बड़े तालाबों के साथ अब छोटे तालाब भी मरने के कगार पर, छत्तीसगढ़ वेटलैंड अथॉरिटी निष्क्रिय
रायपुर.17 मई/ छत्तीसगढ़ वेटलैंड अथॉरिटी की कार्य प्राणी को उजागर करते हुए रायपुर के नितिन सिंघवी ने आरोप लगाया है कि आद्र्भूमियों के संरक्षण के लिए बनी वेटलैंड अथॉरिटी प्रदेश के बड़े तालाबों को बचा नहीं पा रही है और छोटे तालाबों को मरने के लिए छोड़ दिया है। वर्ष 2017 में सर्वोच्च न्यायालय के आदेश के उपरांत 2.25 हेक्टर से ऊपर के तालाबों और आद्रभूमियों पर वेटलैंड संरक्षण के लिए प्रतिबंधित कार्यो के नियम लागू होते हैं परंतु 2.25 से छोटे तालाबों पर यह नियम इसलिए लागू नहीं हो पाए क्योंकि ये छोटे तालाब चिन्हित कर अधिसूचित नहीं किए गए हैं।
छोटे तालाबों को तब बचायेंगे जब भारत सरकार कहेगी
श्री नितीन सिंघवी ने बताया कि आठ माह पूर्व उन्होंने 2.25 हेक्टर से छोटे तालाबों को चिन्हित कर अधिसूचित करने के लिए शासन को पत्र लिखा था जिस पर शासन ने वेटलैंड अथॉरिटी से पूछा कि इन तालाबों को बचाने के लिए नियमों के अंतर्गत क्या कार्रवाई की जा सकती है? वेटलैंड अथॉरिटी ने सात माह तक कोई जवाब नहीं दिया, सात माह पश्चात वेटलैंड अथॉरिटी ने शासन को बताया कि अभी वह बड़े तालाबों के चिन्हांकन में व्यस्त है और 2.25 हेक्टेयर से नीचे के छोटे तालाबों को चिन्हित करने का कार्य भविष्य में भारत सरकार पर्यावरण, वन एव जलवायु परिवर्तन मंत्रालय से निर्देश मिलने के पश्चात किया जाएगा।
सिंघवी ने वेटलैंड अथॉरिटी के जवाब पर आपत्ति जताते हुए शासन को पत्र लिखा है कि भारत सरकार ने नियम अधिसूचित कर दिए हैं, बता दिया है कि राज्य की वेटलैंड अथॉरिटी को सभी तालाबों को चिन्हित करके नोटिफाई करना है। इसके बाद वेटलैंड अथॉरिटी को भारत सरकार के निर्देशों की जरूरत क्यों है? इसका साफ मतलब है कि वेटलैंड अथॉरिटी छोटे तालाबों की रक्षा करने के लिए इच्छुक नहीं है और उन्हें मरने के लिए छोड़ दिया है। सिंघवी ने मांग की है कि वेटलैंड अथॉरिटी को निर्देश किया जाए की 2.25 हेक्टर से छोटे तालाबों को समय सीमा में चिन्हित कर अधिसूचित किया जाए जिससे नियमों के तहत उन तालाबों को संरक्षित किया जावे।
क्या है संरक्षण के तहत प्रतिबंधित कार्य:
(1) वर्ष 2000 से निकाले गए अधिकतम औसत फ्लड लेवल से 50 मीटर आगे तक कोई भी स्थायी निर्माण (नाव घाटों को छोड़ कर) नहीं किया जा सकता (जैसे टोवाल या रिटेनिंग वाल, पाथ वे), (2) किसी भी प्रकार का अतिक्रमण, उद्योग स्थापना या विस्तार (3) कंस्ट्रक्शन एंड डिमोलिशन का कचरा, हेजार्ड मटेरियल, इलेक्ट्रॉनिक वेस्ट इत्यादि का डिस्पोजल (4) सॉलिड वेस्ट अर्थात उद्योगों, शहरों, गांव और अन्य मानव बस्तियों से अशुद्ध अपशिष्ट और बहिस्त्रावों का निस्सारण (5) शिकार।
सिंघवी ने चर्चा में बताया कि देश में वेटलैंड संरक्षण के नियम 2010 से लागू है बाद में 2017 में नए नियम भी लाये गए। इन नियमों के तहत वेटलैंड अथॉरिटी को सभी वेटलैंड को चिन्हित करना है जिसे बाद में राज्य शासन द्वारा अधिसूचित किया जाना है, जिसके पश्चात नियमों के तहत संरक्षण के प्रावधान लागू होंगे। संरक्षण न मिलने से इन तालाबों में अतिक्रमण, अवैध निर्माण हो रहे है और नगरीय निकाय सौंदरयीकरण और विकास के नाम से प्रतिबंधित कार्य करवा रहे है। संरक्षण के बावजूद 2.25 हेक्टर से बड़े तालाबो में अधिकतम औसत फ्लड लेवल से 50 मीटर आगे के दायरे में टोवाल या रिटेनिंग वाल, पाथ वे और अन्य निर्माण कार्य जारी है। 2.25 हेक्टर से बड़े तालाबों की शिकायत मिलने पर वेटलैंड अथॉरिटी जांच के आदेश जिला संरक्षण समिति को दे देती परन्तु वर्षो तक जांच रिपोर्ट न मिलने पर भी शासन के संज्ञान में नहीं लाती।
आने वाली पीढ़ी बचे हुए तालाबों की डेड बॉडी देखेगी !
शहरों के अधिकतम बड़े और छोटे तालाब की इकोलॉजीकल सिस्टम मृतप्राय है, कई तालाबों का अस्तित्व समाप्त हो गया है कब्जों के कारण ये अब दिखते भी नहीं हैं। आने वाली पीढ़ी बचे हुए तालाबों को देख भी नहीं पाएगी या फिर इन तालाबों की डेड बॉडी देखेगी।
