गुणवत्ताहीन और अमानक कार्यों पर लोक निर्माण विभाग की कड़ी कार्रवाई जारी – एसडीओ और उप अभियंता निलंबित, ईई को कारण बताओ नोटिस
बिलासपुर. 9 जनवरी 2026. लोक निर्माण विभाग द्वारा सड़क निर्माण के गुणवत्ताहीन एवं अमानक कार्यों के जिम्मेदार अधिकारियों के विरूद्ध कड़ी कार्रवाई लगातार जारी है। उप मुख्यमंत्री तथा लोक निर्माण मंत्री अरुण साव के अनुमोदन के बाद राज्य शासन ने आज कांकेर के दमकसा से पेटेचुआ मार्ग में गुणवत्ताहीन और अमानक कार्य पाए जाने पर दो अभियंताओं को निलंबित करने के साथ ही कार्यपालन अभियंता को कारण बताओ नोटिस जारी किया है।
लोक निर्माण विभाग के बस्तर परिक्षेत्र के मुख्य अभियंता द्वारा कांकेर जिले के दमकसा से पेटेचुआ मार्ग में गुणवत्ताहीन कार्य के संबंध में प्रस्तुत जांच प्रतिवेदन के आधार पर विभाग द्वारा यह कार्रवाई की गई है। विभागीय जांच प्रतिवेदन के अनुसार संपूर्ण डामरीकरण का कार्य अमानक स्तर एवं लंबाई 6.80 कि.मी. में पुनः डामरीकरण कार्य संपादित कराये जाने में लोक निर्माण विभाग के चारामा उप संभाग के अनुविभागीय अधिकारी के.एस. कंवर और उप अभियंता एम.के. खरे ने पर्याप्त सर्वेक्षण नहीं किया। साथ ही लगभग 70 प्रतिशत एम.एस.एस. पूरा उखड़ जाने, डामरीकरण मे बी.एम. की मोटाई भी एक समान नहीं पाये जाने, कोर लेने पर सैंपल टुकड़े-टुकड़े होकर निकलना तथा डामर बिछाते वक्त प्रॉपर कम्पैक्शन नहीं होना पाया गया। डामरीकरण में बिटुमिन कंटेन का भी ध्यान नहीं रखा गया। सड़क निर्माण में गुणवत्ताहीन एवं अमानक स्तर का कार्य कराये जाने पर विभाग ने दोनों अभियंताओं को निलंबित करते हुये उनका मुख्यालय नवा रायपुर स्थित प्रमुख अभियंता कार्यालय निर्धारित किया है। दोनों को निलंबन अवधि में नियमानुसार जीवन निर्वाह भत्ते की पात्रता होगी।
लोक निर्माण विभाग के कांकेर संभाग के कार्यपालन अभियंता के.के. सरल को इस गुणवत्ताहीन एवं अमानक कार्य पर कारण बताओ नोटिस जारी किया गया है। विभाग ने दमकसा से पेटेचुआ मार्ग में गुणवत्ताहीन एवं अमानक स्तर के कार्य को कर्तव्य के प्रति घोर लापरवाही, उदासीनता, स्वेच्छाचारिता एवं कदाचार मानते हुए कारण बताओ नोटिस जारी किया है। उन्हें अपना लिखित प्रतिवाद नोटिस प्राप्ति के 15 दिनों की समयावधि में विभाग को प्रस्तुत करने कहा गया है। निर्धारित समयावधि में लिखित प्रतिवाद प्राप्त नहीं होने पर नियमानुसार एकपक्षीय कार्यवाही की जाएगी।
