कोरबा। जिले की अंतिम सीमा बगदेवा से कटघोरा तक राष्ट्रीय राजमार्ग 130 में इन दिनों फोरलेन डामरीकरण सड़क निर्माण का कार्य तेजी से चल रहा है। लगभग साढ़े आठ सौ करोड़ के होने वाले इस निर्माण कार्य का जिम्मा मेसर्स दिलीप बिल्डकॉन लिमिटेड कंपनी द्वारा लिया गया है और चैतमा स्थित अस्थाई कार्यालय के माध्यम से कार्य संचालन किया जा रहा है लेकिन निर्माण कार्य मे भारी अनियमितता देखने को मिल रही है तथा गुणवत्ता को ताक पर रखकर कार्य कराया जाना बताया जा रहा है। जिसके कारण निर्माण कराए जाने वाले सड़क के टिकाऊपन को लेकर सवाल उठ रहे है। शायद जिम्मेदार अधिकारियों ने इस दिशा पर ध्यान दिया अथवा नही किंतु शासन से निर्धारित जिस प्राक्कलन के अनुसार सड़क का निर्माण होना है उसके विपरीत हो रहे निर्माण कार्य से आने वाले समय मे उक्त मार्ग की पुनः दुर्दशा होने की बात से नकारा नही जा सकता क्योंकि डामरीकरण फोरलेन में लेवल को नजरअंदाज कर जिस तरीके से कार्य कराया जा रहा है, सड़क के बीचोबीच बारिश के पानी का ठहराव होने के परिणामस्वरूप इसका वर्ष भर भी टिक पाना मुश्किल लग रहा है। बता दें कि डामरीकृत सड़कों की दुर्दशा का मुख्य कारण सड़क पर पानी का ठहराव है जिसकी वजह से डामरीकरण सड़के जल्दी जर्जर होने लगती है।

कंपनी द्वारा काम लेते समय सरकार के साथ जिस एमओयू को साइन करती है उसमें गुणवत्तापरख निर्माण कराए जाने का स्पष्ट उल्लेख रहता है लेकिन दिलीप बिल्डकॉन कंपनी लगता है उसे भूल गई है और पाली, डूमरकछार, चैतमा, राजकम्मा क्षेत्र में तेज गति के साथ कराए जा रहे डामरीकरण फोरलेन सड़क निर्माण में सारे नियम- कानून को हासिये पर रख मनमानी को अंजाम दिया जा रहा है। पाली से कटघोरा मुख्य सड़क मार्ग के बारिश के दिनों में होने वाली दुर्दशा से आमजन अच्छी तरह वाकिफ है तथा इसे बीते कई वर्षों से झेलते आ रही थी। लेकिन अब कहीं जाकर डामरीकरण फोरलेन का निर्माण कार्य हो रहा है और लोगों को उम्मीदें है कि अब कटघोरा- पाली का सफर सहज व आरामदेह होगा लेकिन कंपनी के अनियमित्तापूर्ण सड़क निर्माण से कहीं फिर बीते- बिसरे दिन देखने को न मिल जाए यह सोचकर लोग हो रहे कार्य पर सवाल उठा रहे है। जिला प्रशासन कंपनी के बेलगाम कार्य रवैये पर नकेल कसे और गुणवत्तापूर्ण निर्माण के हिदायत दे अथवा करोड़ों के कार्य पर पानी फिर जाएगा और जिसका खामियाजा इस मार्ग में आवागमन करने वालों को पूर्व की भांति पुनः भुगतना पड़ेगा।
