नई दिल्ली– लॉकडाउन पार्ट-2 को लेकर गृह मंत्रालय की ओर से आज गाइडलाइन जारी की गई है. इस गाइडलाइन के मुताबिक, न तो प्लेन चलेंगी और न ही मेट्रो या बस. पहले से जिन्हें छूट मिली है, वह जारी रहेगी. इसके अलावा कृषि से जुड़े कामों के लिए भी रियायत दी गई है. इसके साथ ही ट्रेनों या बसों में कोरोना वॉरियर्स को आवाजाही की इजाजत दी गई है.
गृह मंत्रालय की ओर से चीफ सेक्रेट्री और प्रशासनिक अधिकारियों को भेजे गए गाइडलाइन में कहा गया है कि कृषि से जुड़े कामों के लिए रियायत दी जाएगी. मनरेगा के तहत काम होगा. वहीं, औद्योगिक गतिविधियों पर रोक जारी रहेगी. सभी तरह के परिवहन सेवाओं पर रोक रहेगी. सावर्जनिक स्थानों पर मास्क पहनना अनिवार्य होगा.
क्या-क्या बंद रहेंगे
सभी डोमेस्टिक या इंटरनेशनल फ्लाइट, ट्रेन (पैसेंजर की आवाजाही के लिए), सभी एजुकेशनल-ट्रेनिंग-कोचिंग सेंटर, इंडस्ट्रियल व कॉमर्शियल गतिविधि, होटल, टैक्सी, ऑटो रिक्शा, साईकिल रिक्शा, सिनेमा हॉल, शॉपिंग कॉम्प्लेक्स, जिम, स्पोर्ट्स कॉम्प्लेक्स, स्वीमिंग पूल, बार, थियेटर, कोई भी इवेंट, सभी धार्मिक स्थान बंद रहेंगे. इसके अलावा किसी भी अंतिम संस्कार में 20 से अधिक लोगों को शामिल होने की इजाजत नहीं दी जाएगी.
कृषि से जुड़े कामों में रियायत,,,,
केंद्र सरकार ने किसानों को राहत देते हुए कृषि से जुड़े कामों को इजाजत दे दी है. किसानों को अपनी फसल काटने और बुवाई करने की छूट दी गई है. साथ ही एजेंसियों को किसानों की उपज खरीदने की इजाजत दी गई है.
मनरेगा और कंस्ट्रक्शन वर्क को इजाजत,,,,,
केंद्र ने मनरेगा के तहत कार्यों को जारी रखने का निर्देश दिया है. सोशल डिस्टेंसिंग बनाए रखने की अपील की गई है. इसके साथ राज्य सरकार की ओर किए जा रहे कंट्रक्शन वर्क में भी रियायत दी गई है.
हॉटस्पॉट एरिया में कोई रियायत नहीं,,,,
कोरोना के हॉटस्पॉट एरिया में कोई रियायत नहीं दी जाएगी. इन इलाकों में स्वास्थ्य मंत्रालय की ओर से जारी गाइडलाइन का पालन किया जाएगा. साथ ही किसी को भी बाहर निकलने की इजाजत नहीं होगी. आवश्यक सामानों की होम डिलिवरी होगी. एरिया की सुरक्षा में लगे जवान और मेडिकल स्टाफ का ही मूवमेंट होगा.
20 अप्रैल के बाद सशर्त मिलेगी रियायत,,,,,,
जिन इलाकों में कोरोना के मामले नहीं आएंगे, उन्हें रियायत मिल सकती है. इसकी समीक्षा 20 अप्रैल तक की जाएगी. इस समीक्षा के बाद कुछ इलाकों में मामूली रियायत दी जाएगी. रियायत देने से पहले राज्य सरकार और जिला प्रशासन की ओर से गाइडलाइन के पालन के सारे उपाय किए जाएंगे, ताकि ऑफिस, वर्कप्लेस, फैक्ट्री या संस्थानों में सोशल डिस्टेंसिंग का पालन हो।
