गोरखपुर – जब डबल इंजन की सरकार होती है तो डबल तेजी से काम भी होता है। जब नेक नीयत से काम होता है , तो आपदायें भी अवरोध नहीं बन पातीं। जब गरीब – शोषित – वंचित की चिंता करने वाली सरकार होती है , तो वो परिश्रम कठिन करती है और बेहतर परिणाम भी लाकर दिखाती है। कोरोना के संकट काल में भी डबल इंजन की सरकार विकास कार्य में जुटी रही , कोई काम रूकने नहीं दिया। यही डबल इंजन का डबल विकास है और इसीलिये डबल इंजन की सरकार पर यूपी को विश्वास है। आज का आयोजन इस बात का भी सबूत है कि नया भारत जब ठान लेता है तो इसके लिये कुछ भी असंभव नहीं है।
उक्त बातें आज प्रधानमंत्री नरेन्द्र मोदी ने गोरखपुर में खाद कारखाना , एम्स गोरखपुर और आईसीएमआर जांच केंद्र का लोकार्पण करते हुये कही। पीएम ने यहां 9600 करोड़ से भी अधिक की लागत से निर्मित परियोजनाओं को राष्ट्र को समर्पित कर कहा खाद कारखाना और एम्‍स के लिये लोगों का इंतजार अब खत्‍म हो गया हैै। पीएम मोदी ने अपने भाषण की शुरुआत भोजपुरी में करते हुये कहा – धर्म , आध्‍यात्‍म और क्रांति का नगरी गोरखपुर के देव तुल्‍य लोगन के प्रणाम करत बानी। ये पावन धरती के कोटि-कोटि नमन। आप सब लोग जोवने खाद कारखाना और एम्‍स का बहुत दिन से इंतजार करत रहलीं आज ऊ घड़ी आ गईल बात। आप सबके बहुत बहुत बधाई। पीएम ने कहा कि पांच साल पहले मैं यहां एम्स और खाद कारखाने का शिलान्यास करने आया था , आज इन दोनों का एक साथ लोकार्पण करने का सौभाग्य भी आपने मुझे ही दिया है। आईसीएमआर के रीजनल मेडिकल रिसर्च सेंटर को भी आज अपनी नई बिल्डिंग मिली है , मैं यूपी के लोगों को बधाई देता हूं। पीएम ने जनसभा को संबोधित करते हुये कहा लाल टोपी वाले सत्ता के लालची और आतंकियों के समर्थक हैं। आज पूरा यूपी भली-भांती जानता है कि लाल टोपी वालों को लाल बत्ती से मतलब रहा है , आपकी दुख-तकलीफों से नहीं। लाल टोपी वालों को घोटालों के लिये , अपनी तिजोरी भरने के लिये , अवैध कब्जों के लिये , माफियाओं को खुली छूट देने के लिये , आतंकवादियों पर मेहरबानी दिखाने के लिये , आतंकियों को जेल से छुड़ाने के लिये ही सत्ता चाहिये। याद रखिये लाल टोपी वाले यूपी के लिये रेड अलर्ट यानि खतरे की घंटी है। पहले की सरकारों ने अपराधियों को संरक्षण देकर यूपी का नाम बदनाम कर दिया था। आज माफिया जेल में हैं और निवेशक दिल खोल कर यूपी में निवेश कर रहे हैं , यही डबल इंजन का डबल विकास है। पीएम ने कहा कि सब जानते थे कि गोरखपुर का फर्टिलाइजर प्लांट इस पूरे क्षेत्र के किसानों के लिये , यहां रोजगार के लिये कितना जरूरी था ? लेकिन पहले की सरकारों ने इसे शुरू करवाने में कोई दिलचस्पी नहीं ली। सब जानते थे कि गोरखपुर में एम्स की मांग बरसों से हो रही थी लेकिन वर्ष 2017 से पहले जो सरकार चला रहे थे , उन्होंने एम्स के लिये जमीन देने में हर तरह के बहाने बनाये। पीएम ने कहा कि गोरखपुर खाद कारखाने की बहुत बड़ी भूमिका देश को यूरिया के उत्पादन में आत्मनिर्भर बनाने में भी होगी। देश के अलग-अलग हिस्सों में बन रहे पांच फर्टिलाजर प्लांट शुरु होने के बाद 60 लाख टन अतिरिक्त यूरिया देश को मिलेगा। यानि भारत को हजारों करोड़ रुपये विदेश नहीं भेजने होंगे , भारत का पैसा भारत में ही लगेगा। ये फर्टिलाइजर प्लांट राज्य के अनेक किसानों को पर्याप्त यूरिया तो देगा ही , इससे पूर्वांचल में रोजगार और स्वरोजगार के नये अवसर प्राप्त होंगे।पीएम मोदी ने कहा कि जिस तरह भागीरथी गंगा को लेकर आये , वैसे ही इस फर्टिलाइजर तक ईंधन पहुंचाने के लिये ऊर्जा गंगा को लाया गया है। पीएम ऊर्जा गंगा गैस पाइप लाइन के तहत हल्दिया से जगदीशपुर तक पाइप लाइन बिछायी गई है , इस पाइप लाइन की वजह से गोरखपुर पाइप लाइन तो शुरू हुई ही है , अन्य भागों में भी सस्ती गैस मिलनी शुरू हो चुकी है। पीएम ने कहा किसी भी देश को आगे बढ़ने के लिये यह जरूरी है कि वहां की स्वास्थ्य सेवायें सुलभ हों , स्वास्थ्य सुविधायें अच्छी , सस्ती और सबकी पहुंच में होनी चाहिये। पहले सोचा जाता था कि एम्स जैसे संस्थान सिर्फ बड़े शहरों के लिये होते हैं , लेकिन हमारी सरकार इसे दूर – दराज के जिलों तक ले जा रही है। आज़ादी के बाद से इस सदी की शुरुआत तक देश में सिर्फ 01 एम्स था। पूर्व प्रधानमंत्री अटल बाजपेयी ने 06 और एम्स स्वीकृत किये थे , बीते 07 वर्षों में 16 नये एम्स बनाने पर देश भर में काम चल रहा है। हमारा लक्ष्य ये है कि देश के हर जिले में कम से कम एक मेडिकल कॉलेज जरूर हो। अपने संबोधन में एम्स का जिक्र करते हुये पीएम मोदी ने कहा गोरखपुर में एम्स और आईसीएमआर रिसर्च सेंटर बनने से अब इंसेफेलाइटिस से मुक्ति के अभियान को और मजबूती मिलेगी , इससे दूसरी संक्रामक बीमारियां , महामारियों के बीच उसके बचाव में भी यूपी को बहुत मदद मिलेगी। गोरखपुर में एम्स से इंसेफेलाइटिस सहित तमाम संक्रामक बीमारियों पर अंकुश लगेगा। इस दौरान पीएम योगी ने गन्‍ना किसानों हेतु लाभकारी मूल्‍य तीन सौ रुपये तक बढ़ाये जाने के लिये योगी सरकार की तारीफ भी की। 
गौरतलब है कि पीएम मोदी आज विशेष विमान से गोरखपुर पहुंचे थे। एयरपोर्ट पर राज्‍यपाल आनंदीबेन पटेल और सीएम योगी आदित्‍यनाथ ने उनका स्‍वागत किया। कार्यक्रम स्‍थल पर दोनों डिप्‍टी सीएम केशव प्रसाद मौर्य और डा. दिनेश शर्मा भी मौजूद रहे। गोरखपुर खाद कारखाना परिसर में पीएम की अगुवानी में लोक कलाकारों के कार्यक्रमों की रंग बिरंगी छटा देखने को मिली। कार्यक्रम स्थल पहुंचकर पीएम ने गोरखपुर खाद कारखाने के मॉडल
का अवलोकन किया। मंच पर सीएम योगी आदित्यनाथ ने पीएम मोदी का स्वागत किया। इसके बाद पीएम मोदी ने पूर्वांचल को ट्रिपल गिफ्ट दिया। उन्‍होंने रिमोट का बटन दबाकर लगभग 9600 करोड़ रूपये के अधिक के लागत मूल्यों की विकास परियोजनाओं गोरखपुर खाद कारखाना , अखिल भारतीय आयुर्विज्ञान संस्थान और मेडिकल रीजनल रिसर्च सेंटर का लोकार्पण किया।
