भाटापारा- प्रवासी मजदूरों को लेकर आने वाली ट्रेनों से उतरने के बाद से लेकर ठिकाने तक पहुंचाने के इंतजाम में जरूरी सुरक्षा की सलाह प्लेटफार्म से बाहर निकलते ही ध्वस्त हो जा रही है। शुरुआत के दिन तो सख़्ती भरे रहे। हर अधिकारी की निगाह बाज की नजरों को भी मात देती रही अब यह खत्म हो चुकी है।
प्रवासी मजदूरों को लेकर श्रमिक स्पेशल ट्रेन आने वाली है। इसकी पूरी सूचना प्रशासन ने पहले ही जारी कर रखी है। बीच के कुछ दिन इन ट्रेनों की संख्या कम रही तो किसी दिन ज्यादा। किसी दिन इंतजार में कटे। अब जैसे-जैसे प्रवासी मजदूरों को लेकर श्रमिक स्पेशल ट्रेनें आ रही है वैसे-वैसे संक्रमण की संख्या में भी बढ़ोतरी होने लगी है नतीजा रेड जोन के रूप में सामने आ चुका है। दरअसल इसके पीछे कुछ ऐसी लापरवाही भी सामने आ रही है जो आने वाले मजदूर दिखा रहे हैं तो कुछ हद तक निगरानी तंत्र को भी जिम्मेदार कहा जा सकता है जिन्होंने अपनी ड्यूटी को बस की रवानगी तक ही सीमित कर रखा है। बाद के समय में सुरक्षा के लिए क्या करना है इसकी जानकारी के बावजूद इसे करने में जमकर लापरवाही दिखाई जा रही है।
केवल स्टेशन परिसर तक
सैनिटाइजेशन का काम केवल स्टेशन परिसर तक ही सीमित कर दिया गया है जबकि यह काम आबादी वाले हर उस क्षेत्र में किया जाना है जहां से इन बसों को गुजरने के लिए रास्ता दिया गया है। यह काम कभी होता हुआ देखा नहीं गया। नियम यह भी बनाया है कि सैनिटाइजेशन का काम सीमा तक किया जाना है लेकिन ना जाने इसे लेकर क्यों लापरवाही बरती जा रही है।
बाहर छोड़ रहे वेस्ट मटेरियल
श्रमिक स्पेशल ट्रेन से आ रहे प्रवासी मजदूर अब भी स्थिति की गंभीरता को समझ नहीं रहे हैं। अपने साथ लेकर आने वाले भोजन का बचा हुआ हिस्सा बाहर ही फेक रहे हैं। खुलेआम थूकना और उपयोग की जा चुकी सामग्री यूं ही सड़कों पर फेंक देने से भी संक्रमण का खतरा बना हुआ है। ऐसा नहीं है कि अधिकारी देख नहीं रहे हैं सब देख रहे हैं लेकिन उनकी चुप्पी ने श्रमिकों को खुली छूट दे रखी है।
मूंद ली है आंखें
निगरानी तंत्र समय को लेकर सबसे ज्यादा गंभीर है। यह इतनी ज्यादा है कि समय से घंटों पहले कर्मचारियों को उपस्थिति देने के कड़े निर्देश हैं लेकिन यह गंभीरता बस के रवाना होते तक ही सीमित की जा चुकी है। इधर बसों ने रवाना होने का काम चालू किया उधर जिम्मेदारों का भी एक-एक करके निकलने का काम चालू हो जाता है। केवल वे पुलिसकर्मी ही बचे रह जाते हैं जिन्होंने उनके भी काम की जिम्मेदारी संभाल रखी है।
बस इतनी कडाई
श्रमिक स्पेशल ट्रेन के आने के पहले व आने के बाद तक पुलिस वाहन ही सड़कों पर अनाउंसमेंट करते हुए निकलते देखे जाते हैं कि श्रमिक स्पेशल ट्रेन आ रही है सड़क खाली कर दें। सावधान रहें। अपने-अपने घरों में चले जाएं। सड़कों पर ना घूमें। लेकिन वे लोग कहीं नजर नहीं आते जिन्हें बाद के काम की जिम्मेदारियां निभानी है। वह है नगरपालिका जिसे प्रवासी श्रमिकों के बस निकलने के पूरे रास्ते का सैनिटाइजेशन करना है। उसने यह काम स्टेशन परिसर तक ही सीमित कर दिया है।
प्रवासी मजदूरों को लेकर जा रही बसों की रवानगी के बाद सीमा तक की सड़कों की सैनिटाइजेशन का काम अब गंभीरता के साथ किया जाएगा। इस काम की निगरानी भी की जाएगी। -आशीष तिवारी सीएमओ नगर पालिका परिषद भाटापारा
