नवा रायपुर। छत्तीसगढ़ कर्मचारी अधिकारी फेडरेशन ने वित्त सचिव शहला निगार से मिलकर तृतीय समयमान वेतनमान में वेतन निर्धारण के निराकरण हेतु संचालक कोष लेखा एवं पेंशन को,उनके द्वारा माँगे गए मार्गदर्शन को देने का ज्ञापन दिया है।
फेडरेशन के संयोजक कमल वर्मा प्रांताध्यक्ष राजपत्रित अधिकारी संघ,सचिव राजेश चटर्जी प्रांताध्यक्ष प्रदेश शिक्षक फेडरेशन एवं कोषाध्यक्ष सतीश मिश्रा प्रांताध्यक्ष वन कर्मचारी संघ ने बताया कि संचालक कोष लेखा एवं पेंशन ने किसी शासकीय सेवक को नियुक्ति पश्चात एक क्रमोन्नति एक पदोन्नति एवं एक समयमान मिल जाने पर तीन उच्च वेतनमान मिल जाने का उल्लेख करते हुए मार्गदर्शन मांगा है।जबकि मूल आदेश 28 अप्रैल 2008 में में स्पष्ट उल्लेख है कि एक अथवा दो अथवा अधिक पदोन्नति होने पर भी उच्चतर समयमान वेतनमान की पात्रता है।
पदाधिकारियों का कहना है कि समयमान वेतनमान स्वीकृति के मूल आदेश 28 अप्रैल 2008 में,सीधी भर्ती के पदों/सेवा में नियुक्ति का तात्पर्य,संवर्गीय पदोन्नति द्वारा नियुक्ति से भी है।जिससे स्पष्ट है कि पदोन्नति द्वारा उच्च पद पर सेवा में नियुक्त होने के पश्चात ‘अ’ एवं ‘ब’ वर्ग के शासकीय सेवक को 8 वर्ष तथा ‘स’ वर्ग को 10 वर्ष सेवा अवधि पूर्ण करने पर अगले उच्चतर समयमान वेतनमान की पात्रता है।जिसका पालन कतिपय विभागों द्वारा नहीं किया जा रहा है।
उन्होंने बताया कि तृतीय समयमान वेतनमान के आदेश 8 अगस्त 2018 में उल्लेख है कि,28 अप्रैल 2008 एवं इसके क्रम में जारी निर्देशों की शर्तें तथा प्रक्रिया यथावत लागू रहेंगी।उन्होंने बताया कि पिछले सरकार के दौरान जारी आदेश 8 अगस्त 2008 में शासकीय सेवा में,शासकीय सेवा में नियुक्ति से,दो पदोन्नति/क्रमोन्नति/समयमान वेतनमान का ही लाभ मिलने के स्थिति में ही,30 वर्ष सेवा पूर्ण करने पर तृतीय समयमान वेतनमान की पात्रता रहने का उल्लेख है। जिसके कारण अधिकांश अधिकारी एवं कर्मचारियों के वेतन में बढ़ोतरी ही नहीं होगा। इसी तरह मध्यप्रदेश सरकार की भांति छ. ग. प्रदेश के शासकीय सेवकों की सेवानिवृत्ति पर अर्जित अवकाश के नगद भुगतान 240 दिवस के स्थान पर 300 दिवस करने एवं नवा रायपुर में निवासरत शासकीय सेवकों को दिए जा रहे 30 प्रतिशत गृह भाड़ा भत्ता में वृद्धि किए जाने बाबत प्रतिनिधिमंडल ने चर्चा की।चर्चा में देवलाल भारती अध्यक्ष संयुक्त कर्मचारी संघ भी शामिल थे।
