नई दिल्ली – जब हम किसी संकल्प को आगे बढ़ाते हैं तो उसे सिद्धि तक पहुंचाने की जिम्मेदारी भी उतनी ही अहम होती है। ग्लोबल मिलेट्स कॉन्फ्रेंस जैसे आयोजन ना सिर्फ ग्लोबल गुड्स के लिये जरूरी है बल्कि ग्लोबल गुड्स में भारत की बढ़ती जिम्मेदारी का भी प्रतीक हैं।आज विश्व जब इंटरनेशनल मिलेट ईयर मना रहा है तो भारत इस अभियान की अगुवाई कर रहा है। भारत के कहने पर ही संयुक्त राष्ट्र ने 2023 को अंतर्राष्ट्रीय मिलेट्स वर्ष किया घोषित था। दो दिनों तक चलने वाले ग्लोबल मिलेट्स (श्री अन्न) सम्मेलन में सौ से अधिक देशों के कृषि मंत्रियों, मोटे अनाज के शोधार्थियों ने हिस्सा लिया है। भारत के 75 लाख से ज्यादा किसान आज इस समारोह में वर्चुअली हमारे साथ मौजूद हैं , जो इसके महत्व को दर्शाता है।
उक्त बातें प्रधानमंत्री नरेन्द्र मोदी ने आज पूसा स्थित इंडियन एग्रीकल्चर रिसर्च सेंटर कैम्पस के सुब्रमण्यम हाल में ग्लोबल मिलेट्स यानि श्री अन्न सम्मेलन का उद्घाटन करते हुये कही। इसके अलावा यहां पीएम ने श्री अन्न वैश्विक उत्कृष्ट शोध केंद्र का शुभारंभ एवं डाक टिकट और इंटरनेशनल मिलेट्स ईयर 2023 के आधिकारिक सिक्के का अनावरण किया। प्रधानमंत्री ने बायर सेलर मीट और प्रदर्शनी का भी उद्घाटन किया। इस अवसर पर उन्होंने कहा कि मिलेट्स फूड प्रोडक्ट की बिक्री 30 फीसदी बढ़ी है , अब जगह-जगह मिलेट्स कैफे नजर आने लगे हैं। मिलेट्स को वन डिस्ट्रिक्ट वन प्रोडक्ट स्कीम के तहत भी सिलेक्ट किया गया है। श्री अन्न उगाने वाले किसान छोटे किसान हैं। भारत में मिलेट्स की पैदावार से करीब ढाई करोड़ छोटे किसान सीधे तौर पर जुड़े हुये हैं। पीएम ने कहा कि श्रीअन्न केमिकल मुक्त खेती का सबसे बड़ा आधार है। कई राज्यों में मिलेट्स की खेती प्रमुखता से की जा रही है। भारत का मिशन देश के ढाई करोड़ किसानों के लिये वरदान साबित होने जा रहा है ,क्योंकि आजादी के बाद पहली बार मिलेट्स पैदा करने वाले ढाई करोड़ छोटे किसानों की किसी सरकार ने सुध ली है। इसका मार्केट बढ़ने से किसानों को सीधे तौर पर फायदा होगा , इससे उनकी आय बढ़ेगी और ग्रामीण अर्थव्यवस्था को भी ग्रोथ मिलेगी।
प्रधानमंत्री ने कहा कि श्री अन्न पर काम करने वाले 500 से ज्यादा स्टार्टअप शुरू हो चुके हैं। स्वयं सहायता समूहों की मदद से महिलायें भी मिलेट्स के प्रोडक्ट बना रही हैं। गांव से निकलकर ये प्रोडक्ट सुपरमार्केट तक पहुंच रहे हैं। यानि देश में पूरी सप्लाई चेन विकसित हो रही है। इससे युवाओं को ना सिर्फ रोजगार मिल रहा है , बल्कि छोटे किसानों की भी मदद हो रही है। उन्होंने कहा कि भारत इस समय जी -20 की अध्यक्षता कर रहा है। भारत का लक्ष्य है वन अर्थ , वन फैमिली , वन फ्यूचर यानि एक पृथ्वी, एक परिवार, एक भविष्य है। पूरे विश्व को एक परिवार मानने की भावना इंटरनेशनल मिलेट्स ईयर में भी झलकती है। पीएम मोदी ने कहा कि मुझे गर्व है कि भारत ‘अंतर्राष्ट्रीय बाजरा वर्ष’ का नेतृत्व कर रहा है , ग्लोबल मिलेट्स कॉन्फ्रेंस जैसे आयोजन भारत की बढ़ती जिम्मेदारी का प्रतीक भी है। प्रधानमंत्री ने कहा कि ‘श्री अन्न’ केवल खेती या खाने तक सीमित नहीं हैं। जो लोग भारत की परंपराओं से परिचित हैं वह ये भी जानते हैं कि हमारे यहां किसी के आगे ‘श्री’ ऐसे ही नहीं जुड़ता है। जहां ‘श्री’ होता है वहां समृद्धि भी होती है और समग्रता भी होती है। ‘श्री अन्न’ भी भारत में समग्र विकास का माध्यम बन रहा है इसमे गांव भी जुड़ा है और गरीब भी जुड़ा है। श्री अन्न यानि देश के छोटे किसानों के समृद्धि का द्वार , देश के करोड़ों लोगों के पोषण का कर्णधार , देश के आदिवासी समाज का सत्कार , कम पानी में ज्यादा फसल की पैदावार , केमिकल मुक्त खेती का बड़ा आधार , क्लाइमेट चेंज की चुनौतियों से निपटने में मददगार है। पीएम ने आगे कहा कि श्री अन्न को वैश्विक आंदोलन बनाने के लिये हमने अथक प्रयास किया है। वर्ष 2018 में हमने मोटे अनाज को पोषक अनाज घोषित किया था। इसे हासिल करने के लिये हमने किसानों को जागरूक किया और बाजार में रुचि पैदा की। हमारे युवा साथी किस प्रकार के नये-नये स्टार्टअप लेकर इस क्षेत्र में आये हैं , ये भी अपने आप में प्रभावित करने वाला है। ये सभी भारत की प्रतिबद्धता को प्रदर्शित करता है। प्रधानमंत्री नरेन्द्र मोदी ने मिलेट्स की खासियत बताते हुये कहा कि भारत में बाजरा मुख्य रूप से बारह – तेरह राज्यों में उगाया जाता है। हालांकि इन राज्यों में प्रति व्यक्ति घरेलू खपत दो – तीन किलोग्राम प्रति माह से अधिक नहीं थी , आज यह बढ़कर चौदह किग्रा प्रतिमाह हो गया है। उन्होंने कहा जलवायु लचीला होना मिलेट्स की ताकत है। बहुत प्रतिकूल जलवायु परिस्थितियों में भी मिलेट्स का आसानी से उत्पादन हो जाता है। इसकी पैदावार में पानी भी कम लगता है जिससे पानी की कमी वाली जगहों के लिये भी इसे एक पसंदीदा फसल माना जाता है। वहीं इथियोपिया की राष्ट्रपति सहले-वर्क ज़ेवडे ने कहा कि भूखमरी को खत्म करने , जलवायु परिवर्तन को अपनाने और कृषि खाद्य पदार्थों को बदलने के लिये मिलेट्स बेहद महत्वपूर्ण हैं। मुझे विश्वास है कि यह सम्मेलन मिलेट्स के प्रति बनाई जाने वाली नीतियों की ओर ध्यान आकर्षित करेगा।
गौरतलब है कि दो दिवसीय इस कार्यक्रम में 100 से ज्यादा देशों के कृषि मंत्री , मिलेट्स के रिसर्चर्स और प्रतिनिधि शिरकत करेंगे। इसके मद्देनजर यह साल भारत के लिये बहुत ही अहम माना जा रहा है , क्योंकि भारत 2023 में जी -20 की मेजबानी कर रहा है। सरकार ने मिलेट्स को जी -20 बैठकों का भी एक हिस्सा बनाया है। भारत सरकार का लक्ष्य अंतरराष्ट्रीय मिलेट्स वर्ष 2023 को किसानों , उपभोक्ताओं के समग्र लाभ और जलवायु के लिये एक जनआंदोलन बनाना है। इसी सिलसिले को आगे बढ़ाने के लिये भारत सरकार ने आईवाईएम 2023 के लक्ष्यों को हासिल करने और भारत को ‘मोटे अनाजों के वैश्विक केंद्र’ के रूप में स्थापित करने के लिये बहु-हितधारक सहयोगपूर्ण दृष्टिकोण अपनाया है। इसमें किसानों , स्टार्ट-अप , निर्यातकों , खुदरा व्यवसायों , होटल संघों तथा भारत और विदेशों में सरकार के विभिन्न अंगों को शामिल किया गया है। वर्ष 2023 मोटे अनाजों को अपनाने और बढ़ावा देने के लिये राष्ट्रीय व अंतर्राष्ट्रीय स्तर पर साल भर चलने वाले अभियान और अनेक गतिविधियों का साक्षी बनेगा। उल्लेखनीय है कि संयुक्त राष्ट्र महासभा (यूएनजीए) ने 05 मार्च 2021 को वर्ष 2023 को अंतर्राष्ट्रीय मिलेट्स वर्ष के रूप में घोषित किया था। भारत सरकार द्वारा पेश किये गये प्रस्ताव को 72 देशों का समर्थन मिला था। इस घोषणा के माध्यम से यूएनजीए का उद्देश्य खाद्य सुरक्षा और पोषण के लिये पोषक अनाज (श्री अन्न) के बारे में जागरुकता बढ़ाना , अनुसंधान एवं विकास और विस्तार में निवेश बढ़ाना व श्री अन्न की उत्पादकता और गुणवत्ता में सुधार के लिये हितधारकों को प्रेरित करना है।
