राज्यपालों को लेना होगा विधेयकों पर शीघ्र फैसला – सुप्रीम कोर्ट

रायपुर । छत्तीसगढ़ में अब तक पांच विधानसभाओं का गठन हो चुका है। 25 सालों में पारित कुल विधेयकों में से वर्तमान में 9 विधेयक राजभवन और राष्ट्रपति भवन में मंजूरी को पड़े हुए हैं। मंगलवार को सुप्रीम कोर्ट के एक फैसले के बाद अब इन विधेयकों पर राष्ट्रपति और राज्यपाल रमेन डेका को अंतिम फैसला करना ही होगा। विधि – विशेषज्ञों के अनुसार सुप्रीम कोर्ट के आदेश के बाद अब सरकार को अलग से आदेश पारित करने की जरूरत नहीं पड़ेगी। राज्यपाल को लंबित विधेयकों पर निर्णय लेना होगा। सुप्रीम कोर्ट की यह रूलिंग राष्ट्रपति पर भी लागू होगी। उन्हें ये 9 विधेयक मंजूर करने या लौटाने होंगे। जानकारों के अनुसार सुप्रीम कोर्ट के इस फैसले को लेकर केंद्र सरकार चाहे तो रिव्यू पिटीशन में जा सकती है। हालांकि इसकी संभावना बहुत कम है। प्रदेश में कांग्रेस शासन काल के समय पारित आरक्षण और कुलाधिपति के अधिकार कटौती के विधेयक भी अब तक रूके हैं।

• जोगी शासनकाल में पारित धर्म स्वातंत्रय विधेयक • रमन सरकार के कार्यकाल में मंत्री रामविचार नेताम के द्वारा प्रस्तुत धर्म स्वातंत्र्य विधेयक लंबित है राष्ट्रपति भवन में।
•भूपेश बघेल सरकार द्वारा पारित शैक्षणिक संस्थाओं और नौकरियों में ओबीसी, अजा आरक्षण विधेयक।
• केंद्रीय कृषि कानून से संबंधित राज्य के अनुरूप पारित तीन संशोधन विधेयक।• कुलपति की नियुक्ति में राज्यपाल के अधिकारों में कटौती से संबंधित विश्वविद्यालय संशोधन विधेयक।• निक्षेपों के हितों के संरक्षण संशोधन (चिटफंड कंपनी) विधेयक।
