रायपुर । अखिल भारतीय कूर्मि महासभा के राष्ट्रीय प्रवक्ता डॉ. जीतेन्द्र कुमार सिंगरौल के साथ आलोक चंद्रवंशी, पोषण चंद्राकर एवं रघुनंदन साहू सहित अन्य पिछड़ा वर्ग के प्रतिनिधिमंडल ने छत्तीसगढ़ के राज्यपाल महामहिम अनुसुईया उईके से मुलाकात कर भूपेश सरकार द्वारा दिनॉक 02 दिसम्बर 2022 को छत्तीसगढ़ विधानसभा में अनुसुचित जाति, जनजाति एवं ईडब्लूएस को जनसंख्या के अनुपात में प्रतिनिधित्व (आरक्षण) पर पारित विधेयक का स्वागत एवं समर्थन करते हुए महामहिम राज्यपाल को शीघ्र विधेयक पर हस्ताक्षर करने का अनुरोध किया गया। प्रतिनिधि मंडल ने राज्यपाल महोदया को ज्ञापन सौंपकर अन्य पिछड़ा वर्ग को आबादी के आधार पर समानुपातिक प्रतिनिधित्व (आरक्षण) देने पर मांग रखते हुए ध्यान आकृष्ट कराया गया कि अन्य पिछड़ा वर्ग (ओबीसी) को क्वांटिफायबल डाटा कमीशन से प्राप्त आंकड़ों के अनुसार ओबीसी की आबादी लगभग 42.43 प्रतिशत होने के बाबजूद केवल 27 प्रतिशत प्रतिनिधित्व का प्रावधान किया गया है इसके अलावा संभागीय नियुक्ति में भी ओबीसी समुदाय के लिए अधिकतम 27 प्रतिशत का प्रावधान किया गया है; जबकि अनुसुचित जाति, जनजाति एवं ईडब्लूएस को जनसंख्या के अनुपात में प्रतिनिधित्व देने का प्रावधान है।

प्रतिमंडल ने चर्चा के दौरान महामहिम को अवगत कराया गया कि कई संभाग/जिला में अन्य पिछड़ा वर्ग की जनसंख्या 72 प्रतिशत तक भी है, किन्तु उन्हें जनसंख्या के अनुपात में नहीं बल्कि अधिकतम 27 प्रतिशत प्रतिनिधित्व का प्रावधान किया गया है; जो कि ओबीसी समुदाय के साथ न्याय संगत एवं संवैधानिक नहीं होने पर चिंता व्यक्त किए। प्रतिनिधि मंडल ने नौकरी में ओबीसी के प्रतिनिधित्व कम होने पर भी महामहिम को बैकलॉक भर्ती के माध्यम से शीघ्र नियुक्ति हेतु कार्यकाही कराने का अनुरोध किए है साथ ही आरक्षण रोस्टर पर भी विस्तार से चर्चा करते हुए तमाम कानूनी पहुलूओं पर महामहिम राज्यपाल का ध्यान आकृष्ट कराया गया।

इसके अलावा प्रतिनिधि मंडल ने तमिलनाडू, कर्नाटक व केरल जैसे राज्यों में अन्य पिछड़ा वर्ग को जनसंख्या के अनुपात में क्रमशः 50, 49 व 40 प्रतिशत आरक्षण की व्यवस्था लागू होने का उल्लेख करते हुए राज्य सरकार को उन राज्यों की भंाति भी अन्य पिछड़ा वर्ग के लिए संभाग/जिला में जनसंख्या के अनुरूप प्राप्त आंकड़ों के अनुक्रम में 42 प्रतिशत आरक्षण लागू कराए जाने का आग्रह किया है साथ ही प्रतिमंडल मंडल ने उपरोक्त मुद्दों पर विस्तार से ओबीसी समाज के हित में अपने पक्ष रखें। माननीय महामहिम राज्यपाल महोदया ने शीघ्र सभी वर्गों की हितों की रक्षा के लिए बिना किसी तकनीकी एवं कानूनी व्यवधान के आरक्षण लागू होने पर अपनी सहमति व्यक्त किए।
