बिलासपुर। भारत के छत्तीसगढ़ स्थित सबसे बड़ा जनपद निर्वाचन क्षेत्र के जनपद पंचायत बिल्हा में बीआरजीएफ योजना में किए गए 31 लाख रुपये का घोटाला मामले की जांच चल रही हैं परंतु यह घोटाला जनपद पंचायत सीईओ और उपाध्यक्ष की अहम् की लड़ाई बन चुकी हैं ,शायद यहीं कारण हैं कि इस मामले पर जनपद पंचायत सदस्य भी पूरी तरह से मौन बैठकर मजा ले रहे हैं और यह घोटाला राजनीति का रुप लेती जा रही हैं। फिर भी इस मामले पर क्षेत्रीय नेताओं का मौन रहना भी समझ से परे हैं।
बिलासपुर जिले के बिल्हा जनपद पंचायत के उपाध्यक्ष विक्रम सिंह ने पांच साल पहले बंद हो चुके बीआरजीएफ योजना से एक कम्प्यूटर संचालक को भुगतान करने का मामला रंग राजनीति रंग ले चुकी हैं। बताया जा रहा हैं कि बिल्हा के सपना कम्प्यूटर संचालक को फोटोग्राफी के नाम पर 590 रुपये का चेक दिया गयग था । जिसमें उक्त राशि के पहले 500590रुपये के साथ ही शब्दों में भी इस राशि को बढ़ाया गया और मामले की खबर लगते ही सीईओ बी.आर.वर्मा ने तत्काल संबंधित शाखा के लिपिक जी.आर.शांडिल्य को नोटिस जारी कर जवाब मांगा था लेकिन मामले पर 15 दिन बीत जाने के बाद जनपद पंचायत उपाध्यक्ष विक्रम सिंह ने जिला पंचायत सीईओ से जांच की मांग की हैं और मामले की जांच चल रही हैं। इस बीच सीईओ -उपाध्यक्ष के बीच पत्रवार लड़ाई शुरु हो गई । जिसे अहम और खुद की अस्तित्व की लड़ाई के रुप में जनपद पंचायत सदस्य देख रहे हैं। इस पूरे मामले पर क्षेत्रीय नेताओं का जनपद पंचायत सदस्यों का मौन रहना समझ से परे हैं।
क्या इन बिंदुओं पर जांच होगी :-
(1) पांच साल पहले बंद हो चुके बीआरजीएफ योजना की राशि अब तक पूर्व में पदस्थ सीईओ ,बाबूओं ने क्यों जिला पंचायत को क्यों नहीं लौटाई ?
(2) सपन/ सपना कम्प्यूटर को जारी राशि 590/- की चेक में ओवर राईटिंग कर 500590/- बढ़ाने पर उक्त संस्था के संचालक और बैंक ने जनपद पंचायत को क्यों चेक वापस नहीं किए ?
(3) जनपद पंचायत उपाध्यक्ष ने इस मामले पर केवल सीईओ का व्यक्तिगत नाम से क्यों शिकायत किया जबकि इस चेक में लेखापाल का भी हस्ताक्षर हैं ,,,,,,,,?
(4) जनपद पंचायत सदस्यों का कहना हैं कि भाजपा के राज में हुए घोटाले की जांच भी की जाए,,,,,?
(5) जनपद पंचायत उपाध्यक्ष ने इस मामले पर सभी सदस्यों से मिलकर सामूहिक रुप से क्यों शिकायत नहीं किए,,,,,,,, ?
इनके अलावा कई ऐसे सवाल हैं ,जिनका जवाब जांच कमेटी और जनपद पंचायत सदस्य ही दे पाएंगे।
अंचल के कांग्रेस और भाजपा के माटी पुत्र कद्दावर नेताओं का मौन समझ से परे हैं। वही आखिर सीईओ के साफ सुथरा काम से किस नेता को नुकसान हो रहा है यह भी समझना होगा,,?
वहीं राजनीति गलियारों में चर्चा हो रही है कि क्षेत्रीय कांग्रेस व भाजपा के बड़े नेताओं का मौन क्या वे भी सीईओ बी.आर.वर्मा को हटाने की चाहत रखते हैं,,,?
यही वजह हैं भी राज्य स्तर तक गुंज रहे इस मामले पर सभी मौन साधकर मजा ले रहे हैं।
क्या रिमन का सीईओ बनने का सपना होगा पूरा
इधर वहीं जनपद पंचायत सदस्यों का कहना है कि यह लड़ाई अब उपाध्यक्ष के लिए अस्तित्व की लड़ाई बन गई हैं और जिस तरह से चर्चा हो रही हैं कि यहां पर वह अपने स्वजाति बंधु रिमन सिंह को सीईओ बनाने के लिए बीआर वर्मा को हटाने रणनीति तैयार कर रहे है। जिससे उन्हें अपने अगला पिछला सभी काली – पीली फाइलों को लीपापोती करने में आसानी हो ।
