बिलासपुर विधायक शैलेश के एक प्रश्न से तहसील कार्यालय में दिखा प्रशासनिक आतंक का जहर

बिलासपुर -बिलासपुर शहर विधायक शैलेश पांडेय के द्वारा बिलासपुर के तहसील कार्यालय में सीमांकन नामांकन और बटान्कन सहित विभिन्न मामलों के लंबित आवेदनों की संख्या पूछी गई है। हो सकता है बहुत से हाई-फाई लोगों को विधायक का यह पूछना अटपटा लगने के साथ ही नागवार भी गुजर रहा हो। लेकिन शहर और आसपास के गांव के जो लोग अपनी जमीनों का सीमांकन अथवा नामांकन कराने के लिए महीनों से तहसील कार्यालय के चक्कर लगा रहे हैं। ऐसे निराश हो चुके लोगों के मन मे विधायक द्वारा इन मामलों को लेकर जाहिर की गई चिंता और सक्रियता से उम्मीद जगी हो कि अब शायद महीनों से लंबित उनके आवेदन पर अमल हो सकेगा। यह “ओपन सीक्रेट”है कि बिलासपुर तहसील में अफसरों तथा बड़े नेताओं मंत्रियों की बेगारी में लगे तहसीलदार और रेवेन्यू इन्सपेक्टर व पटवारी आम जनता के काम को कोई तवज्जो नहीं देते। अगर ईमानदारी से खंगाला जाए,तो कोई आश्चर्य नहीं होगा कि इस तहसील ऑफिस में सीमांकन के ऐसे दर्जनों मामले उजागर हो सकते हैं जिनके लिए कई माह पूर्व आ्वेदन किए गए हो। हालांकि तहसीलदार के कार्यालय में सीमांकन का आवेदन लगाने पर सीमांकन का जो आदेश जारी होता है। उसमें साफ लिखा रहता है कि संबंधित भूमि का 15 दिनों के भीतर सीमांकन कर इस कार्यालय को सूचित करें। और सीमांकन रिपोर्ट भी जमा करें। लेकिन चंद खुशनसीबों को अपवाद स्वरूप छोड़कर चंद शायद ही ऐसा कोई होता होगा, जिसकी जमीन का नामांकन 15 दिनों के भीतर पूरा कर उसकी रिपोर्ट तहसीलदार को सबमिट की जाती हो।
तहसीलदार भी सीमांकन का आदेश निकालने के बाद उसे भूल जाते हैं। जिन मामलों मे ऊपर से दबाव पड़ता है। उन्ही मामलों में इस बात की खोज खबर लिया करते हैं। शहर के तमाम बड़े राजनीतिज्ञों, अफसरों और रसूखदार व ताहुतदार लोगों के पास दूसरा कोई काम हो ना हो..जमीन संबंधित काम जरूर हुआ करता है। और तहसील ऑफिस के नीचे से ऊपर तक के अधिकारी कर्मचारी , इसी मलाईदार तबके का काम फटाफट कर दिया करते हैं। रहा सवाल आम जनमानस का,…तो उनके काम की वेटिंग लिस्ट का नंबर कभी नहीं आता। उनके आवेदन पर कभी जमीन को विवादित बता दिया जाता है। तो कभी चुनाव, जनगणना या मंत्रियों की आवाजाही और कलेक्टर कमिश्नर सहित ऊपर के अधिकारियों की ताबेदारी की आड़ लेकर या फिर अंत में हाईकोर्ट की किसी पेशी का नाम लेकर, उसकी आड़ में आम जनता का काम अटका पड़ा रहता है।
शहर के विधायक शैलेश पांडे ने तहसील कार्यालय मे आम जनता के साथ मचाई जा रही इस भर्राशाही को, राजशाही को,उजागर करने वाले, तहसील आफिस की दुखती रग पर हांथ रखने वाले जो सवाल पूछे हैं। उनके जवाब इस कार्यालय की सारी सच्चाई उजागर कर देंगे। यह बेहद अफसोसनाक है कि देश को अंग्रेजों से, उनके राज से भले ही आजादी मिल गई हो।लेकिन तहसील कार्यालय समेत पूरे राजस्व विभाग की लेटलतीफी अभी भी लोगों को गुलाम बनाए हुए हैं। उम्मीद की जानी चाहिए कि शहर विधायक श्री पांडे ने जब तहसील ऑफिस में लंबित नामांकन,सीमांकन, व बटांकन आदि के लंबित (महा लंबित) आवेदनों को लेकर जो सवाल पूछे हैं,उनके जवाब आने के बाद वे तहसील कार्यालय में बैठेलाल अफसरों कर्मचारियों को आम जनता का काम समय बद्ध तरीके से करने के लिए प्रेरित और मजबूर करने के लिये किसी नए और सटीक तरीके का ईजाद करेंगे।जो तहसील आफिस में हर काम समय पर हो, यह मुकम्मिल करे।यदि ऐसा होता है तो अपने कार्यों के लिए तहसील कार्यालय का महीनों-महीनों चक्कर लगा- लगा कर थक चुके हजारों लोग इसके लिये शहर विधायक को निश्चित ही साधुवाद देंगे।
