अधिनियम के तहत अब गाँव ही बनेगा विकास, निर्णय और जवाबदेही का मुख्य केंद्र

बिलासपुर, 8 जनवरी 2026/भारत सरकार के पत्र सूचना कार्यालय, रायपुर, सूचना एवं प्रसारण मंत्रालय, भारत सरकार द्वारा आज छत्तीसगढ़ के बिलासपुर में एक दिवसीय क्षेत्रीय मीडिया कार्यशाला ‘वार्तालाप’ का आयोजन किया गया। इस कार्यक्रम में केंद्रीय आवासन एवं शहरी विकास राज्य मंत्री श्री तोखन साहू मुख्य अतिथि के रूप में सम्मिलित हुए। कार्यशाला का मुख्य विषय ‘विकसित भारत-गारंटी फॉर रोजगार एंड आजीविका मिशन (ग्रामीण)’ रखा गया, जो ग्रामीण भारत के आर्थिक और सामाजिक कायाकल्प की दिशा में केंद्र सरकार की एक युगांतकारी पहल है।

कार्यक्रम को संबोधित करते हुए साहू ने कहा कि जी-राम-जी (VB-GRAM G) अधिनियम, 2025 केवल एक योजना नहीं, बल्कि ग्रामीण विकास को ‘विकसित भारत’ के संकल्प से जोड़ने वाली एक आधुनिक रूपरेखा है। उन्होंने इस बात पर बल दिया कि इस मिशन की पृष्ठभूमि ग्रामीण अर्थव्यवस्था को बिचौलियों से मुक्त करने, सीधा लाभ हस्तांतरण (DBT) सुनिश्चित करने और ग्राम सभाओं को निर्णय लेने हेतु वास्तविक शक्ति प्रदान करने पर टिकी है।

मिशन की पृष्ठभूमि और इसकी विशेषताओं पर प्रकाश डालते हुए केंद्रीय मंत्री ने बताया कि यह अधिनियम पारंपरिक रोजगार योजनाओं की सीमाओं को लांघते हुए अब 100 के स्थान पर 125 दिनों के सुनिश्चित रोजगार की गारंटी देता है। साथ ही, श्रमिकों के आर्थिक सशक्तिकरण के लिए मजदूरी भुगतान की प्रक्रिया को और अधिक तीव्र करते हुए इसे साप्ताहिक (07 दिन) कर दिया गया है। यह मिशन न केवल रोजगार सृजन पर केंद्रित है, बल्कि ग्रामीण क्षेत्रों में आधुनिक बुनियादी ढांचे और स्थायी उत्पादक संपत्तियों के निर्माण के माध्यम से गाँव के अंतिम व्यक्ति की आय में वृद्धि करने हेतु प्रतिबद्ध है।

साहू ने आगे बताया “प्रधानमंत्री नरेंद्र मोदी जी का ‘विकसित भारत @2047’ का विजन अत्यंत सराहनीय है और हम सभी एकजुट होकर एक विकसित और समृद्ध भारत के निर्माण के लिए कार्य करेंगे। जी-राम-जी अधिनियम के तहत अब ग्राम पंचायतों को उनके विकास मापदंडों के आधार पर A, B और C श्रेणियों में विभाजित किया जाएगा । ग्रामीण विकास को नई गति देने के लिए अब ग्राम पंचायतों को ‘पीएम गति शक्ति मिशन’ से जोड़ा जा रहा है, जिससे विभिन्न लाइन विभागों के साथ मिलकर एकीकृत योजना के तहत कार्यों का चयन और निष्पादन सुनिश्चित होगा । हमारा लक्ष्य तकनीक और दूरदर्शिता के समन्वय से गाँव के अंतिम व्यक्ति तक विकास पहुँचाना है।”

कार्यक्रम के दौरान बिलासपुर जिला पंचायत की सहायक परियोजना अधिकारी (मनरेगा) अनुराधा शुक्ला ने अपने संबोधन में कहा “विकसित भारत जी-राम-जी मिशन ग्रामीण क्षेत्रों में आय की सुरक्षा और स्थिरता के लिए एक मील का पत्थर साबित होगा। इस नए अधिनियम के तहत रोजगार की गारंटी को 100 दिन से बढ़ाकर 125 दिन कर दिया गया है, जो पूर्व की तुलना में 25 प्रतिशत अधिक है । हमारी प्राथमिकता केवल रोजगार देना नहीं, बल्कि जल सुरक्षा और मुख्य ग्रामीण बुनियादी ढांचे जैसी टिकाऊ और उत्पादक संपत्तियों का निर्माण करना है । पारदर्शिता सुनिश्चित करने के लिए हम आर्टीफिसियल इंटेलिजेंसी और जीपीएस-आधारित निगरानी प्रणालियों का उपयोग कर रहे हैं, जिससे धन की हेरा-फेरी को पूरी तरह रोका जा सकेगा।”

कार्यशाला के दौरान ‘विकसित भारत जी-राम-जी’ (VB-GRAM G) अधिनियम, 2025 के तकनीकी पहलुओं पर विस्तृत प्रस्तुतीकरण दिया गया। इस मिशन को मनरेगा अधिनियम में एक युगांतकारी सुधार बताते हुए साझा किया गया कि यह अब केवल रोजगार देने तक सीमित नहीं है, बल्कि वर्ष 2047 तक विकसित भारत की परिकल्पना के अनुरूप टिकाऊ और उत्पादक संपत्तियों के निर्माण को प्राथमिकता देता है । अधिनियम की एक प्रमुख विशेषता यह है कि अब ग्राम पंचायतों को उनके विकास मापदंडों के आधार पर ‘A, B, C’ श्रेणियों में विभाजित कर कार्यों का चयन किया जाएगा, जिसे ‘पीएम गति शक्ति मिशन’ के साथ एकीकृत कर क्रियान्वित किया जाएगा ।

प्रेस वार्ता में जानकारी दी गई कि इस मिशन के तहत चार मुख्य फोकस क्षेत्रों—जल सुरक्षा, मुख्य ग्रामीण इंफ्रास्ट्रक्चर, आजीविका से संबंधित इंफ्रास्ट्रक्चर और जलवायु परिवर्तन की घटनाओं से निपटने हेतु कार्यों को सम्मिलित किया गया है। योजना के क्रियान्वयन में पूर्ण पारदर्शिता सुनिश्चित करने के लिए आर्टिफिशियल इंटेलिजेंस (AI) आधारित प्रणाली, डिजिटल अटेंडेंस, जियो-टैगिंग और बायोमेट्रिक प्रमाणीकरण का उपयोग किया जाएगा । इसके अतिरिक्त, प्रशासनिक सुदृढ़ीकरण के लिए प्रशासनिक मद की सीमा को 6 प्रतिशत से बढ़ाकर 9 प्रतिशत कर दिया गया है, जिससे योजना के संचालन और अधिकारियों व कर्मचारियों की क्षमता विकास में सुगमता होगी ।

कार्यक्रम के अंतिम चरण में एक प्रश्नोत्तर सत्र का आयोजन किया गया। इस सत्र के दौरान उपस्थित पत्रकारों ने वीबी ‘जी-राम-जी’ अधिनियम की बारीकियों, क्षेत्रीय विकास और छत्तीसगढ़ विभिन्न विकास से जुड़े कदमों को लेकर माननीय मंत्री तोखन साहू से कई महत्वपूर्ण प्रश्न पूछे । इस ‘वार्तालाप’ कार्यक्रम ने न केवल केंद्र सरकार की आगामी दूरदर्शी योजनाओं को रेखांकित किया, बल्कि ग्रामीण छत्तीसगढ़ के समग्र उत्थान और समावेशी विकास के लिए प्रशासन और मीडिया के बीच तालमेल को भी और अधिक सशक्त बनाया ।
