वृक्ष लगाओ मनुष्य – धूप, धुआं करो अदृश्य

रोज बढ़ती हुई जनसंख्या ने अपने ही आवरण के बृक्ष,बगीचे,वन को काटकर खेती,खदान,मकान,सड़क,बांध, फैक्ट्री लगाकर इस धरती के तापमान को बढ़ा दिया है ।इससे भूजल स्तर नीचे जा रहा है। गर्मी में पीने के पानी के लिये मनुष्य से ज्यादा शेर,भालू,हाथी,चिड़ियों, वनभैंसा, हिरण,बंदर जैसे वन्यजीवों को तड़पना पड़ता है। जल विद्युत छांव के बिना मेंढक, चीटीं,सरीसृप तो विलुप्त हो जाते हैं वे इन बड़े प्राणियों का१४%आबादी मृत हो रहे हैं।एक सर्वे के अनुसार बृक्षों के कमी से बढ़ती गर्मी व मोबाईल रेडियेशन के कारण पिछले ३० सालों में हमारे गांव- मुहल्लों में कलरव कर हमें सुबह उठाने वाली गौरेया चिड़ियों की आबादी संख्या में ६०% की कमी आई है।
धरती के तापमान में बृध्दि से हिमालय,आल्प्स व उतरीय ठंडीय धुरूवीय आरकटीक प्रदेश विधानसभा दक्षिणी ध्रुवीय अन्टारटीका के बर्फ पिघलने से समुद्र का जलस्तर बढ़ रहा है जिससे समुद्र के किनारे के भूखंड व छोटे-छोटे रिहायशी द्वीप भी इसमेंं डूबते जा रहे हैं। ये पेंड-पौधे व वन अपने डालियों, पत्तियों व आक्सीजन से वाहनों तथा फैक्ट्री से निकलने वाले धुवों व कार्बन को भी रोकते,छानते व अवशोषित करते हैं तथा धरती के सुंदरता,चमक व शीतलता को बनाते रखती है। पर मानवों ने बीसवीं सदी के प्रारंभ में बारूद -विस्फोट से पहाड़,पत्थर तोडकर सड़क बांध बनाने, फैक्ट्री से मोटर- वाहन,बिजली,कागज, सीमेंट,लोहा बनाकर अपना सुख-सुविधायें बढ़ाये हैं।तो दूसरी ओर इन वाहनों से निकलने वाले धुवों ने हमारे आकाश,शहर, गांव को धुंधला,मटमैला कर दिया है।मनुष्य के आंखों में जलनव श्वांस लेने में तकलीफ होती है। फेफड़े ,आंख ,त्वचा से संबंधित बीमारी बढ़ रही है।
अब तो प्लास्टिक ,पन्नी,कागज, इलेक्ट्रॉनिक तार कचरा भी एक समस्या बढ़ रही है।बरसात के समय में नालियों को जाम कर देते हैं जिससे शहरों में पानी भर जाता है। गलियों में नावें चलती है पर ये पेड़पौधे, पहाड़,वन हमारे धरती को उसी तरह जोड़कर रखती है जैसे खिड़की दरवाजे को कील। अतः अब इस बढ़ती हुई तापमान व धुयें की समस्याओं से निजात पाने के लिये समुदाय विशेष सरकार में बैठे बुद्धिजीवियों, नागरिकों को हिम्मत , निश्वार्थ,एकता के साथ कदम उठाकर योजना,नीति बनाकर,फंड लगाकर कार्ययोजना करना शुरू करना चाहिये।
१.प्रत्येक गांव में सरकारी धान-गेहूं- गन्ना बेचनेवाले किसानों के लिये अपने-अपने प्रत्येक खेत के चारों किनारों पर मझोले किस्म का पेड़ रोपित कर सुरक्षित करना अनिवार्य किया जाये ।खरीदी के समय इसका पटवारी/ राजस्व कर्मी से जारी सर्टिफिकेट लाना अनिवार्य किया जाये।
राजबाड़ा कवर्धा निवासी कु. सीमा चंद्रवंशी ने बताया कि सूरज की गर्मी सभी खेत-खलिहान की आर्द्रता को सोखती है । काम करने वालों / मवेशियों के आराम के लिये तथा भू-जल स्तर,खेतों की मिट्टी कटाव रोकने के लिये इस तरह का कोई ठोस कदम उठाना चाहिये।
२.प्रत्येक नदियों के दोनों किनारों के १००१०० मीटर की सीमा तक बृक्षारोपण करनी चाहिये। जिम्मेदारी पंचायतों/नगरीय निकायों की होनी चहिये।
३.गांव और शहर को जोड़ने वाली सड़क को बृक्षारोपड़ के माध्यम से छांव युक्त करना चाहिये। ग्राम धनियां, बिलासपुर की छात्रा कु. काजल पाटनवार ने इच्छा जाहिर की कि ऐसा करने से यात्रियों को छाया,दुर्घटना का डर नहीं रहेगा।
४.शहर, गांव के तालाबों ,पोखरों के किनारों में भी वृक्षारोपण करने की कार्ययोजना होने चाहिये।
५.स्कूल,कालेज, अस्पताल, कार्यालयों के मैदानों,किनारों में पेंड़- पौधे लगाकर आकर्षक वातावरण बनाना चाहिये।
६.भिलाई के छात्र पीयूष चंद्राकर ने चर्चा के दौरान बताया कि स्टील ,सीमेंट,बिजली, कपड़े कारखानों,खदानों के स्थानों में भी वृक्षारोपण कर षप्रदूषण वह कटाव रोकने का काम होना चाहिये।
७.नहर बांध के किनारों में बृक्षारोपण कर पर्यावरणीय_ पर्यटन स्थल बनाना चाहिये।
८.रेगिस्थानी ,पठारी ,तराई क्षेत्रों में भी बृक्षारोपण कर तापमान रोकने का प्रयत्न होना चाहिये।क्योंकि राजस्थान में रेत का फैलाव बढना चिंता का विषय है तो उतराखंड में भूस्खलन बढ़ना।
९.जल बचाव के लिये प्रत्येक २० कि.मी. के क्षेत्र में एक विशेष संरक्षण हेतु बड़ा सा तालाब,पोखर,बांध बनाया जाय।जिसमें जलीय प्राणी_ मछली,कछुआ,बंदा,केकड़ा आदि हों।
१०.थरती को इस तापमान,धुयें से यदि बचाना हैं तो ऐसे कार्यों के लिये अच्छा फंड , सामाग्री व कुशल कर्मचारी हों।
११.ऐसे उपलब्धि देने वाले किसानों,ब्यापारियों,कर्मचारियों ब्यक्तियों को पुरस्कार वितरण नुकसान करने वालों के वियेना दंड भी होना चाहिये।
