प्रस्तावित छत्तीसगढ़ फीस विनियमन अधिनियम का स्वागत पर व्यापक संसोधन आवश्यक – धुरंधर

बलौदाबाजार:- पिछले चार दशकों से शिक्षा क्षेत्र में निजी विद्यालयों का प्रभाव निरंतर बढ़ता जा रहा है। पालकों का झुकाव भी निजी विद्यालयों के प्रति रूख किया हैं। सरकार भी शिक्षा के अधिकार कानून के अंतर्गत गरीबी रेखा के नीचे जीवन यापन करने वालों के बच्चों को अच्छी शिक्षा देने के नाम पर 25 प्रतिशत भर्ती निजी क्षेत्र के विद्यालयों में करा कर परोक्ष रूप से निजी विद्यालयों को अच्छा विद्यालय होने का सर्टिफिकेट देने का प्रयास किया है। इन सब के बीच पालक जिसके पास भी निजी विद्यालयों में पढ़ाने का विकल्प है निजी विद्यालयों की ओर उन्मुख हुआ है, इसके चलते शासकीय शालाओं में दर्ज संख्या की निरंतर कमी हुई है तथा शासकीय शालाएं दर्ज संख्या की कमी के चलते बंद भी हुई है। कुल मिलाकर निजी विद्यालयों का समाज में स्वीकार्यता बढ़ी है। अब निजी विद्यालयों द्वारा लिये जाने वाले शुल्क पर विचार व युक्तियुक्त करने का समय आ गया है। कुछ निजी विद्यालय सेवा भाव से शिक्षा क्षेत्र में काम कर रहा है, तो कुछ शिक्षा ‘ टेक्स फ्री ’ होने के कारण औद्योगिक घरानों ने भी हाथ आजमाने व लाभ कमाने की नीयत से इस क्षेत्र में प्रवेश किया है। लाभ कमाने की प्रवृत्ति पर अंकुश व पालकों के हितों की सुरक्षा के लिए अन्य राज्यों में फीस विनियमन अधिनियम बनाया जा चुका है, इसी तारतम्य में छत्तीसगढ़ में भी यह अधिनियम लाया जा रहा है। जिसके लिए शासन की ओर से सुझाव आमंत्रित किया गया। प्रस्तावित अधिनियम का स्वागत करते हुए क्षेत्र के शिक्षाविद् टेसूलाल धुरंधर ने अपना महत्वपूर्ण सुझाव शासन को भेजा है। जो इस प्रकार है:- शाला प्रबंधन द्वारा समस्त प्रकार की राशि चाहे वह कोई भी हो वह शुल्क में स्पष्ट रूप से शामिल होना चाहिए बीच-बीच में अनावश्यक शुल्क मंगाना अनुचित है। विद्यालय स्तरीय फीस विनियामक समिति में प्रबंधन/स्टाफ के सदस्य को शामिल न किया जाए। उसी प्रकार सचिव कलेक्टर द्वारा नामांकित नोडल अधिकारी को बनाया जाए। समितियों में नामांकित शिक्षाविद एवं कानूनविद का कार्यकाल 2 वर्ष स्थान पर 3 वर्ष का रखा जाए। बिना कारण उन्हें न हटाया जावे। वर्तमान में ली जाने वाली फीस को आधार न मानते हुए पहले शालाओं द्वारा ली जाने वाली फीस की समीक्षा की जावे, सुविधाओं के आधार पर विद्यालयों का ग्रेडेशन हो, ग्रेडेशन ए, बी, सी, डी या क, ख, ग, घ किया जा सकता है। सबसे अच्छा विद्यालय को ए तथा सबसे न्यूनतम सुविधाओं वाले विद्यालयों को डी मानकर शुल्क का निर्धारण तद्ानुसार किया जावे। समस्त वार्षिक बढ़ोत्तरी अन्य राज्यों की भांति 10 प्रतिशत से अधिक न हो। नियमों के उल्लंघन करने पर केवल अर्थदंड ही नहीं मान्यता समाप्ति की कार्यवाही तथा 3 वर्ष तक के सजा का प्रावधान भी हो। अभिभावक संघ शब्द का जहां-जहां भी उल्लेख है वहां-वहां पालक भी जोड़ा जावे। पालक के महत्व को अधिनियम में बरकरार रखा जाए। समिति के सदस्यों का मनोनयन समान पद पर अधिकतम दो बार से अधिक न हो। धारा 6 के अंतर्गत क्षेत्र के सरपंच, शहर हो तो पार्षद को आमंत्रित सदस्य के रूप में स्थान दिया जावे। संपूर्ण प्रक्रिया आर.टी.आई. के अधीन हो। पालकों व प्रबंधन दोनों के हितों का सामंजस्य हो। एैसी व्यवस्था हो कि प्रबंधन द्वारा अधिकतम आय की कवायद व पालकों के साथ किया जाने वाला आर्थिक शोषण पर अंकुश लग सके। फीस का निर्धारण चाहे किसी भी स्तर का विद्यालय हो न्यूनतम व अधिकतम तय किया जावे। राज्य स्तरीय समिति का अध्यक्ष उच्चतम न्यायालय के सेवानिवृत्त न्यायाधीश/आईएएस/आईपीएस अधिकारी को नियुक्त किया जावे। छत्तीसगढ़ फीस विनियमन अधिनियम 2020 को बनाने का लक्ष्य अलग अध्याय के रूप में वर्णित किया जावे। ट्यूशन फीस स्टाॅफ की सैलरी के आधार पर तय हो। किताबों के लिये कम से कम तीन दुकानों को चिन्हांकित किया जावे।बच्चों को स्कूल से सामान खरीदने बाध्य न किया जाए। समस्त प्रक्रिया में आर.टी.ई. की धाराओं का उल्लंघन न हो।
