नहीं मिला अप्रैल और मई माह का वेतन, निकाय की स्कूलों के टीचर कर रहे भारी अर्थ संकट का सामना

भाटापारा- कोरोना संकट के खतरों के बीच काम कर रहे टीचरों में से निकाय क्षेत्र के स्कूलों के टीचरों को पिछले दो माह से वेतन नहीं मिला है। नियोक्ता होने के नाते जिम्मेदार नगरपालिका ने खुद को केवल पत्राचार तक ही सीमित रखा है तो तमाम तरह की ड्यूटी लगाने वाले शिक्षा विभाग की रुचि इस और दिखाई नहीं देती। ऐसे में यह सभी टीचर भारी अर्थ संकट का सामना कर रहे है।
वैसे नगरपालिका अपनी स्कूलों में व्यवस्था को लेकर कभी गंभीर नजर आई हो यह कभी दिखाई नहीं दिया। अपनी स्कूलों के टीचरों को नियमित वेतन देने के मामले में इसकी लापरवाही पहले भी कई दफा प्रशासन को फटकार लगाने पर मजबूर कर चुकी है। यह लापरवाही एक बार फिर से दिखाई देने लगी है। निकाय क्षेत्र की स्कूलों में काम कर रहे हैं लगभग 26 टीचरों को अप्रैल और मई माह का वेतन अब तक नहीं मिला है। पहला माह तो किसी तरह काट लिया लेकिन जून माह के आते-आते जमा पूंजी खत्म होने लगी। अंत में यह हाल आ गया कि उधार में घर चलाने की मजबूरी आन पड़ी है।
तीसरा माह चालू
निकाय शहर क्षेत्र की कोई दर्जनभर के आसपास स्कूलें संचालित करती है। ऐसे में कर्मचारियों की नियुक्ति और दीगर व्यवस्था सहित वेतन की जिम्मेदारी भी उस पर ही है। लेकिन कोरोना संकट नेजैसे ही दस्तक दी इसने खुद को इस काम से एक तरह से अलग कर लिया। एक-एक दिन करते-करते अप्रैल और मई माह बीत गए। इस तरह टीचरों को 2 माह के अलावा एक और माह का वेतन देने की जिम्मेदारी इस पर है। पूछताछ करने पर आवंटन जारी नहीं होने की बात कही जाती है।
अर्थ संकट फिर भी कर रहे यह काम
अप्रैल और मई माह का वेतन के इंतजार के बीच कोरोना वायरस के तेजी से फैलाव के बीच निकाय ने अपनी स्कूलों के टीचरों की तैनाती प्रवासियों के आने का पता लगाने पर कर रही है तो प्रवासी श्रमिकों की ट्रेनों से आ रहे मजदूरों को सुरक्षित उनके मूल जिले तक पहुंचाने का काम भी इन्हीं टीचरों से लिया जा रहा है। जबकि शहर में इस वायरस के फैलाव को देखते हुए पड़ोसी राज्यों या विदेशों से आने वाले लोगों की खोज करने के लिए सर्वे ड्यूटी भी करवाई जा रही है।
यह भी है परेशान
खंड शिक्षा विभाग के पास जब यह मामला पहुंचा तो उसने पूछताछ की तब यह जानकारी सामने आई की आवंटन जारी नहीं हुआ है। इस पर सवाल था कि संचालनालय मैं सूचना भेजी या नहीं तो जवाब मिला पत्राचार किया जा रहा है। यह पहली बार नहीं है जब खंड शिक्षा विभाग वेतन के मामले में गंभीर नहीं है इसके पहले भी उसने कई बार जिला मुख्यालय को सूचना भेजकर निकाय क्षेत्र की स्कूलों के संचालन का जिम्मा देने की मांग रख चुका है ताकि ऐसी अव्यवस्था से बचा जा सके लेकिन ना तो जिला मुख्यालय ने रुचि दिखाई नहीं निकाय राजी हुआ। लिहाजा हर कुछ माह के अंतराल में ऐसी समस्या आती रही है।
” वेतन के लिए जरूरी राशि का आवंटन संचालनालय से अभी तक जारी नहीं हुआ है। पत्राचार किया जा रहा है। जवाब नहीं मिलने पर व्यक्तिगत संपर्क साध कर राशि आवंटन का आग्रह किया जाएगा ” – आशीष तिवारी, सीएमओ, नगर पालिका परिषद भाटापारा।
” संचालनालय से जानकारी मंगाई जा रही है कि वेतन के लिए राशि आवंटन में विलंब क्यों हो रहा है। पालिका से भी कहा जा रहा है कि इसे प्राथमिकता के आधार पर देखें और वेतन भुगतान सुनिश्चित करें ” – ए एस घतलहरे बीईओ भाटापारा।
