नई दिल्ली — प्रधानमंत्री नरेंद्र मोदी ने वीडियो कॉन्फ्रेंस के जरिये मैसूर विश्वविद्यालय के शताब्दी दीक्षांत समारोह को संबोधित करते हुये कहा कि मैसूर विश्वविद्यालय की स्थापना 1916 में की गई थी ,यह देश का छठा और कर्नाटक का पहला विश्वविद्यालय था। मैसूर विश्वविद्यालय, प्राचीन भारत की समृद्ध शिक्षा व्यवस्था और भविष्य के भारत की आकांक्षाओं और क्षमताओं का प्रमुख केंद्र है। इस विश्वविद्यालय ने ‘राजर्षि’ नालवाडी कृष्णराज वडेयार और एम विश्वेश्वरैया जी के विजन और संकल्पों को साकार किया गया है। जब हम दीक्षा की बात करते हैं, तो ये केवल डिग्री प्राप्त करने का एकमात्र अवसर नहीं है। आज का ये दिन जीवन के अगले पड़ाव के लिये नये संकल्प लेने की प्रेरणा देता है।उन्होंने अपने संबोधन में आगे कहा कि भारत में शिक्षा और दीक्षा, युवा जीवन के दो अहम पड़ाव माने जाते हैं।
छह सालों के भीतर सात नये भारतीय प्रबंधन संस्थान (आईआईएम), 15 अखिल भारतीय आयुर्विज्ञान संस्थान (एम्स), हर साल एक नया भारतीय प्रौद्योगिकी संस्थान (आईआईटी) और 16 नए भारतीय सूचना और प्रौद्योगिकी संस्थान (आईआईआईटी) की स्थापना की गई है। नई शिक्षा नीति के माध्यम से देश में शिक्षा व्यवस्था में क्रांतिकारी बदलाव होंगे। चार साल पहले आईआईटी में लड़कियों के नामांकन का अनुपात आठ प्रतिशत था , इस साल यह ढाई गुना बढ़कर बीस प्रतिशत पर पहुंच गया है।
नई शिक्षा नीति इन सभी शैक्षिक सुधारों को एक नई दिशा देगी। शिक्षा के हर स्तर पर, देश भर में लड़कों की तुलना में लड़कियों का सकल नामांकन अनुपात अधिक है। उच्च शिक्षा में भी और नवाचार और प्रौद्योगिकी में, लड़कियों की भागीदारी बढ़ी है। मुझे खुशी है कि मैसूर यूनिवर्सिटी ने नई शिक्षा नीति को लागू करने के लिये प्रतिबद्धता दिखायी है, तेजी दिखाई है. बीते 6-7 महीने में देखा होगा कि रिफॉर्म्स की गति और दायरा दोनों बढ़ रहा है। खेती, स्पेस, डिफेंस, एविएशन हो या लेबर, ऐसे हर सेक्टर में ग्रोथ के लिये जरूरी बदलाव किये जा रहे हैं।आज शिक्षा के हर स्तर पर देश में बेटियों के ग्रास एनरोलमेंट रेसियो बेटों से ज्यादा है।उच्च शिक्षा में भी इनोवेशन और टेक्नोलॉजी से जुड़ी पढ़ाई में भी बेटियों की भागीदारी बढ़ी है। अगर नई शिक्षा नीति देश के एजुकेशन सेक्टर का भविष्य सुनिश्चित कर रही है, तो ये आप जैसे युवा साथियों को भी एंपावर कर रही है।अगर खेती से जुड़े रिफॉर्म्स किसानों को सशक्त कर रहे हैं, तो लेबर रिफॉर्म्स लेबर और इंडस्ट्री दोनों को ग्रोथ, सिक्योरिटी और थ्रस्ट दे रहे हैं। मेडिकल एजुकेशन में भी ट्रांसपेरेंसी की बहुत कमी थी. इसे दूर करने पर भी जोर दिया गया।
आज देश में मेडिकल एजुकेशन में पारदर्शिता लाने के लिये नेशनल मेडिकल कमिशन बनाया जा चुका है। उच्च शिक्षा के क्षेत्र में हो रहे प्रयास सिर्फ नये संस्थान खोलने तक ही सीमित नहीं है। इन संस्थाओं के प्रशासन में सुधार से लेकर लैंगिक और सामाजिक भागीदारी सुनिश्चित करने के लिए भी काम किया गया है। इन संस्थानों को ज्यादा अधिकार भी दिये गये हैं और इनमें पारदर्शिता भी लायी गयी है। इस अवसर पर प्रदेश के राज्यपाल और अन्य गणमान्य लोग विद्वत परिषद, सांसदों, विधायकों, विधान परिषद सदस्यों और अन्य अधिकारियों सहित छात्र एवं उनके अभिभावक डिजिटल रूप से मौजूद रहे।
