जिला खनिज न्यास शासी निकाय की वीडियो कांफ्रेंसिंग बैठक में विधायकों की शिकायत से अधिकारियों पर जोरदार भड़के गृह मंत्री*
*नेता प्रतिपक्ष धरमलाल कौशिक तथा भाजपा के बेलतरा व मस्तूरी विधायकों के साथ ही कांग्रेसी विधायक शैलेश पांडे ने गृह मंत्री से जिला खनिज न्यास के राशि आवंटन प्रस्ताव में कोई तवज्जो नहीं मिलने की शिकायत की*
*इस पर भड़के गृह मंत्री ने प्रशासन से दिखाई सख्त नाराजगी और कहा कि बिना विधायकों के पुछे प्रस्ताव बनाए गए हैं तो बैठक रद्द की जाए*
*(शशि कोन्हेर द्वारा)* बिलासपुर- आज कलेक्ट्रेट के मंथन सभाकक्ष में जिला खनिज न्यास शासी निकाय की गृह मंत्री की अध्यक्षता में वीडियो कांफ्रेंसिंग से हुई बैठक में जब जिले के विधायकों ने एक स्वर से उनसे कहा कि जिले के खनिज न्यास शासी निकाय से राशि आवंटन के प्रस्तावों में प्रशासन द्वारा उन्हें कोई तवज्जो नहीं दी जाती। राशि आवंटन का प्रस्ताव बनाने से पहले, ना तो उनसे पूछा जाता है। और ना ही उन्हे बताया जाता है। ऐसा अनेक बार हो चुका है।
प्रदेश विधानसभा में नेता प्रतिपक्ष नेता प्रतिपक्ष धरमलाल कौशिक तथा कांग्रेस विधायक शैलेश पांडे समेत जिले के सभी विधायकों द्वारा एक स्वर में जिला प्रशासन द्वारा शासी निकाय के मामले में उन्हें कोई तवज्जो नहीं दिए जाने की शिकायत की गई। इसे सुनकर गृह मंत्री श्री ताम्रध्वज साहू(जो जिले के प्रभारी मंत्री होने के नाते शासी निकाय के अध्यक्ष भी हैं) जिला प्रशासन पर एकाएक भड़क गए। कहा जाता है कि उन्होंने सख्त तेवर दिखाकर कहा कि अगर विधायकों से पूछ कर प्रस्ताव नहीं बनाए गए हैं। तो यह बैठक रद्द कर दी जाए।इससे कुछ देर तक काफी वहां आपाधापी की स्थिति बनी रही।
श्री साहू ने कहा कि जनप्रतिनिधियों से पूछे बिना जिला खनिज न्यास शासी समिति से राशि आवंटित करने का प्रस्ताव अगर बनाया जा रहा है। तो यह बैठक बेमतलब है।बाद में कलेक्टर श्री सारांश मित्तर ने माहौल को संभालते हुए गिरी मंत्री श्री साहू को उनकी बातों का ध्यान रखने का भरोसा दिलाया। वहीं इन प्रस्तावों में जिले के सभी जनप्रतिनिधियों की सहमति और सुझाव लेने की बात कही। इस पर किसी तरह बमुश्किल श्री साहू को शांत हुए। बाद में श्री साहू ने ताकीद की कि, जनप्रतिनिधियों के सुझावों को पर्याप्त महत्व और वजन दिया जाए। राशि आवंटन के प्रस्ताव बनाने के पूर्व उनसे सहमति भी प्राप्त की जाए। बाद में माहौल शांत होने तथा अगली बैठक से गृह मंत्री के द्वारा इस मामले में दिए गए निर्देशों का पूरा पालन की बात कहे जाने पर जिला खनिज न्यास शासी निकाय की 44 करोड़ पचास लाख रुपए की राशि में से जिले के विभिन्न विभागों को धनराशि विभिन्न कार्यों के लिए आवंटित की गई। राशि आवंटन में कोरोनावायरस कोविड-19 को देखते हुए जिले के सभी प्राथमिक स्वास्थ्य केंद्रों तथा सामुदायिक स्वास्थ्य केंद्रों एवं जिले के चिकित्सकों तथा स्वास्थ्य कर्मियों आदि को पूरा तवज्जो देते हुए राशि आवंटन में उनका विशेष ध्यान रखा गया। इसी तरह स्कूलों में छात्राओं के लिए टॉयलेट निर्माण स्मार्ट क्लास, हैंडपंप फर्नीचर व पीएचई,नगर निगम, शिक्षा विभाग, कृषि,आदिम जाति कल्याण विभाग, महिला एवं बाल विकास समेत सभी विभागों के लिए उनकी मांगो और जरूरतों के अनुरूप यथा योग्य राशि स्वीकृत करने का प्रस्ताव पारित किया गया।
बैठक में बेलतरा क्षेत्र के विधायक रजनीश सिंह,मस्तूरी क्षेत्र के विधायक डॉक्टर कृष्णमूर्ति बांधी तखतपुर क्षेत्र की विधायक रश्मि सिंह व विभिन्न प्रशासनिक तथा विभागीय अधिकारी उपस्थित थे।
