छत्तीसगढ़ नही सहेगा; जीईसी रायपुर कार्यालय की तालाबंदी : एनएमडीसी मुख्यालय को रायपुर लाने की मांग
रायपुर। 15 नवम्बर 1958 से भारत सरकार की सार्वजनिक उपक्रम की खनन कंपनी एनएमडीसी लिमिटेड प्रचुर खनिज भंडार युक्त छत्तीसगढ़ राज्य के बैलाडीला क्षेत्र में लौह अयस्क के दोहन में अनवरत संलग्न है । जगदलपुर के पास नगरनार में इस्पात संयंत्र भी संचालित है । साथ ही बैलाडीला क्षेत्र में लौह अयस्क डिपॉजिट 4 और 13 शुरू होने के कगार पर है। एनएमडीसी लिमिटेड की अधिकांश लाभकारी इकाइयां छत्तीसगढ़ में संचालित हैं। यह कंपनी अपनी लगभग 80% लाभ छत्तीसगढ़ से अर्जित करती है। बावजूद इसके एनएमडीसी लिमिटेड का मुख्यालय पूर्व में भारत के कई स्थानों से स्थानांतरित से होते हुए बिना किसी वजह के वर्तमान में हैदराबाद (तेलंगाना) में स्थित है।
अपनी स्थापना से ही एनएमडीसी का रवैया छत्तीसगढ़ प्रदेश, यहां के मूल निवासियों, मूल निवासी कर्मचारियों के प्रति सौतेला रहा है। यहाँ के लोगों को नौकरी, रोजगार, सुविधाओं से सदैव वंचित रखकर तेलंगाना में एनएमडीसी की लाभकारी इकाई नहीं होने के बावजूद वहां विशेष झुकाव / प्राथमिकता क्यों? इन्ही कारणों से विगत पांच दशकों से यहां के मूल निवासी एनएमडीसी के मुख्यालय को रायपुर स्थानांतरण की नियमित रूप से मांग करते रहे हैं।अविभाजित मध्यप्रदेश की विधानसभा में सर्व सम्मति से एनएमडीसी के मुख्यालय को रायपुर स्थानांतरण का प्रस्ताव 1998 में सर्व सम्मति से पारित कर केंद्र सरकार को अनुशंसा प्रेषित की जा चुकी है।
एनएमडीसी मुख्यालय को रायपुर स्थानांतरण के मांग के मद्देनज़र 16.01.2008 को रायपुर में ग्लोबल एक्सप्लोरेशन सेंटर (जीईसी) की स्थापना को मंजूरी दी थी । इस कार्यालय के प्रचालन का सालाना खर्च 10 करोड़ रुपये मात्र भी नहीं है।
विदित हो कि 3 मई 2025 को एनएमडीसी ग्लोबल एक्सप्लोरेशन सेंटर (जीईसी) कार्यालय की तालाबंदी और हैदराबाद के समीप पटांचेरू (तेलंगाना) में मुख्यालय लगभग 1000 करोड़ रुपये की लागत से भवन बनाकर स्थानांतरित करने की तैयारी चल रही है। जबकि नया रायपुर (छत्तीसगढ़) में एनएमडीसी को आबंटित भू-भाग लंबे समय से खाली बंजर पड़ा हुआ है।
विदित हो कि छत्तीसगढ़ से लाभार्जन कर पक्षपातपूर्ण रवैया अपनाते हुए एनएमडीसी निम्नलिखित खर्च कर रही है:-
1. हैदराबाद के समीप पटांचेरू (तेलंगाना) में प्रस्तावित मुख्यालय भवन पर 1000 करोड़ रुपये
2. ब्लेंडिंग यार्ड वायजाग (आंध्रप्रदेश) के निर्माण पर 2500 करोड़ रुपये
3. वर्तमान मुख्यालय हैदराबाद (तेलंगाना) के लर्निंग सेंटर और एलीवेटर पर 1000 लाख रुपये
4. आरएंडडी पटांचेरू (तेलंगाना) में पुनर्निर्माण पर 1000 लाख रुपये
5. मृतप्राय स्पंज आयरन प्लांट पलोंचा (तेलंगाना) में पुनर्निर्माण पर 50 करोड़ रुपये
6. मृतप्राय सिलिका सैंड प्रोजेक्ट लालापुर में पुनर्निर्माण पर 100 करोड़ रुपये
7. रीजनल ऑफिस कोलकाता, वायजाग और बेंगलुरु के निर्माण पर 800 लाख रुपये
8. दुबई, सिडनी और अहमदाबाद में नये ऑफिस खोलने हेतु 1000 लाख रुपये
ये सब कार्य करने के पीछे एनएमडीसी की कुत्सित मंशा यह रहती है कि किसी भी तरह छत्तीसगढ़ में मुख्यालय स्थानांतरण के दावे को कमजोर किया जा सके। मात्र 10 करोड़ रुपये सालाना खर्च से चल रहे रायपुर ऑफिस में तालाबंदी करके छत्तीसगढ़ के पैसे से ही ये सब वर्णित खर्च करने के लिये एनएमडीसी की घटिया नमकहरामी मानसिकता को बिना किसी राकेट साइंस के स्पष्ट रूप से समझा जा सकता है। छत्तीसगढ़ के साथ एनएमडीसी का सौतेला रवैया कब रुकेगा? क्या केंद्र सरकार, इस्पात मंत्रालय, डबल-इंजन सरकार के डिब्बे, चक्के, छत्तीसगढ़ के जनप्रतिनिधिगण, पक्ष, विपक्ष, राजनेता, मंत्री, थिंकटैंक, पत्रकार, मीडिया सभी अंधे, बहरे, गूंगे हो गए हैं ? कुंभकर्णी नींद से जागिए समस्त माननीयों…. छत्तीसगढ़ महतारी की थाली में खाकर एनएमडीसी यहां की थाली में कब तक छेद करने दोगे?
एनएमडीसी प्रबंधन से स्पष्टीकरण वांछित है कि क्या हैदराबाद के समीप पटांचेरू (तेलंगाना) में एनएमडीसी मुख्यालय को स्थानांतरित किया जा रहा है और रायपुर में स्थित ग्लोबल एक्सप्लोरेशन सेंटर (जीईसी) को बंद करने की कोई योजना है ?
धान और खनिज के कटोरे के दोहन के बाद छत्तीसगढ़ महतारी की पीड़ा को समझते हुए, जनाकांक्षाओं के अनुरूप चिर प्रतीक्षित मांग (केवल और केवल) मुख्यालय रायपुर स्थानातरण के द्वारा संभव है, जबकि अब राज्य और केंद्र दोनों जगहों पर डबल इंजिन की सरकार है।
भारत सरकार एनएमडीसी प्रबंधन से मांग है कि एनएमडीसी मुख्यालय को शीघ्रातिशीघ्र रायपुर (छत्तीसगढ़) स्थानांतरित की जाये एवं रायपुर स्थित ग्लोबल एक्सप्लोरेशन सेंटर का नाम के अनुरूप सक्रिय संचालन प्रारंभ किया जाए।
