धान की आवक पर किसानों का ब्रेक

सोशल डिस्टेंसिंग से किसान परेशान तो कारोबार जगत रोज बदलते नियमों से हालाकान
खरीददार राज्यों से चावल और पोहा की मांग लगातार कम हो रही
भाटापारा। टूटती कीमतों के बाद किसानों में तेजी से सप्लाई रोकनी शुरू कर दी है। इधर सोशल डिस्टेंसिंग के कड़े नियम को लेकर बढ़ती जा रही कड़ाई ने भी किसानों को परेशान कर रखा है। इसका सीधा असर आवक घटाने के रूप में तेजी से सामने आ रहा है। धान में रबी फसल की आवक से भी भाव में कमी आ चुकी है तो दलहन में अरहर अब भी मजबूती के साथ बनी हुई है। कोरोना वायरस संकट के बीच कड़ी शर्तों के साथ खुली कृषि उपज मंडी में कारोबार के शुरुआती पखवाड़े में तो तेजी बनी रही। गाड़ियां इतनी संख्या में पहुंची थी नंबरिंग सिस्टम जैसे व्यवस्था करनी पड़ी। मिलों की मांग के बाद किसानों ने आवक बढ़ाई। अच्छी कीमत भी मिलने लगी लेकिन एक माह में मिलों को पर्याप्त मात्रा में धान की उपलब्धता के बाद भाव ने जो गोता लगाना चालू किया वह सप्ताह के अंतिम दिन यानी शनिवार को महामाया धान की बोली 1400 रुपए क्विंटल पर आ कर रुकी और हल्की बढ़त के बाद 1700 रुपए पर बंद हुई। शनिवार के पहले तक भाव में जैसी कमी आई उसके बाद किसानों ने आवाज घटानी शुरू कर दी है। रही सही कसर सोशल डिस्टेंसिंग से हो रही परेशानी पूरी कर रही हैं लेकिन नियम का पालन जरूरी है इसलिए हर किसान चुप है।
इसलिए घट रही आवक
हमेशा से अच्छी क्वालिटी और अच्छे भाव देने वाली भाटापारा कृषि उपज मंडी में रबी फसल की आवक भरपूर है। इसका असर कीमतों में कमी के रूप में सामने आ चुका है। मांग से ज्यादा आपूर्ति की स्थिति के बाद यूनिटों ने भाव को नियंत्रित करना चालू कर दिया है। जवाब में अब इस किसान भी आवक में कमी करने लगे हैं। धान की लगभग हर प्रजाति की कीमतें कम हो चुकी है। विष्णुभोग की तो आवक ही बंद हो चुकी है। रही सही कसर सोशल डिस्टेंसिंग जैसे कड़े नियम पूरी कर रहे हैं। जरूरी है इसलिए चाह कर भी किसान कुछ नहीं कर पा रहे हैं। यह भी आवक में कमी की एक वजह बताई जा रही है।
इसलिए मिलों ने कम की खरीदी
पोहा मिलों की संख्या ज्यादा है लिहाजा महामाया धान की खेती का रकबा भी अच्छा-खासा है। इसका परिणाम पूरे साल भरपूर आवक के रूप में देखने में मिलता रहा है लेकिन कोरोनावायरस संकट के बीच लॉक डाउन से पोहा उद्योग निर्यातक राज्यों से कमजोर मांग का सामना कर रहा है। भाव अच्छे नहीं मिलने से पोहा मिलें धान की खरीदी कर तो रही है लेकिन इतनी मात्रा में नहीं जितनी उनकी क्षमता है। यहां भी नए-नए नियम और रोज बदलती व्यवस्थाएं कारोबार को गति देने में रुकावट का काम कर रही है इसलिए मिलों में स्टॉक की भी रुचि खत्म हो चुकी है। फिलहाल 7 से 15 दिन का ही स्टॉक बनाकर चला जा रहा है। यही हाल चावल मिलों की भी है।
ऐसा रहा शनिवार का दिन
कृषि उपज मंडी में शनिवार को धान की आवक लगभग 12000 से 15000 बोरे की रही तो दलहन में 3000 से 5000 बोरा की आवक दर्ज की गई। भाव की बात करें तो महामाया 1400 से 1700 रुपए क्विंटल पर रहा। एचएमटी 1900 से 2000 रुपए, सियाराम 2200 से 2250 रुपए और सरना हमेशा की तरह 1400 से 1500 रुपए क्विंटल पर नीलाम हुआ। दलहन में अरहर 5200 से 5300 रुपए, चना खैरी 35 साल से 4000 रुपए प्रति क्विंटल, तीवरा 3500 से 3600 रुपए और बटरी 3650 से 3700 रुपए पर नीलाम हुई। गेहूं 1700 से 1900 रुपए क्विंटल पर नीलाम हुआ। इसमें भाव फिलहाल स्थिर बने हुए हैं।
