बिलासपुर । छत्तीसगढ़ के पंचायत मंत्री टी.एस.सिंहदेव के आदेश पर जिला पंचायत के आईएएस सीईओ ने भ्रष्ट सरपंच-सचिव के खिलाफ जांच प्रतिवेदन के आधार पर सरकारी मदों की राशि की गबन करने के मामले पर एफआईआर दर्ज करने के आदेश पर जनपद पंचायत सीईओ ने तीन माह तक फाइल दबाकर इन भ्रष्ट सरपंच-सचिव को अपने बचाव करने का मौका दिया और इस मामले को संभागायुक्त के न्यायालय में लगाया गया हैं जहां पर एक साल से मामले पर फैसला करने के बजाए कमिश्नर न्यायालय मामले को दबाकर भ्रष्ट सरपंच-सचिव को अभयदान देने में अहम् भूमिका निभा रहे हैं।
छत्तीसगढ़ विधानसभा के नेता प्रतिपक्ष धरम लाल कौशिक के गृह जिले के जनपद पंचायत बिल्हा एवं बेलतरा विधानसभा क्षेत्र में शामिल ग्राम पंचायत मदनपुर के पूर्व सरपंच विरेन्द्र साहू ,सचिव तुलसी उइके पर ग्रामीणों ने प्रधानमंत्री आवास योजना, स्वच्छ भारत मिशन के तहत शौचालय निर्माण,पेंशन योजना सहित विभिन्न विकास निर्माण कार्यों और विभिन्न मदों पर घोटाला करने की शिकायत मुख्यमंत्री,पंचायत मंत्री के साथ ही कलेक्टर, जिला पंचायत सीईओ से की गई ।जिस पर मुख्यमंत्री, पंचायत मंत्री के आदेश पर जिला पंचायत बिलासपुर में पदस्थ रहे भारतीय प्रशासनिक सेवा के युवा मुख्य कार्यपालन अधिकारी रितेश अग्रवाल ने जांच कमेटी गठित कर जांच करने का आदेश दिए ,जिस पर जांच कमेटी में शामिल सदस्यों ने सभी आरोपों को सत्य पाया और जांच प्रतिवेदन के आधार पर जिला पंचायत के तत्कालीन सीईओ रितेश अग्रवाल ने मदनपुर के पूर्व सरपंच विरेन्द्र साहू के साथ ही सचिव तुलसी उइके पर जनपद पंचायत बिल्हा के मुख्य कार्यपालन अधिकारी को संबंधित थाना में तत्काल एफआईआर दर्ज करने के साथ ही बिलासपुर के अनुविभागीय अधिकारी ( राजस्व ) को सरकारी राशि गबन करने को वसूली करने का आदेश दिए थे मगर तीन माह के भीतर संबंधित अधिकारियों ने तत्कालीन सीईओ रितेश अग्रवाल के आदेश का पालन न कर सरपंच- सचिव को बचाने का मौका दिया ।जिसका फायदा उठाकर सरपंच – सचिव ने बिलासपुर संभाग आयुक्त कार्यालय के न्यायालय में एफआईआर दर्ज न करने और गबन की राशि वसूली पर रोक लगाने को लेकर अपील याचिका लगाए हैं जो लगभग एक साल बीत जाने को हैं मगर कमिश्नर न्यायालय ने इस मामले पर कोई फैसला नहीं किया हैं। जिससे भ्रष्ट पूर्व सरपंच विरेन्द्र साहू ,सचिव तुलसी उइके के हौंसले पूरी तरह से बुलंद हैं। वहीं इस मामले पर संभाग आयुक्त डॉक्टर संजय अलंग से चर्चा करने की कोशिश की गई मगर उनकी व्यस्तता के साथ ही उनके मोबाइल नंबर 9425307888 से संपर्क करने की प्रयास की गई मगर कमिश्नर डॉ. अलंग से संपर्क नहीं हो पाया हैं।
वहीं इस मामले पर पंचायत विभाग के उप संचालक व जिला पंचायत के अतिरिक्त मुख्य कार्यपालन अधिकारी जयप्रकाश शुक्ला ने बताया कि मदनपुर के पूर्व सरपंच- सचिव पर जांच प्रतिवेदन के सूक्ष्म जांच करने के बाद ही जिला पंचायत सीईओ ने एफआईआर दर्ज, गबन की गई राशि वसूली करने का आदेश जारी किए थे और हमने कमिश्नर न्यायालय को पूर्ण दस्तावेज के साथ जवाब प्रस्तुत छैः माह पहले कर चुके हैं। निश्चित रुप से इनके बाद भी कमिश्नर न्यायालय द्वारा उक्त मामले पर साल भर बीत जाने के बाद भी कोई फैसला न करना ,इसी ओर इशारा करता हैं कि कमिश्नर द्वारा न्यायालयीन मामले में जवाब प्रस्तुत होने के बाद भी फैसला न देने से भ्रष्टाचारी पूर्व सरपंच विरेन्द्र साहू,सचिव तुलसी उइके को अभयदान दे रहे हैं । वहीं सोंचनीय विषय हैं कि एक आईएएस अफसर के आदेश को रद्दी की टोकरी में डालकर भ्रष्ट सरपंच- सचिव पर मेहरबानी करना समझ से परे हैं।बहरहाल देखना होगा कि इस मामले पर कमिश्नर डॉ. अलंग अपने अधीन न्यायालय पर शामिल इस प्रकरण पर क्या कार्रवाई करते हैं और भ्रष्टाचारी सरपंच-सचिव को सरकारी राशि घोटाले पर सजा या भ्रष्टाचार करने की छुट दी जाती हैं ,यह तो आने वाला वक्त ही बताएगा।
सचिव कर रही हेराफेरी
वहीं मदनपुर ग्राम पंचायत भ्रष्टाचार की आरोपी सचिव तुलसी उइके को यहां से हटाने के बजाए भ्रष्टाचार करने की छुट जिला पंचायत सीईओ ने दी हैं, शायद यहीं कारण हैं कि खुद इस पर घोटाले सिद्ध होने पर एफआईआर दर्ज करने का आदेश जारी करते हैं पर पालन कराने में असमर्थ हैं और यहां से इन्हें हटाने के बजाए घोटाला करने की पूरी छुट दे दी हैं। सचिव तुलसी उइके के द्वारा 2019-2020 में सरपंच से मिलकर किए घोटाले, फर्जीवाड़ा की सप्रमाण खबर प्रकाशित करने जा रहा है
संजय ने कलेक्टर के रुप में दिए थे आदेश
वहीं बिलासपुर के संभागीय आयुक्त डॉ. संजय अलंग बिलासपुर कलेक्टर के रुप में पदस्थ थे तो मदनपुर के ग्रामीणों ने सामूहिक रुप से कलेक्टर कार्यालय में ही आत्मादाह करने की कोशिश किए थे, और जांच प्रतिवेदन के आधार पर इन्होंने सीईओ को ठोस कार्रवाई करने आदेश दिए थे ।लेकिन कमिश्नर न्यायालय में ड़ेढ साल से प्रकरण धूल चाट रही हैं अब संजय अलंग कमिश्नर बन चुके हैं ,देखना होगा कि इस मामले पर क्या कार्रवाई करते हैं।
राजस्व विभाग के कर्मचारी के साथ फसाने की तैयारी
वहीं इस पूरे मामले को पूर्व उप सरपंच के साथ ही सामाजिक कार्यकर्ता रामू देवदत्त, संतोष गौतम ,लेखराम साहू के साथ ही दर्जनों भर ग्रामीणों ने सप्रमाण शिकायत किया था लेकिन इस मामले पर पंचायत के एक कर्ताधर्ता अपने राजस्व विभाग के कर्मचारी से मिलकर इस पूरे मामले को उजागर करने पर राजस्व विभाग के कर्मचारी की निजी जिदंगी को आधार बनाकर झूठे प्रकरण में फसाने की तैयारी की जा रही हैं।
