धान के समर्थन मूल्य पर भारत सरकार के इंकार के बाद छत्तीसगढ़ सरकार 15 नवंबर को दिल्ली में मार्च करने जा रही है। इसके लिए युद्ध स्तर पर तैयारी शुरू हो गई है। मार्च में हिस्सा लेने 600 गाड़ियों में 20 हजार कांग्रेस नेता और कार्यकर्ता 13 नवंबर को दिल्ली रवाना होंगे। भारत सरकार के खिलाफ दिल्ली में किसी राज्य सरकार का अब तक यह सबसे बड़ा प्रदर्शन होगा। एक बार अजीत जोगी सरकार ने भी धान के समर्थन मूल्य को लेकर दिल्ली में गिरफ्तारी दी थी। लेकिन, उसमें सिर्फ सीएम अजीत जोगी और उनके मंत्री एवं कुछ विधायक शामिल थे।
ज्ञातव्य है, धान के उपार्जन में केंद्र सरकार की सीधी “ना” के जवाब में कांग्रेस ने “चलो दिल्ली” का नारा दिया है। सीएम भूपेश बघेल इस आंदोलन को लीड करेंगे। कांग्रेस इस दिल्ली मार्च को सफल नहीं बल्कि सफलतम बनाने की पुरज़ोर क़वायद में जुट गई है।
जो ठान लिया फिर वो करना है वाली तासीर के सीएम भूपेश बघेल ने दरअसल दिल्ली मार्च का फ़ैसला यूँ ही नहीं लिया है। यदि केंद्र सरकार नहीं मानेगी, और सेंट्रल पुल में सूबे का धान शामिल नहीं किया तो प्रदेश में धान का स्टॉक सवाल ही नहीं मसला बन जाएगा। तीस हज़ार मीट्रिक टन धान का आखिर किया क्या जाएगा। और इसलिए दिल्ली मार्च का फ़ैसला लिया गया।
प्रस्तावित दिल्ली मार्च का कार्यक्रम तेरह नवंबर का है, याने तेरह नवंबर को क़ाफ़िला दिल्ली के लिए कूच करेगा। इस क़ाफ़िले की कमान सम्हालेंगें कांग्रेस से संगठन प्रभारी पी एल पुनिया, प्रदेश कांग्रेस अध्यक्ष मोहन मरकाम और खुद मुख्यमंत्री भूपेश बघेल।
इस यात्रा में शामिल होने के लिए कांग्रेस ने जो संसाधन की व्यवस्था की है वो दिलचस्प है। घोषित तौर पर जो व्यवस्था है वह यह है कि जिन्हें चलना है वे अपने साधन खुद तय करें याने वाहन भी डीज़ल भी। कांग्रेस संगठन टेंट पंडाल और राशन लेकर चलेगा। 13 नवंबर से शुरु हुआ सफर 15 नवंबर को दिल्ली में ख़त्म होगा, और इस बीच खाने पीने की व्यवस्था तंबू गाड़ कर की जाएगी। आप कह सकते हैं कि तीन दिन के इस सफ़र में नदी किनारों पर कई पंडाल लगेंगे जहां भोजन पानी और क्षणिक आराम की व्यवस्था होगी।
रायपुर से दिल्ली की दूरी सड़क से तय करेगा लेकिन रास्ता कौन सा होगा, यह अभी स्पष्ट नहीं किया गया है। यह रास्ता महाराष्ट्र या मध्यप्रदेश से होकर तय किया जा सकता है।
