मुख्य सचिव राजेंद्र मंडल से मिले बिलासपुर हवाई सेवा जन संघर्ष समिति के सदस्य दिये आश्वासन

बिलासपुर। हवाई सेवा जन संघर्ष समिति के प्रतिनिधिमंडल ने मुख्य सचिव बनने के बाद पहली बार बिलासपुर पहुंचे आर.पी. मंडल से कहा कि चूंकि बिलासपुर से इस बार सरकार में कोई मंत्री नहीं है और आपका बिलासपुर से सम्बन्ध है इस नाते आप हवाई सेवा शुरू करने में आने वाली कमियों को पूरा करने की जिम्मेदारी उठायें।
समीक्षा बैठक लेने के लिए बिलासपुर पहुंचे मंडल से छत्तीसगढ़ भवन में मिलकर प्रतिनिधिमंडल ने एक ज्ञापन उन्हें सौंपा। उन्होंने बताया कि बिलासपुर में लगातार 30 दिन से अखंड धरना आंदोलन किया जा रहा है। इस समय चकरभाठा एयरपोर्ट के दू सी वीएफआर श्रेणी का डीजीसीए लाइसेंस मिला हुआ है। इस लाइसेंस के तहत 42 सीटर विमान उड़ान भर सकते हैं। वर्तमान में सभी कम्पनियां अंतरदेशीय उड़ानों में 72/78 सीटर एटीआर विमान या 180 सीटर बोइंग/एयरबस विमान संचालित कर रही हैं। अतः वर्तमान स्थिति में बिलासपुर से विमान सुविधा की संभावना शून्य है। थ्री सी केटेगरी वीएफआर लाइसेंस के लिए बिलासपुर एयरपोर्ट को लगभग चार से पांच करोड़ रुपये के फंड की आवश्यकता है। जानकारी मिली है कि यह प्रस्ताव राज्य शासन के पास विगत चार माह से लम्बित है। आप स्वयं बिलासपुर का प्रतिनिधित्व करते हैं अतः आपसे अपेक्षा है कि तुरंत इस प्रस्ताव को पास कर पांच करोड़ रुपये का आबंटन किया जाये, जिससे बिलासपुर एयरपोर्ट को थ्री सी कैटेगरी का लाइसेंस मिल जाये और तुरंत यह एयरपोर्ट 72/78 सीटर विमान के लिए तैयार हो जाये। साथ ही एयरपोर्ट को नाइट लैंडिंग की सुविधा के हिसाब से भी तैयार किया जाना चाहिए।
इसके अलावा बिलासपुर एयरपोर्ट के विस्तार के लिए इसका रन वे 1500 मीटर से बढ़ाकर 2500 मीटर किया जाये। इसके लिए करीब 100 एकड़ अतिरिक्त भूमि की आवश्यकता होगी। इसमें से कुछ शासकीय जमीन है और कुछ भूमि सेना के नाम पर आबंटित की गई है। ग्वालियर और पुणे की तरह सेना को दी गई जमीन से भी कुछ हिस्सा एयरपोर्ट के लिए लिया जा सकता है। इसके लिए मुख्य सचिव स्तर पर सेना के अधिकारियों से पत्राचार की अपेक्षा है।
बिलासपुर में रायपुर की तरह फोर सी कैटेगरी का एयरपोर्ट तैयार किया जाना चाहिए। रायपुर से उड़ान भरने वालों में 40 प्रतिशत यात्री बिलासपुर क्षेत्र के होते हैं। एक बार बिलासपुर एयरपोर्ट से उड़ानें शुरू हो जायेंगी तो इन यात्रियों की संख्या में और वृद्धि होगी। रायपुर हवाई अड्डा एयरपोर्ट अथॉरिटी ऑफ इंडिया के स्वामित्व में है, जिसके भविष्य में निजीकरण की संभावना है। ऐसे में छत्तीसगढ़ शासन को बिलासपुर का हवाईअड्डा अत्याधुनिक सेवाओं के साथ पूर्ण रूप से विकसित करना चाहिये। इसके लिए 2500 मीटर रन वे के अलावा नया टर्मिनल भवन होना चाहिए जिसकी लागत लगभग 150 करोड़ रुपये है। राज्य सरकार व केन्द्र सरकार को अकेले या मिलजुल कर यह राशि वहन की जा सकती है।
ज्ञापन में कहा गया है कि बिलासपुर वासियों को लखनऊ, वाराणसी, पटना, रांची आदि स्थान के लिए उड़ान से अधिक आवश्यक दिल्ली, मुम्बई,कोलकाता, बेंगलूरु आदि महानगरों के लिए हवाई सेवा देने की है।
