आखिर जमीन माफिया ही क्यो मांग रहे हैं : फ्री होल्ड योजना की जमीन, वार्डों में घोटाले की बम्पर आसार

बिलासपुर—-सरकार की फ्री होल्ड जमीन योजना पर अब उंगलिया उठने लगी है। लोगों ने महसूस करना शुरू कर दिया है कि सरकार की नीतियों की कमी का भू-माफिया जमकर फायदा उठा रहे है। मजेदार बात है कि राजस्व अधिकारी जमीन माफियों को रास्ते भी दिखा रहे है। जमीन विवाद को लेकर प्रदेश में कुख्यात क्षेत्र लिंगियाडीह,मोपका का विवादास्पद दायरा अब चिल्हाटी तक पहुंच गया है। जानकारी के अनुसार क्षेत्र के सक्रिय पुराने भू-माफिया की बांछे खिल गयी हैं। अब लायसेंस के साथ जमीन हड़पने की योजना बनाकर शासन की नीतियों का पलीता लगाने का फैसला कर लिए हैं। मजेदार बात है कि इन्हें राजस्व के अधिकारियों का भरपूर समर्थन भी मिल रहा है।
जानकारी हो कि राज्य शासन ने नजूल की ऐसी जमीन जिस पर लोग लम्बे समय से काबिज है या अपने अधिकार क्षेत्र में लम्बे समय से रखे हैं। उनके लिए फ्री होल्ड योजना के तहत निर्धारित नियमों के अनुसार आवेदन पर जमीन देने का फैसला किया है। योजना के बाद राजस्व अधिकारियों और जमीन माफियों की बांछे खिल गयी है। देखते ही देखते आवेदनों का अम्बार लग गया है। मजेदार बात है कि आवेदन करने वालों में ज्यादातर सक्रिय भू-माफिया ही हैं। जिनकी पहले से ही सरकारी जमीनों पर नजर रही है। और मिलीभगत कर जमीन हड़पते भी रहे हैं। अब शासन की नई नीति से इन्हें सरकारी जमीन हड़पने का लायसेंस मिल गया है।
मजेदार बात है कि सर्वाधिक आवेदन लिंगियाडीह और मोपका समेत चिल्हाटी के लिए आए हैं। शहर में इस बात को लेकर जमकर चर्चा है कि ज्यादातर ऐसे लोगों ने जमीन के लिए आवेदन किया हैं..जिन पर पहले से ही सरकारी जमीन हड़पने का आरोप है। यह अलग बात है कि सेटिंग और फर्जी दस्तावेज बनाने में माहिर इन जमीन माफियों का आज तक बाल भी बांका नहीं हुआ है। जाहिर सी बात है कि इन्हें राजस्व अधिकारियों का भरपूर आशाीर्वाद जो मिल रहा है।
बहरहाल फ्री होल्ड जमीन योजना के तहत ज्यादातर आवेदन जमीन माफियों के ही हैं। ऐसी जमीन के लिए उन्होने आवेदन दिया है जिन पर उनकी नजर लम्बे समय से थी । कई जमीनों को तो इन माफियों ने कूटरचना के सहारे पहले से ही हासिल कर लिया है। अब लायसेंस की हरी झण्डी मिलने के बाद इन्होने लिंगियाडीह, मोपका, चिल्हाटी और बहतराई क्षेत्र में नंगा नाच करना शुरू कर दिया है।
अन्दर से मिली जानकारी के अनुसार क्षेत्र के पटवारी इन माफियों को भविष्य में जमीन की कीमत का हवाला देकर आवेदन करवा रहे हैं। और हिस्सेदार भी बन रहे हैं। आवेदन करने वाले चेहरे ऐसे हैं…जिन्हें पूरा शहर जमीन खोर के नाम से जानता है। सब लोग यह भी यह भी जानते है कि इन्होने अब तक कई सरकारी जमीनों को कूटरचना कर अपना बना लिया है। प्लाटिंग कर बेच भी दिया है। मजेदार बात है कि इस बात की जानकारी राजस्व अधिकारियों को भी अच्छे तरीके से है। लेकिन उनकी मजबूरी है कि अपने गैर शासकीय साथियों का विरोध नहीं कर सकते हैं। क्योंकि खुद इस घोटाले में बराबर के भागीदार जो हैं। जानकारी के अनुसार राजस्व के कई अधिकारियों का इन जमीन माफियों के साथ पहले से ही पीपीपी माडल में काम चल रहा है।
बताते चलें कि अभी हाल में सरकारी नीतियों के तहत जमीन मांगनें वालों ने ईश्तहार छपवाया है। इश्तेहार में ज्यादातर ऐसे नाम हैं..जिन पर पहले से ही अवैध प्लाटिंग और जमीन माफियो का टैग लगा है। यदि किसी ने ईश्तहार पर गौर किया होगा तो…कई खसरों पर एक ही परिवार के आधा दर्जन से अधिक लोगों ने कई हजार वर्गफिट जमीन की मांग की है। परिवार के सभी सदस्यों के बीच माता पिता.बेटा,बहू और भाई का रिश्ता है। इन सबका राजस्व अधिकारियों से भी अच्छा नाता है। खुद राजस्व अधिकारी इन जमीन माफियों को ना केवल जमीन बता रहे हैं बल्कि अपने नाम का खूंटा भी गड़वा रहे हैं।
कुछ लोगों ने नाराजगी जाहिर करते हुए कहा कि दरअसल शासन की नीतियों में ही खोट है। और राजस्व अधिकारियों की नीयत से लोग पहले से ही परिचित है। जमीन माफियों से उनका सम्बन्ध चोली दामन का है। जब सरकार ही अपनी जमीन भू-माफियों को बेचने पर अमादा है तो शहर का भाग्य भगवान भरोसे हैं।
शहर के गणमान्य लोगों ने बताया कि सरकार की नीति समझ से परे है। ऐसा लगता है कि यह योजना भू-माफियों के लिए ही लायी गयी है । जाहिर सी बात है कि नियमानुसार कोई भी औसत कमाई वाला इंसान इन नीतियों के तहत कब्जे की जमीन का भुगतान नहीं कर सकता है। स्प्ष्ट है कि सरकार की यह नीति जमीन माफियों के लिए ही लायी गयी है। जिसमें राजस्व अधिकारी जमीन माफियों के साथ बहती गंगा में हाथ धोने से बाज नहीं आ रहे हैं।
