मोटी रकम लेके की गई पदस्थापना, विभाग विवादों के घेरे में
रायपुर। छत्तीसगढ़ के मुख्यमंत्री भूपेश बघेल शिक्षा विभाग के विवादों को शांत करने में पूरी तरह से विफल हैं और इस विभाग को मुख्यमंत्री ने सर्वणों के लिए आरक्षित कर किए हैं शायद यहीं कारण हैं यहां पर संचालक के साथ प्रमुख सचिव तक सर्वण ही पदस्थ हैं।
छत्तीसगढ़ के स्कूल शिक्षा मंत्री डॉ.प्रेमसाय सिंह टेकाम की घोर लापरवाही के कारण यह विभाग लगातार विवादों को न्यौता दे रहा हैं। छत्तीसगढ़ शासन द्वारा हर जिले में इंग्लिश मीडियम स्कूलों का संचालन करने का निर्णय लिया है जो अच्छी पहल हैं मगर इन स्कूलों में शिक्षकों की हुए पदस्थापना आदेश जारी होते ही विवादों से घिर चुके हैं। शिक्षा विभाग के सूत्रों का कहना हैं कि एक इंग्लिश मीडियम में प्राचार्य सहित कुल 25 शिक्षकों की पदस्थापना की जानी है परंतु शिक्षा विभाग के जिम्मेदार अधिकारियों ने मोटी रकम लेकर अपात्रों को भी इस विद्यालय में पदस्थापना किया हैं और नियम से हटकर अधिक शिक्षकों की पदस्थापना की गई हैं।
सूत्रों की मानें तो प्राथमिक विद्यालय के अपात्र जो इंग्लिश मीडियम में पढाई नहीं किया हैं उन्हें भी शासकीय उच्चत्तर माध्यमिक विद्यालय में पदस्थ किया गया हैं । इसी तरह प्राचार्यों की अधिक संख्या में पदस्थापना की गई हैं । बताया जा रहा हैं कि रायपुर जिले के तमाम इंग्लिश मीडियम स्कूल में पदस्थापना करने के साथ ही शिक्षा विभाग के अधिकारियों ने अपनी चहेते शिक्षकों को इंग्लिश मीडियम स्कूलों में पदस्थापना करने के लिए दर्जनों भर शिक्षकों का स्थानांतरण जिला शिक्षा अधिकारी के विकल्प में किया गया है। वहीं छत्तीसगढ़ विधानसभा के नेता प्रतिपक्ष धरम लाल कौशिक के गृह जिला बिलासपुर में कई ऐसे अपात्र शिक्षकों को इंग्लिश मीडियम स्कूल में पदस्थापना किया जो इंग्लिश मीडियम से पढ़ाई तक नहीं किए हैं ।जिससे इस विद्यालय में पढ़ने वाले का भविष्य क्या होगा सहज अंदाजा लगाया जा सकता हैं। इस मामले की विस्तृत खबर हम अपने आगामी अंक में सप्रमाण प्रकाशित करेंगी।
मौखिक आदेश में बने हैं बीईओ
वहीं स्कूल शिक्षा विभाग के सूत्रों का कहना है कि विभाग के संभागीय संयुक्त संचालक ने विभाग के संचालक जितेन्द्र शुक्ला के मौखिक आदेश पर अपने चहेतों को प्रभारी बीईओ बनाए हैं। जिनका उदाहरण बिलासपुर जिले के कोटा विकास खंड हैं जहां पर शिक्षक संजीव शुक्ला को बिना अनुभव का बीईओ बनाए गए हैं।
चहेतों को दे रहे अनुकम्पा नियुक्ति
वही सूत्रों का कहना है कि सरकार अनुकम्पा नियुक्ति पर रोक लगाए हैं मगर विभाग के संविदा प्रमुख सचिव डॉ. आलोक शुक्ला, संचालक जितेंद्र शुक्ला ने अपने चहेतों को राज्य शिक्षा एवं शैक्षणिक संस्थान के अलावा कई जगहों पर अनुकम्पा नियुक्ति सर्वणों को ही दी हैं।
विरोध करने वाले खुद दे रहे संविदा नियुक्ति
वहीं छत्तीसगढ़ में विपक्ष की भूमिका निभाते हुए वरिष्ठ अफसरों को संविदा नियुक्ति देने पर कांग्रेस रमन सरकार को घेरते रहे लेकिन आज सत्ता में आने के बाद कांग्रेस सरकार खुद सेवानिवृत्त अफसरों को संविदा नियुक्ति दे रहे हैं। जिनका उदाहरण भाजपा सरकार के चर्चित नान घोटाले में फसे डॉ. आलोक शुक्ला को जिस पद से सेवानिवृत्त हुए हैं उसी पद पर संविदा नियुक्ति दिया जाना समझ से परे हैं।
