार्यान्वयन शुरू हो चुका है। राज्यों और केंद्रशासित प्रदेशों के साथ बेहतर समन्वय के लिए मुख्य निर्वाचन पदाधिकारियो के साथ आयोग नियमित बैठकें भी कर रहा है।
