रायपुर । वैश्विक महामारी कोरोना के चलते देश के साथ छत्तीसगढ़ सरकार और जनता भी परेशान व त्रस्त है । पार्ट- पार्ट में लॉक डाउन और उससे होने वाली परेशानी से हम सब वाकिफ हैं।
छत्तीसगढ़ विभाजन के साथ विरासत में मिले पड़ोसी राज्य मध्यप्रदेश के भोपाल इंदौर जबलपुर शहडोल के आस – पास से मिले शासकीय कर्मचारी अब छत्तीसगढ़ शासन पर बोझ बनते जा रहे हैं । विधान सभा, सचिवालय ,मंत्रालय एवं अन्य विभागों को मिलाकर लगभग 500 अधिकारी और कर्मचारी छत्तीसगढ़ में कार्यरत हैं । इनमें महामारी के पहले भी और अब भी हमारे प्रदेश की विकास और अपने दायित्वों कार्यों के प्रति कभी भी सजगता नहीं दिखी। वे तो बस शुक्रवार को अपने मध्य प्रदेश के गांव जाना है और सोमवार देर तक आना है इन्हीं जुगत में लगे रहते हैं। ज्ञात हो कि लाकडाउन के पहले विधानसभा चल रही थी और करोना की आहट पर शासन ने आदेश जारी किया था ,लाकडाउन के समय भी शासन ने मुख्यालय नही छोड़ने का
आदेश जारी किया था।
अधिकांश भोपाली,इंदौरी, शहडोल व जबलपुरीयां बिना अनुमति शुक्रवार 20 मार्च को ही भाग गए थे । शासन समय-समय पर आदेश के ऊपर आदेश दायित्व के निर्वहन पर जारी करती रही लेकिन ये अपने देश राज्य में मजे से पूरी पगार लेते हुए दिन गुजार रहे हैं। हमारे नौकरशाहों के साथ इनकी जबरदस्त जुगलबंदी है । 20 मार्च के बाद से अभी तक नही आये अगर इन्हें दायित्व बोध होता या जवाबदेही अपने कर्तव्य के प्रति होती तो ट्रेन आदि निजी वाहन से आ सकते है। मगर न उन्हें कोइ चिंता है ना भय ,न अधिकारियों को हिम्मत कि उन्हें बुला सके न तनखा काट सके हैं । यह पहले भी छत्तीसगढ़ी दुश्मन थे और आज भी बने हुए हैं। 20 मार्च से पहले से इनकी आदत होती है शनिवार इतवार छुट्टी होती है तो शुक्रवार या गुरुवार को भाग जाते है । इन पर इस वैश्विक महामारी के दौरान समय-समय पर छत्तीसगढ़ सरकार ने अपने अधिकारी और कर्मचारियों के लिए महत्वपूर्ण आदेश जारी करते रहे हैं आदेश में सभी अवकाश रद्द किए गए थे और मुख्यालय छोड़ने से मना किया था । फिर भी छत्तीसगढ़ पर बोझ बने ये कर्मचारी अधिकारी भोपाल जबलपुर इंदौर शहडोल के अपने घर में पड़े है । इनके ऊपर कार्यवाही होनी चाहिए , अपना दायित्व बोध क्यों नहीं हो रहा है। प्रदेश के वरिष्ठ प्रशासनिक अधिकारियों को उस पर गंभीरता से चिंतन कर सख्त कार्रवाई करनी चाहिए।
रायपुर। छत्तीसगढ़ शासन सामान्य प्रशासन विभाग ने छत्तीसगढ़ के समस्त अपर मुख्य सचिव, प्रमुख सचिव, सचिव, विशेष सचिव को पत्र जारी कर कहा है कि छत्तीसगढ़ राज्य में लॉक डाउन अवधि में कार्यालयों के संचालन के संबंध में 3 मई 2020 को जारी पत्र में एक तिहाई अधिकारी /कर्मचारी की उपस्थिति हेतु रोस्टर के माध्यम से ड्यूटी लगाई गई थी। तत्पश्चात 19 मई 2020 को जारी पत्र में कार्यालय में अधिकारी/कर्मचारियों की उपस्थिति 50त्न निर्धारित की गई थी। निर्देशानुसार मंत्रालय के विभागों के संचालन हेतु समस्त मंत्रालय सेवा के अधिकारी/कर्मचारियों की शत-प्रतिशत उपस्थिति सुनिश्चित कराने को कहा है। अत: पुराने समस्त आदेश निरस्त हो गए हैं और अब समस्त मंत्रालय के कर्मचारियों/ अधिकारियों को उपस्थिति देनी होगी।
