बिलासपुर। प्रति वर्ष वर्षा ऋतु में पूरा प्रशासन सामाजिक संगठनों के साथ हजारों पौधे रोपित करता है । उक्त अवसर पर दैनिक अखबारों का पूरा पृष्ठ वृक्षारोपण करते फ़ोटो भर होता है । करोड़ों रुपया का वारा न्यारा करने वाले प्रदेश के वन विभाग, जिला प्रशासन को अपने दायित्वों का बोध शायद अब नहीं दिख रहा है ।
अधिकतर पौधे मर गए हैं,,, ।
वही गत माह महामहिम के आगमन पर प्रोटोकॉल के मद्देनजर करोड़ रूपया साज सज्जा रंग रोगन में फूंकने वाली नौकरशाह प्रशासक की कारनामे आप सरकंडा से सेंदरी तक डिवाडर के बेजुबान पौधों को देख सकते हैं ।अभी ज्यादा दिन नहीं बीते हैं जब बिलासपुर पधारे देश के महामहिम राष्ट्रपति श्री रामनाथ कोविद जी के स्वागत में न केवल गुरु घासीदास विश्वविद्यालय के प्रबंधन, वरन प्रदेश शासन और जिला प्रशासन ने, एक तरह से पलक पांवड़े ही बिछा दिए थे। महामहिम राष्ट्रपति 1 मार्च को बिलासपुर पहुंचे राष्ट्रपति जी के स्वागत में शासन के किसी भी विभाग ने अपने तरफ से कोई कसर बाकी नहीं छोड़ी थी। छत्तीसगढ़ भवन और अरपा के नए पुल के रंग रोगन से लेकर हर तरह का सजावटी काम किया गया। इसी क्रम मे अरपापार सरकंडा क्षेत्र में लोधी पारा से सेंदरी तक सड़क के बीचों बीच डिवाइडर पर हजारों हजारों पौधे लाकर रोपित किए गए। जिससे महामहिम के आगमन के दौरान बिलासपुर से कोनी और उससे आगे तक की सडक पर हरियाली बनी रहे। किए गए इस पौधा रोपण में कितने लाख या करोड़ रुपए खर्च किए गए…?
येतो नौकरशाह ही बता सकते हैं । उस दौरान सरकंडा लोधी पारा से लगभग सेंदरी तक सड़क के बीचो-बीच लगाए गए हजारों हजार पौधों की उपेक्षा और दुर्दशा की ओर लोगों का ध्यान आकर्षित करना है। लोगों का कहना है कि राष्ट्रपति महोदय के बिलासपुर से वापस दिल्ली जाने के बाद इन सैकड़ों हजारों पौधों को एक दिन भी पानी नहीं दिया गया। वह तो गनीमत है कि गाहे-बगाहे हुई बेमौसम की बारिश से इन उपेक्षित पौधों का गला तर होता रहा और उन्हें जिंदगी मिलती रही। लेकिन लगातार पानी की कमी के कारण तकरीबन 5 किलोमीटर लंबे डिवाइडर पर लगे हजारों पौधे सूखने और मरने की ओर हैं। आधे से अधिक पौधे पानी के इंतजार में दम तोड़ चुके हैं। वही बाकी हजारों पौधे भी उसी राह की ओर है। यहां सवाल यह है कि क्या महामहिम राष्ट्रपति के आगमन पर इन पौधों को मरने के लिए ही डिवाइडर पर लगाया गया था..?
या फिर इन्हें नियमित रूप से पानी देने की कोई व्यवस्था क्यो नही की गई । वैसे यह कोई अपनी तरह का अकेला मामला नहीं है।
हम सब हर साल पौधारोपन और उसका हश्र देखते हैं,,,
बिलासपुर जिले में विभिन्न विभागों तथा जिला प्रशासन की ओर से हर साल लगाए जाने वाले लाखों पौधों में से अधिकांश इसी तरह बिना पानी के दम तोड़ देते हैं। यह साफ दिखाई दे रहा है कि अगर लोधीपारा से लेकर सेंदरी तक डिवाइडर पर लगे इन पौधों को तत्काल और निरंतर पानी देने की व्यवस्था नहीं की गई। तो इनका भी राम नाम सत्य होना तय दिखाई दे रहा है।
