स्मार्ट सिटी परियोजना के बाद भी नहीं मिला पुनर्वास, दर्जनों दुकानदारों का भविष्य अधर में — क्या नगर निगम अपने वादे भूल रहा है…?
बिलासपुर ।पुराने बस स्टैंड, इमलीपारा रोड (श्यामा प्रसाद मुखर्जी चौक) पर वर्षों से संचालित दुकानों को लगभग एक वर्ष पूर्व स्मार्ट सिटी परियोजना के तहत ध्वस्त कर दिया गया था। इस तोड़फोड़ से प्रभावित दर्जनों दुकानदार परिवारों की रोज़ी-रोटी छिन गई और वे आज भी पुनर्वास की राह देख रहे हैं।
नगर निगम ने इस संबंध में उच्च न्यायालय में एक शपथ पत्र (affidavit) प्रस्तुत किया था, जिसमें कहा गया कि ₹8.96 करोड़ की लागत से एक नया व्यवसायिक परिसर इन्हीं प्रभावित दुकानदारों के पुनर्वास के लिए बनाया जा रहा है। सुनवाई के दौरान नगर निगम के अधिवक्ता ने मौखिक रूप से अदालत में यह भी वादा किया था कि उक्त परिसर उन्हीं पुराने दुकानदारों को नाममात्र शुल्क पर आवंटित किया जाएगा।
अब जबकि यह नया व्यवसायिक परिसर लगभग पूरी तरह से तैयार हो चुका है, वह दुकानदारों को आसानी से आवंटित किया जा सकता है, लेकिन आश्चर्य की बात यह है कि नगर निगम की ओर से अब तक कोई ठोस प्रक्रिया, सूचना या दिशा-निर्देश जारी नहीं किया गया है।
इस देरी का परिणाम यह है कि दर्जनों परिवार गंभीर आर्थिक और मानसिक संकट में डूबे हुए हैं। रोजगार की कमी ने इन्हें बेरोजगारी, कर्ज और सामाजिक असुरक्षा की स्थिति में ला खड़ा किया है। दैनिक खर्च, बच्चों की शिक्षा और बुजुर्गों की देखभाल जैसे बुनियादी जरूरतों को पूरा करना भी अब इन परिवारों के लिए कठिन हो गया है।
अब सवाल उठता है —
क्या नगर निगम अपने ही शपथ पत्र और न्यायालय में किए गए मौखिक वादों को भूल गया है?
क्या यह स्मार्ट सिटी परियोजना केवल इमारतों के निर्माण तक ही सीमित रह गई है, और जिनका जीवन इन इमारतों के नीचे दब गया, उनकी सुध लेने वाला कोई नहीं?
प्रभावित दुकानदारों का कहना है कि वे निगम की सभी शर्तें मानने को तैयार हैं, बस उन्हें यह बताया जाए कि पुनर्वास कब और कैसे होगा। उनका कहना है:-“कॉम्प्लेक्स हमारा ही है, हमारे ही नाम पर बना है — फिर भी हम उससे बाहर हैं। यह अन्याय है।”
स्थानीय नागरिकों और सामाजिक संगठनों ने भी नगर निगम से यह आग्रह किया है कि वह शीघ्र ही अपने वादों के अनुसार दुकानदारों को दुकानें आवंटित करे और इन परिवारों को सम्मानजनक पुनर्वास प्रदान करे।
स्मार्ट सिटी का सपना तभी पूरा होगा जब उसमें शामिल हर नागरिक को न्याय, सुरक्षा और आजीविका का अधिकार मिले — वरना यह परियोजना केवल ईंट और सीमेंट की इमारत बनकर रह जाएगी।
