तिफरा रेल फाटक को खोलने याचिका, रेलवे जीएम को नोटिस

बिलासपुर। हाई कोर्ट ने तिफरा रोड ओवर ब्रिज में जाम लगने के कारण रेल फाटक को सड़क यातायात के लिए खोलने के लिए पेश याचिका में प्रारम्भिक सुनवाई उपरान्त दक्षिण पूर्व मध्य रेलवे के महाप्रबंधक, राज्य शासन, कलेक्टर बिलासपुर सहित अन्य को नोटिस जारी कर जवाब मांगा है।
तिफरा निवासी राजेंद्र शुक्ला ने तिफरा रोड ओवर ब्रिज की चौड़ाई कम होने के कारण यहां लगने वाले जाम की समस्या के निदान हेतु बंद रेलवे फाटक को यातायात हेतु खोलने की मांग को लेकर अधिवक्ता सुदीप श्रीवास्तव, हिमांशु शर्मा के माध्यम से हाई कोर्ट में जनहित याचिका दाखिल की है। याचिका में बुधवार को चीफ जस्टिस पीआर रामचंद्र मेनन व् जस्टिस पीपी साहू की डीबी में सुनवाई हुई। बहस के दौरान अधिवक्ता सुदीप श्रीवास्तव ने कहा तिफरा आर ओ बी के पूरा होने के बाद रेलवे ने फाटक को बंद किया गया है। यातायात का दबाव एक लाख टीयूबी होने पर स्वीकृत किया गया। वर्तमान में तिफरा क्षेत्र में हाई कोर्ट, यातायात नगर, बस स्टेंड, सब्जी मंडी व् उधोग होंने से यातायात का दबाव बहुत बढ़ा है। रेलवे एक्ट की धारा 16 एवं 17 में यह प्रावधान है कि रेलवे आम जनता को आवागमन के लिए मार्ग देगा। इसके अलावा एसपी बिलासपुर ने रेलवे के जीएम को फ्लाई ओवर निर्माण पूरा होने तक बंद फाटक को खोलने अक्टूबर में रेलवे के जीएम को पत्र लिखा गया था। इसके बावजूद नही खोला गया है। रेलवे के अधिवक्ता ने याचिका का विरोध करते हुए कहा रेलवे ने नियमानुसार तिफरा ब्रिज के निर्माण में 50 प्रतिशत राशि का भुगतान किया। ब्रिज को यातायात के लिए खोलने और कलेक्टर से अनुमति प्राप्त करने के बाद फाटक को बंद किया गया है। बंद फाटक को फिर से खोलने का प्रावधान नही है। कोर्ट ने सुनवाई उपरान्त राज्य शासन, रेलवे जोन के जीएम, कलेक्टर बिलासपुर सहित अन्य को नोटिस जारी कर जवाब मांगा है। 5 मार्च को मामले में अगली सुनवाई होगी।
