भले ही देश इस वक्त मंदी की मार से जूझ रहा हो, लेकिन छत्तीसगढ़ में जमीनों की बिक्री में ऐतिहासिक बढ़ोतरी हुई है. 25 जुलाई से 10 सितंबर तक की अवधि में ही राज्य में 27 हजार 393 रजिस्ट्री हुई है. इसके ऐवज में राज्य सरकार को 152 करोड़ रूपए राजस्व की प्राप्ति हुई है. जबकि इसी अवधि में पिछले साल 17 हजार 852 रजिस्ट्री हुई थी और सरकार को महज 90 करोड़ का राजस्व मिला था. आंकड़ों की माने तो करीब 69 फीसदी अतिरिक्त राजस्व सरकार को मिला है. आंकड़ों में यह बढ़ोतरी भूपेश सरकार के उस फैसले के बाद हुआ है, जिसमें सरकारी जमीन की कीमत यानी कलेक्टर गाइडलाइन में 30 फीसदी की कमी की गई थी. रियल स्टेट के जानकारों ने सरकार के इस फैसले को वाजिब बताते हुए कहा था कि मंदी के दौर में भी रियल स्टेट के कारोबार को यह सहारा देने वाला फैसला है.
दरअसल साल 2008 से 2018 तक हर साल जमीन की सरकारी कीमतों में करीब दस फीसदी की बढ़ोतरी होती चली गई थी. इसका असर यह हुआ था कि जमीन की सरकारी कीमत बाजार भाव से ज्यादा हो गई थी. यानी बाजार में जिस जमीन की कीमत कम थी, उसे खरीदने के बाद दोगुना बढ़ी हुई कीमत पर रजिस्ट्री करानी पड़ रही थी. जानकार बताते हैं कि इससे जमीन और मकान की कीमतों में बेतहाशा बढ़ोतरी हो गई थी.
छत्तीसगढ़ गठन के बाद यह पहली बार हुआ था कि सरकार ने जमीन की गाइडलाइन दर घटाई थी. करीब तीन साल पहले तमिलनाडू सरकार ने भी कलेक्टर गाइडलाइन कम करने का प्रयोग किया था. तब जमीन की सरकारी कीमत में तीस फीसदी कमी की गई थी. आंकड़ें बताते हैं कि इसके बाद वहां रजिस्ट्री में 31 फीसदी का ग्रोथ आया था. छत्तीसगढ़ के साथ-साथ मध्यप्रदेश में भी इसी साल जुलाई में इसे लागू किया गया था.
राज्य में छोटे भूखंडों की रजिस्ट्री पर रोक लगी थी, जिसे भूपेश सरकार ने हाल ही में हटाया था. छोटे भूखंडों की बिक्री में इससे काफी तेजी आई. एक जनवरी से लेकर अब तक के आंकड़ों पर नजर डाले, तो करीब 76 हजार छोटे भूखंडों की रजिस्ट्री हुई है.
