भूपेश सरकार किसानों का जत्था लेकर जायेंगे दिल्ली, धान के समर्थन मूल्य पर कांग्रेस-भाजपा में खिंची तलवार

धान की फसल खेत में पक और कट रही है और धान का मूल्य 2500 रुपये क्विंटल के लिए सीएम भूपेश बघेल किसानों के साथ जत्थे में दिल्ली कूच करने की तैयारी में है। अब तक यह होता था किसान धान का मूल्य बढ़ाने किसान और विपक्ष आवाज बुलन्द करता रहा,पर इस बार राज्य की सत्ता ने केंद्र से छतीसगढ़ के हितार्थ बीड़ा उठाया है।
धान का छतीसगढ़ की ग्रामीण अर्थ व्यवस्था के वह मजूबत स्तंभ है बीते बरस समर्थन मूल्य 1750 +300 बोनस डाक्टर रमन सिंह की सरकार पर धान खरीदी की और चुनाव विजय बाद बघेल सरकार ने वादे के मुताबिक 2500 क्विंटल खरीदी की।जिन्होंने पहले कम मूल्य पर धान विक्रय किया था उसकी भरपाई भी कर दी ।इसका सुफल यह रहा कि देशव्यापी आर्थिक मंदी की हवा इस छोटे राज्य में नहीं फटकी।
इस बार बारिश देर से हुई और कटाई भी देर से जोर पकड़ेगी, कृषि लागत मूल्य एक साल के दौरान जो बढ़ा है,इस दौरान परिवहन और जोताई में प्रयुक्त ट्रैक्टर का डीज़ल बढ़ता हुआ पेट्रोल के आसपास पहुंच गया है। लेबर कास्ट दस परसेंट बढ़ी है। लिहाजा धान का समर्थन मूल्य 25 सौ रुपये क्विंटल सही है।
केंद्र सरकार या कृषि विवि. इस साल अपने उत्पादन का लागत मूल्य देखे, जहाँ कोई अनुसन्धान नहीं होते है,वहाँ भी लागत मूल्य इससे अधिक होगा। किसान सारे पूरे परिवार के साथ कृषि अभियान में जुटता है, इसलिये वह कर्ज और ब्याज का भार सहता हुआ समर्थन मूल्य 2500 पर धान विक्रय का माद्दा रखता है। किसानों की आय दूनी करने का उद्घोष करने वाली भाजपा की केंद्र इस मुद्दे से पीछे हटेगी तो थोक वोटों का कबाड़ा हो जायेगा।
आज आर्थिक मंदी से कारखानों की दशा ठीक नहीं। वैसे भी कारखाने केवल वस्तु का रूपान्तरण करते हैं और किसान ही खेती से वास्तविक उत्पादन करते हैं। याने एक बीज से कई बीज बढ़ा लेता है। यदि कृषि में प्रोत्साहन ना रहा तो किसान खेती से विमुख होंगे। मंदी सर चढ़ कर बोलेगी।
धान खरीदी का समर्थन मूल्य करने केंद्र सरकार फिलहाल राजी नहीं। केंद्र में भाजपा की सरकार है और प्रदेश में कांग्रेस की,लिहाजा भाजपा के सांसद इस मुद्दे पर अलग है, मूल्यवृद्धि के लिए हुई सर्वदलीय बैठक में उनकी ना मौजूदगी दर्ज की गई। इस मोर्चे पर कांग्रेस के साथ जोगी सहित चार दल साथ हैं। यदि राजनीतिक लाभ हानि के नज़रिए से देखें तो मुद्दा बहुसंख्यक किसानों के हितों से जुड़ा है,लिहाजा चाऊल वाले बाबा की पार्टी के सामने साँप-छछूंदर की नौबत आ चुकी हैं।
छतीसगढ़ का यह दुर्भाग्य है कि यहाँ के खेतों से कोई कद्दावर किसान नेता पैदा नहीं हुआ है। क्या धान मूल्य के समर्थन मूल्य के लिए शुरू हो रहे चरणबद्ध आंदोलन से किसी दमदार किसान नेता का अवतरण होने वाला है, तत्सम्बन्ध में कोई कयास लगाना थोड़ी जल्दबाजी होगी।
