बिलासपुर । किसी भी देश की शिक्षा नीति उस देश के भविष्य निर्धारण में अत्यंत महत्वपूर्ण भूमिका निभाती है।गुलाम भारत में मैकाले द्वारा थोपी गई शिक्षा नीति में आमूलचूल परिवर्तन की आवश्यकता है। बुद्धिजीवियों एवं शिक्षाशास्त्रियों ने अनेक बार इस संबंध में आवाज उठाई है परन्तु स्थिति आज भी जस की तस है।’यदि देश का पुनः उत्थान करना है, भारत को जगद्गुरु बनाना है तो सर्वप्रथम शिक्षा नीति में परिवर्तन आवश्यक। मैकाले को मालूम था कि शिक्षा को बदले बिना भारत में शासन करना कठिन है। इसलिए उसने सबसे पहले शिक्षा को बदला, उसकी भाषा को बदला। संस्कृत के स्थान पर अंग्रेजी विद्यालय खोले। उसने अपने पिता को पत्र लिखा कि भारतीय शिक्षा व्यवस्था को बदलने पर उन्हें अत्यंत खुशी है। लेकिन सफलता तभी मानी जाएगी कि जब हम यहां नहीं रहेंगे परन्तु शिक्षा व्यवस्था चलती रहेगी। उस शिक्षा प्राप्त दिखने में तो भारतीय होंगे लेकिन आचार,व्यवहार,विचार से अभारतीय होंगे। वर्तमान में शिक्षा में परिवर्तन प्रथम आवश्यकता है।
आखिर भारत कब तक मैकॉले की लंदन वाली शिक्षा नीति को ढोता रहेगा ।
संदर्भ
ग्रामीण भारत में स्कूली शिक्षा की स्थिति चिंताजनक है। यह बात कुछ समय पहले जारी हुई असर (ASER-एनुअल स्टेट्स ऑफ एजुकेशन रिपोर्ट ), 2018 में सामने आई है।
क्या है इस रिपोर्ट में?
इस रिपोर्ट में देशभर के 596 ज़िलों के लगभग साढ़े तीन लाख ग्रामीण परिवारों और 16 हज़ार स्कूलों के सर्वेक्षण के आधार पर प्राथमिक विद्यालयों तक बच्चों की पहुँच, उपलब्धि और विद्यालयों की बुनियादी ज़रूरतों के आँकड़े तैयार किये गए हैं।
ये आँकड़े स्कूली शिक्षा की व्यक्ति और समाज के साथ अंत:क्रिया के बारे में कुछ महत्त्वपूर्ण रुझान देते हैं।
रिपोर्ट के अनुसार, स्कूलों में नामांकन और बुनियादी सुविधाओं जैसे पैमानों पर सकारात्मक वृद्धि दर्ज की गई है, लेकिन पढ़ने और गिनने जैसी कुशलताओं में विद्यार्थियों की कमज़ोर हालत स्कूली शिक्षा की प्रक्रिया और प्रभाव के बारे सवाल खड़ा करती है।
दिखाई दे रहे हैं बदलाव
ग्रामीण क्षेत्र में दिखाई दे रहे सार्थक बदलाव शिक्षा के अधिकार कानून के धरातल पर क्रियान्वित होने के परिणाम हैं। यही वज़ह है कि लगभग सभी सरकारी स्कूलों में नामांकन की वृद्धि दर्ज की गई है। ये आँकड़े उत्साहवर्द्धक अवश्य हैं, लेकिन गाँवों में प्राथमिक शिक्षा की वास्तविकता के बारे में केवल इनके आधार पर कोई निष्कर्ष निकलना उचित नहीं होगा।
छह से 14 वर्ष की आयु के बच्चों का स्कूलों में नामांकन लगभग 95% है।
11 से 14 वर्ष आयु तक की विद्यालय न जाने वाली लड़कियों का प्रतिशत केवल 4.1 है।
इसके विपरीत 2014 से 2018 के बीच निजी स्कूलों में नामांकन का आँकड़ा 30-31% के बीच रहा।
शिक्षा का अधिकार कानून-2009 के बाद से स्कूलों की संख्या में वृद्धि, शिक्षकों की नियुक्ति और प्रशिक्षण, शौचालय और खेल के मैदान जैसी बुनियादी सविधाओं में सुधार और स्कूल तक बच्चों को लाने के लिये की जाने वाली पहलों की वज़ह से सरकारी विद्यालयों में नामांकन बढ़ा है।
लेकिन एक-चौथाई सरकारी स्कूलों में आज भी बच्चों का नामांकन प्रतिशत 60 और इससे कम है। इसमें वे बच्चे शामिल हैं जो नि:शुल्क और अनिवार्य शिक्षा का अधिकार न मिलने पर स्कूल नहीं जा पाते हैं और जिनके परिवार शिक्षा का आर्थिक भार नहीं उठा सकते और जो शिक्षा के बदले घरेलू व खेती के कामों में बड़ों का हाथ बँटाते हैं।आलेख :-श्रीमती कल्पना कौशिक ,शिक्षक सरगांव बिलासपुर
