सरकार गंभीर : फर्जी दिव्यांग सर्टिफिकेट से नौकरी करने वालों पर एक्शन की तैयारी, सीएम ने दिए कार्रवाई के आदेश
बिलासपुर। फर्जी दिव्यांगता सर्टिफिकेट के मामले में राज्य शासन भी गंभीर हो गया है। छत्तीसगढ़ दिव्यांग संघ से हुई मुलाकात के बाद मुख्यमंत्री विष्णुदेव साय ने कार्रवाई का आश्वासन दिया है। दिया है। इसके तत्काल बाद छत्तीसगढ़ समाज कल्याण विभाग के सचिव ने स्वास्थ्य विभाग के अपर मुख्य सचिव और महिला बाल विकास के सचिव को पत्र लिखते हुए इस मामले में जांच और कार्रवाई करने लिखा है। दूसरी ओर जिन लोगों पर फर्जीवाड़े के आरोप लग रहे हैं उन्होंने अब नया दांव खेला है। सस्पेंड कृषि विस्तार अधिकारी गुलाब सिंह राजपूत के मुताबिक दिव्यांग प्रमाण पत्र जिला मेडिकल बोर्ड से जारी हुआ है और वे सत्यापन भी वहीं कराएंगे। उनका दावा है कि उन्हें कोर्ट से भी स्टे मिल चुका है।
गौरतलब है कि, छत्तीसगढ़ दिव्यांग संघ ने 28 अगस्त को प्रदेश स्तरीय पैदल मार्च का आयोजन किया था। जिसमें प्रदेश के अलग-अलग जिलों से 1000 से अधिक दिव्यांग शामिल होने वाले थे। इससे एक दिन पहले मंगलवार को संघ के पदाधिकारयों ने सीएम विष्णुदेव साय से मुलाकात की। सीएम के आश्वासन के बाद दिव्यांग संघ ने अपना आंदोलन स्थगित कर दिया है। वहीं संघ की मांग पर अब फर्जी दिव्यांग सर्टिफिकेट से नौकरी करने वालों पर एक्शन की तैयारी की जा रही है। छत्तीसगढ़ दिव्यांग सेवा संघ के अध्यक्ष बोहित राम चंद्राकर ने बताया कि मांगों को पूरा करने के लिए 1 महीने का आश्वासन दिया है, इसमें भी कार्रवाई नहीं होती है तो आंदोलन किया जाएगा।
विभागों की लापरवाही से मिला स्टे
इस पूरे मामले एक बात जो निकलकर सामने आ रही है वह है कि विभिन्न विभागों के गलत पत्राचार और धारा 51 की जगह 91 का उल्लेख होने से 20 के करीब फर्जी दिव्यांग सर्टिफिकेट वालों को कोर्ट से स्टे मिल गया है। दिव्यांग संघ ने इसका तत्काल निपटारा करने के साथ एक समिति बनाने की मांग की है। इसके लिए स्वास्थ्य और परिवार कल्याण विभाग के परिपत्र क्रमांक 18-04/2011/9/17 तारीख 25.02.2011 का उपयोग किया जा सकता है। सबसे बड़ी बात कि फर्जी दिव्यांग प्रमाण-पत्र बनने के मामले में कोई कड़ी गाइडलाइन नहीं है। इसके लिए एक परिपत्र जारी करने की मांग है जिसमें 7 साल सजा और 50 लाख रुपए जुर्माना का प्रावधान होना चाहिए।
सत्यापन के परेशान किया जा रहा
इस मामले में मुंगेली में कृषि विस्तार अधिकारी के पद पर पदस्थ गुलाब सिंह राजपूत पर लगातार आरोप लग रहे हैं। आरोप है कि रायपुर और बिलासपुर में कृषि कोचिंग सेंटर चलाने के दौरान यहां अध्ययनरत छात्र-छात्राओं का भी फर्जी दिव्यांग प्रमाण पत्र बनवाकर कृषि महाविद्यालयों में दिव्यांग सीट में प्रवेश दिलवाया गया। अपने रिश्तेदारों को फर्जी प्रमाण पत्र के आधार पर नौकरी दिलवाया। हरिभूमि से बात करते हुए उसने कहा कि जांच के लिए हमेशा से तैयार हैं लेकिन जिला बोर्ड से जारी प्रमाण पत्र की जांच राज्य बोर्ड से कराने का प्रावधान ही नहीं है। हाईकोर्ट से स्टे मिलने के बाद भी उच्च अधिकारी परेशान कर रहे हैं और दिव्यांग संघ के दबाव में काम किया जा रहा है। उसने कहा कि जिन लोगों पर आरोप हैं उनमें से कई अधिकारी-कर्मचारियों ने पहले भी संभागीय और राज्य मेडिकल बोर्ड से जांच कराई है
लेकिन दिव्यांग संघ मानने को
तैयार नहीं है। ग्रामीण कृषि विस्तार अधिकारी आशुतोष पात्रे, नायब तहसीलदार राहुल कौशिक और सहकारिता विभाग में कार्यरत अजय सोनी ने कहा कि राज्य और संभागीय मेडिकल बोर्ड पहले ही 50 प्रतिशत विकलांगता के सर्टिफिकेट का सत्यापन कर चुका है। इसके बाद फिर से जांच के लिए बार-बार दबाव डाला जा रहा है।
ये है दिव्यांग संघ की मांग
■ सरकारी नौकरी में फर्जी दिव्यांग सर्टिफिकेट से नौकरी करने वाले लोगों का मेडिकल बोर्ड के सामने दिव्यांगता का भौतिक परीक्षण कराया जाए। फर्जी दिव्यांग साबित हो चुके सत्येन्द्र सिंह चंदेल व्याख्याता जिला जांजगीर और अक्षय सिंह राजपूत व्याख्याता जिला मुंगेली को बर्खास्त किया जाए।
■ रिचा दुबे सहायक संचालक कृषि महासमुंद बर्खास्त हो चुकी हैं, उस पर तत्काल प्राथमिकी दर्ज हो।
■ वास्तविक दिव्यांग शासकीय अधिकारी-कर्मचारी को केन्द्र के सामान 4 प्रतिशत पदोन्नति में आरक्षण दिया जाए।
■ छत्तीसगढ़ में दिव्यांगों को केवल 500 रुपए पेंशन दिया जाता है, इसे बढ़ाकर 5000 रुपए प्रतिमाह किया जाए।
■ दिव्यांगता के कारण दिव्यांग बहनों की शादी नहीं हो पा रही है, उन्हें महतारी वंदन योजना का लाभ दिया जाए।
