लालू, मुलायम और वीपी सिंह से हो रही तुलना
आठ महिने पुरानी बम्पर जनादेश वाली छत्तीसगढ़ की कांग्रेस सरकार के मुख्यमंत्री भूपेश बघेल CM Bhupesh Baghel सामाजिक न्याय social justice का नया अवतार बनकर उभर रहे है। राज्य में सामने विधानसभा या लोकसभा के चुनाव नही होने के बावजूद भी छत्तीसगढ़ की बहुसंख्यक आबादी के लिए किए जाने वाले फैसलों से भले ही 15 सदस्यीय प्रमुख विपक्षी दल भाजपा को सांप सूंघ गया हो लेकिन राज्य की बहुसंख्यक आबादी भारी खुश हैं।
सोशल मीडिया social justice में तो भूपेश बघेल CM Bhupesh Baghel की तुलना लालू, मुलायम और वीपी सिंह से की जा रही है। दरअसल 19 साल पुराने राज्य की पहली निर्वाचित सरकार के मुख्यमंत्री के रूप में पहले स्वंतत्रता दिवस पर पिछड़ों के लिए 14 से बढ़ाकर 27 फीसदी और अनुसूचित जाति के लिए 12 बढ़ाकर 13 फीसदी आरक्षण की घोषणा के बाद भूपेश बघेल की देशव्यापी चर्चा हो रही हैं और उन्हे सामाजिक न्याय का नया अवतार बताया जा रहा हैं।
राज्य की 34 फीसदी आदिवासी आबादी के लिए 32 फीसदी आरक्षण पहले से ही है। 12 फीसदी अनुसूचित जाति के लिए पहले 16फीसदी था जो भाजपा सरकार के दूसरे कार्यकाल में 12 फीसदी हो गया था लेकिन मौजूदा सरकार ने आबादी के अनुपात में 13 फीसदी घोषित किया।
दरअसल सुप्रीम कोर्ट के निर्देशानुसार 50 फीसदी से उपर आरक्षण नही होना चाहिए लेकिन राज्यों को वहा की सामाजिक, आर्थिक और भौगोलिक पृष्ठभूमि के मददेनजर इतनी छूट है कि राज्य अपनी सुविधानुसार आरक्षण दे सकते है। इसी छूट के चलते सबसे पहले तमिलनाड़ु में आरक्षण 50 से 69 फीसदी हो गया ।
हाल ही में मध्यप्रदेश की कांग्रेस सरकार ने भी पिछड़े वर्ग के लिए 27 फीसदी आरक्षण की घोषणा की है । छत्तीसगढ़ में अब कुल 72 फीसदी आरक्षण हो गया हैं। राज्य में पिछड़ो की आबादी 54 फीसदी से अधिक है। सरकार की इस घोषणा के बाद से सबसे अधिक लाभ जिला स्तर पर की जाने वाली शिक्षकों, पटवारियों, नर्सो आदि की थोक भर्तियों में होगा। अभी कई जिलो में ओबीसी की जनसंख्या 60 फीसदी के आसपास है।
पर उन्हे 14 फीसदी आरक्षण में ही गिना जाता था। वही सामान्य जाति के 1 फीसदी उम्मीदवार के लिए 42 फीसदी सीटों का अघोषित आरक्षण हो जाता था। हालाकि ओबीसी के लिए एक दुविधाजनक स्थिति क्रीमीलेयर में आने वाले 5 फीसदी परिवारो की है।
क्योकि उनके लिए 28 फीसदी अनारक्षित सीटें ही बचेगी। देर सबेर छत्तीसगढ़ में गरीब सवर्णो के लिए10 फीसदी आरक्षण भी घोषित करना होगा। केन्द्र सरकार द्वारा कानून बनने के बाद कई राज्यो में यह लागू हो चुका है । यह लागू होने पर अनारक्षित सीटे केवल 18फीसदी ही बचेगी।
इतनी कम सीटों मेें ओबीसी का क्रीमीलेयर उम्मीदवार सामान्य उम्मीदवारों से प्रतिस्पर्धा में टिक नही पाएगा। अब पिछड़ा वर्ग सगंठनो की मांग भी आ गई है कि इसी के साथ क्रीमीलेयर के मापदंडो़ को भी हटा दिया जाय।
गौरतलब है कि 1990 में राममन्दिर मुद्दा उछलने के बाद पिछले 29 सालो से पिछडा़ वर्ग भाजपा को वोट करता रहा है। हालाकि यूपीए सरकार की दूसरी पारी की वापसी में ओबीसी आरक्षण का बड़ा रोल रहा हैं। 2008 में आईआईटी, आईआईएम, नीट एम्स डीयू और जेएनयू में 27 फीसदी आरक्षण यूपीए की ही कवायद थी।
प्रमुख तौर पर नियुक्तियों, प्रवेश व पदोन्नति में आरक्षण की आस किसी भी सामाजिक व शैक्षणिक दृष्टि से पिछड़े समाज को रहती हैं इनमे से केन्द्रीय नियुक्तियों में 1993 से और केन्द्रीय शिक्षण संस्थानों में प्रवेश के लिए 2008 से 27 फीसदी ओबीसी आरक्षण लागू हैं। संयोग से दोनो ही समय केन्द्र में कांग्रेस की सरकार थी।
वही अविभाजित मध्यप्रदेश में 1993 में राज्य की नियुक्ति व प्रवेश में 14 फीसदी ओबीसी आरक्षण दिगिवजय सिंह ने लागू किया था। इसके वाबजूद ओबीसी को पदोन्नति में आरक्षण भी देश के किसी भी राज्य में लागू नही है। सामाजिक न्याय से जुड़े फैसलों पर यदि गौर करे तो मुख्यमंत्री भूपेश बघेल ने अनुसूचित जाति ,जनजाति और पिछड़ा वर्ग के जाति प्रमाण पत्रों में आ रही दिक्कतों को दूर करने के लिए एक अलग प्रकोष्ठ ही बना दिया हैं।
