बिलासपुर । पर्यावरण संतुलन एवं पौधों व उद्यानों की रखरखाव निगम प्रशासन की घोर लापरवाही से शहर के बीच विभिन्न उद्यानों के पौधे सूख कर मर रहे हैं । छत्तीसगढ़ भवन, कोनहेर उद्यान, कंपनी गार्डन, यादव उद्यान राजेंद्र नगर सहित अन्य उद्यानों में प्रतिदिन सैकड़ो की संख्या में महिला पुरुष बच्चे स्वास्थ्य लाभ के लिए योगा व एक्सरसाइज करने आते हैं। इन उद्यानों की ग्राउंड रिपोर्ट पड़ताल से हम आपको अवगत कराते हैं ।
वर्षा ऋतु में भगवान भरोसे सारे उद्यान के पौधे हरे भरे थे , बारिश थमने के तीन माह बाद से अब तक कोंनहरे उद्यान, छत्तीसगढ़ भवन , यादव उद्यान में के पौधे एक-एक बूंद पानी को तरस रहे हैं ।छोटे पौधे सूखकर मर चुके हैं वही झाड़ झंगाड बेतरतीब फैले हुए हैं। छत्तीसगढ़ भवन नेहरू चौक जहां हमेशा वीआईपीयों का आना जाना लगा रहता है। जिसकी रखरखाव हुआ मेंटेनेंस में संबंधित प्रशासनिक अधिकारियों को कोई सुध नहीं है । सूत्रों से मिली जानकारी के अनुसार स्मार्ट सिटी के नाम पर करोड रुपए का वारा नियार किया जा रहा है। जो पहले से उपलब्ध हैं उनके रखरखाव देखभाल नहीं की जा रही है ।कोंनहरे उद्यान में धूल उड़ रहा है वहीं बीच-बीच वाटर हार्वेस्टिंग का बड़ा टैंक बना दिया गया है।
इससे गार्डन को और लोगों को क्या फायदा होगा यह बनाने वाले को भी नहीं पता है । जहां छोटे बच्चे खेलने के दौरान गिरने की घटना रोज हो रही है । कोंनहरे उद्यान के रखरखाव जन सेवा किसी ठेकेदार 5 साल के लिए दे दिया गया है सुनने में आया पूरा भुगतान भी कर दिया गया है अब ठेकेदार अपने दायित्व से मुंह मोड़कर लिया है। संबंधित अधिकारी का कहना है कोनेरू ध्यान नगर निगम के अधीन आता है वही छत्तीसगढ़ भवन पीडब्ल्यूडी के मेंटेनेंस में आता है। जहां कई महीनो से गार्डन में रख रखाव के लिए कोई भी माली वहां नहीं आते जवाबदारी कर्मचारियों का कहना है कि यहां के सारे माली व सफाई कर्मचारियों की डयूटी संबंधित प्रशासनिक अधिकारियों के बंगले में लगा दी गई है। इसलिए छत्तीसगढ़ भवन सहित नगर के सभी उद्यानों की हालात बद से बदतर है । कोंनहरे उद्यान और छत्तीसगढ़ का भवन का फोहारा पर कई साल हो गया लोगों ने उसमें पानी चलते हुए नहीं देखा है । सम्बंधित अधिकारियों व कर्मचारियों की मिस मैनेजमेंट से उद्यान बर्बाद हो रहे हैं।
वार्ड की जन प्रतिनिधि मौन साढ़े हुए हैं, और आगे की अपनी भविष्य तरासते में मंत्री जी के आगे पीछे सेवा में लगे हुए हैं। यही हाल एक पेड़ मां के नाम अभियान में नगर निगम क्षेत्र में लगाए गए मंत्री अधिकारियों के पौधे मरने के कगार पर है ।फिलहाल स्मार्ट सिटी के उद्यानों की देखभाल रखरखाव की सुध लेने वाला नगर निगम में कोई नही हैं।
